August 16, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: CHUCK COLSON FROM: BRUCE KEHRLI SUBJECT: Saturday Plans Board Meeting Attached is a copy of the notes from the last Saturday Plans Board Meeting. The attendance was not exactly overwhelming and evidently this was the first meeting of this group in quite a while. The question of how any ideas that come out of these meetings are handled has come up as well as the coordina- tion --- if any -- that exists so that someone has control of these projects. I assume you just review this whenever it comes in and follow-up on a project that is deserving. However, what about the rest of the items; what happens to them? Finally, if this meeting is going to take place, doesn't it seem worthwhile to have representatives from relevant offices there? If not, what function - if any -- does this meeting serve? Attachment BK:kb MEMORANDUM THE WHITE HOUSE WASHINGTON August 9. 1971 MEMORANDUM TO: E.R. Haldeman Herbert G. Hlein FROM: IeVan L. Strumway Van SUBJECT: Saturday Meeting - August 7, 1971 Those present for the meeting included Herbert G. Hlein. Richard Moore, Ray Price and DeVan Shurway. Matters discussed were: 1. The Youth Vote Hen Feitz of the Citizens to Pe-elect the President met with the group to discuss the youth vote in the 1972 elections -- its size and its impact. Reitz managed Bill Erock's campaign in Tennessee. In that campaign, be said, young people were put to work and Brock became the young people's candidate. He described his intention to establish E system where young people were involvei, active and working for the re-election of the President -- creating a snowballing effect. This could be done, he said, through two committees: The Young Voters for Nixon and First Voters for Nixon. His group is looking at =3 initial states to find but where the young people are and how they can be influenced. There WES discussion about whether special voting precincts would be set up or college campuses or whether we would favor having young people vote primarily by absentee tallots. There was no general concensus, but the fact appears that the decision on matters such as that really are up = the states involved. Reito said he had heart three major complaints about the President among the young: that they have no contact with him; that they can't trust him; and that they don't think he is sincere. He said young people want President Wixon to be a warm, human being. the pupe of image he had in the 1953 campaign. Suggestions: :- early fall drop-by on at university campus would be good. Not necessarily with = major speech. but with an opportunity to mest the young men and women informally, perhaps in the Chie State style. The point was raised that we should work with young people in the service because they are likely to vote for their commander-in- chief, particularly those in Europe and those in the officer corps. The European Republican committee will work on this in the fall. but a military registration árive should be considered. Perhaps a private poll should be taken. It was suggested that young members of the White House staff get together a strial affair. The Carpenters, a clean young singing group, are at Wolf Trap Farm on August 23 and it was suggested we see if we can get of party established with them as the featured attraction. Shumway was instructed to contact Ed Barner for the purpose of making some preliminary approaches. The plan would call for a party near the White House, perhaps Talo House -- perhaps David and Julie could drop by. It would involve the White House Fellows and Interns. and would plan for press coverage. Purpose: spotlight young White House staff in a contemporary way. Reitz indicated as desire for members of the White House staff who fell into the under 30 age group to be made available for appearances around the country -- before college groups. to be interviewed college newspapers and to appear on college television stations. Ed Blecksmith of the Hlein staff will be assigned a special responsibility to study the underground press -- their impact and their themes. He will subscribe at home. 2. The Economy It was suggested that the Democrats are throwing in the towel on foreign policy and turning in at programmed way to domestic issues. particularly the economy. == was suggested that when the President speaks in New York on August :- he may want == zeet in addition with a group of bankers to urge them to hold the line on increasing interest rates and with the Wall Street Journal Editorial Board. ii) A request for E political brochure quote from the President for Republican Associates == was determined that the President could not endorse the brochire although he certainly could the group and as a result it would be best 1f Bob Finch wrote at letter endorsing the brochure. Tan Shuttvay has written as suggested text for a Presidential endorsement of the brochure which is now in Pay Price's office for refining. In addition, the discussion centered on the immediate need for public relations action to hold the line on the economy. Cre suggestion was that teams or individuals from the Administration spread around the nation in the next six weeks to carry the message through public speeches, newspaper editorial board appearances and television appearances. This will be explored. It also was suggested that the Vice President would make some major speeches or the economy. Another suggestion was that Secretary Connally make appearances in Chicago and Sar Francisco, including newspaper and television appearances. August 31, 1971 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: H. R. HALDEMAN FROM: BRUCE KEHRLI SUBJECT: John Nidecker's Involvement with Clem Stone in the Illinois Campaign Committee You asked for some information on John Nidecker's involvement with Clem Stone and the Illinois Campaign Committee. John Nidecker reports that he was contacted by Bob Athey, Stone's political man, regarding Stone's concern over the Campaign staff in Illinois. This concern evidently arose out of the problems he experienced during the 1970 Campaign -- especially with finances. He was also worried about Tom Hauser being appointed head of the State Campaign Committee and wants to make sure that Charlie Barr receives a responsible position in the Campaign. All information that he received has been passed along to Don Rumsfeld, who he understood was handling the problem. Jeb Magruder was aware of Nidecker's involvement; evidently, Athey had drafted some memos for Stone's signature to the Attorney General, which included Nidecker's name. Based on a conversation between the Attorney General and Magruder, at Magruder's request, Bill Timmons was directed to tell Nidecker to stay out of his area. Timmons has covered this with Nidecker and John understands it, although he was only acting as a contact -- everything should be referred to the Committee. Jeb has also talked with Athey and indicated that if Stone has any problems in the future, that the AG would be glad to talk to him about them. Incidentally, Jeb agrees that Nidecker got into it unintentionally and that Athey just contacted him to get his opinion on certain matters, as they are old friends. The only plan in the works is to keep Charlie Barr as far away from the Committee (and Illinois) as possible. Tom Evans is attempting to arrange a position for Barr whereby he will be working on ballot security throughout the country; hopefully to be funded by his present employer, Standard Oil Industries. BK:kb Administratively Confidential August 24, 1971 MEMORANDUM FOR: H.R. HALDEMAN FROM: BRUCE KEHRLI SUBJECT: Purchase of JFK Center Boxes You requested some information on the possible purchase of the number two box at the Kennedy Center by the Bobst's for Mrs. Eisenhower (Sr.) as outlined in the letter to the President at Tab A. The price of boxes in the various theaters and the accompanying privileges are as follows: Opera House -- $75,000 for boxes on either side of the President's. The rest are $30,000 to $50,000, depending upon location: Anyone who donates $30,000 or more has first call on tickets opening night for all performances. These tickets must be claimed at least 72 hours before each performance; Concert Hall -- $75,000 for boxes on either side of the President's. The rest of the boxes go for $20,000 and up. There are no special ticket privileges included because of the short runs of most of the attractions; Eisenhower Theater --- The sale of boxes has been handled by the Advisory Committee. Boxes go for $50,000 and up with the boxes adjacent to the President's box costing $100,000. Anyone who donates $25,000 or more receives first night ticket privileges. Attached at Tab B are the endowments of all three theaters as of August 24. The Bobsts are not included although Phil Mullin of the Center indicates that they have a verbal commitment from Mr. Bobst to endow the box adjacent to the President's in the Eisenhower Theater. Finally, a check with the Center shows that all ticket privileges are good for 25 years and the agreement can be structured, by the party contributing the funds, to transfer these ticket rights at any time. BK:1m 7/28/71 MR. PRESIDENT: In talking with Elmer Bobst yesterday he said that he and Dodo were considering putting up the $100, 000 for #2 Box at the Kennedy Center for the Performing Arts. Apparently she is most anxious to have it and someone has talked with Elmer about it. He asked whether I thought that was a good idea -- and I said I thought there is really too much attention being paid to Mamie. (We both agreed that she had not done a thing for the party nor the country while they were in office). Elmer did give $17,000 toward the Presidential Box along with others they have purchased that but that would not be staying in your family of course. I am to call him back -- should I just let him go or should I say he should purchase the box for her but try to retain the rights to assigning it to someone else when she is no longer able to use it or what? rmw everything for Mamie and promote more for Pat who has done such a fantastic job on the White House, etc.) (Mary Brooks and I are trying to work on some people / to stop doing JOHN F. The attendance was not exactly\noverwhelming and evidently this was the first meeting\nof this group in quite a while.\nThe question of how any ideas that come out of these\nmeetings are handled has come up as well as the coordina-\ntion --- if any -- that exists so that someone has control\nof these projects.\nI assume you just review this whenever it comes in and\nfollow-up on a project that is deserving. However,\nwhat about the rest of the items; what happens to them?\nFinally, if this meeting is going to take place, doesn't\nit seem worthwhile to have representatives from relevant\noffices there? If not, what function - if any -- does\nthis meeting serve?\nAttachment\nBK:kb\nMEMORANDUM\nTHE WHITE HOUSE\nWASHINGTON\nAugust 9. 1971\nMEMORANDUM TO:\nE.R. Haldeman\nHerbert G. Hlein\nFROM:\nIeVan L. Strumway\nVan\nSUBJECT:\nSaturday Meeting - August 7, 1971\nThose present for the meeting included Herbert G. Hlein.\nRichard Moore, Ray Price and DeVan Shurway.\nMatters discussed were:\n1.\nThe Youth Vote\nHen Feitz of the Citizens to Pe-elect the President met with\nthe group to discuss the youth vote in the 1972 elections --\nits size and its impact. Reitz managed Bill Erock's campaign\nin Tennessee. In that campaign, be said, young people were put\nto work and Brock became the young people's candidate.\nHe described his intention to establish E system where young\npeople were involvei, active and working for the re-election of\nthe President -- creating a snowballing effect. This could be\ndone, he said, through two committees: The Young Voters for\nNixon and First Voters for Nixon. His group is looking at =3\ninitial states to find but where the young people are and how\nthey can be influenced.\nThere WES discussion about whether special voting precincts would\nbe set up or college campuses or whether we would favor having\nyoung people vote primarily by absentee tallots. There was\nno general concensus, but the fact appears that the decision on\nmatters such as that really are up = the states involved.\nReito said he had heart three major complaints about the President\namong the young: that they have no contact with him; that they\ncan't trust him; and that they don't think he is sincere. He\nsaid young people want President Wixon to be a warm, human\nbeing. the pupe of image he had in the 1953 campaign.\nSuggestions:\n:- early fall drop-by on at university campus would be good. Not\nnecessarily with = major speech. but with an opportunity to mest\nthe young men and women informally, perhaps in the Chie State style.\nThe point was raised that we should work with young people in\nthe service because they are likely to vote for their commander-in-\nchief, particularly those in Europe and those in the officer corps.\nThe European Republican committee will work on this in the fall.\nbut a military registration árive should be considered. Perhaps\na private poll should be taken.\nIt was suggested that young members of the White House staff\nget together a strial affair. The Carpenters, a clean young singing\ngroup, are at Wolf Trap Farm on August 23 and it was suggested\nwe see if we can get of party established with them as the featured\nattraction. Shumway was instructed to contact Ed Barner for the\npurpose of making some preliminary approaches. The plan would\ncall for a party near the White House, perhaps Talo House --\nperhaps David and Julie could drop by. It would involve the\nWhite House Fellows and Interns. and would plan for press coverage.\nPurpose: spotlight young White House staff in a contemporary way.\nReitz indicated as desire for members of the White House staff\nwho fell into the under 30 age group to be made available for\nappearances around the country -- before college groups. to be\ninterviewed college newspapers and to appear on college\ntelevision stations.\nEd Blecksmith of the Hlein staff will be assigned a special\nresponsibility to study the underground press -- their impact\nand their themes. He will subscribe at home.\n2.\nThe Economy\nIt was suggested that the Democrats are throwing in the towel\non foreign policy and turning in at programmed way to domestic issues.\nparticularly the economy.\n== was suggested that when the President speaks in New York on\nAugust :- he may want == zeet in addition with a group of bankers\nto urge them to hold the line on increasing interest rates and with\nthe Wall Street Journal Editorial Board.\nii)\nA request for E political brochure quote from the President\nfor Republican Associates\n== was determined that the President could not endorse the brochire\nalthough he certainly could the group and as a result it would be\nbest 1f Bob Finch wrote at letter endorsing the brochure. Tan\nShuttvay has written as suggested text for a Presidential endorsement\nof the brochure which is now in Pay Price's office for refining.\nIn addition, the discussion centered on the immediate need for\npublic relations action to hold the line on the economy. Cre\nsuggestion was that teams or individuals from the Administration\nspread around the nation in the next six weeks to carry the\nmessage through public speeches, newspaper editorial board\nappearances and television appearances. This will be explored.\nIt also was suggested that the Vice President would make some\nmajor speeches or the economy.\nAnother suggestion was that Secretary Connally make appearances\nin Chicago and Sar Francisco, including newspaper and television\nappearances.\nAugust 6, 1971\nDear Bobby:\nMr. Haldeman wanted me to thank you\nfor inviting him to your birthday\nparty. HALDEMAN\nFROM:\nBRUCE KEHRLI\nSUBJECT:\nJohn Nidecker's Involvement\nwith Clem Stone in the Illinois\nCampaign Committee\nYou asked for some information on John Nidecker's involvement with\nClem Stone and the Illinois Campaign Committee.\nJohn Nidecker reports that he was contacted by Bob Athey, Stone's\npolitical man, regarding Stone's concern over the Campaign staff\nin Illinois. This concern evidently arose out of the problems he\nexperienced during the 1970 Campaign -- especially with finances.\nHe was also worried about Tom Hauser being appointed head of the\nState Campaign Committee and wants to make sure that Charlie Barr\nreceives a responsible position in the Campaign. All information that\nhe received has been passed along to Don Rumsfeld, who he understood\nwas handling the problem.\nJeb Magruder was aware of Nidecker's involvement; evidently, Athey\nhad drafted some memos for Stone's signature to the Attorney General,\nwhich included Nidecker's name.\nBased on a conversation between the Attorney General and Magruder,\nat Magruder's request, Bill Timmons was directed to tell Nidecker\nto stay out of his area.\nTimmons has covered this with Nidecker and John understands it,\nalthough he was only acting as a contact -- everything should be\nreferred to the Committee. Jeb has also talked with Athey and\nindicated that if Stone has any problems in the future, that the\nAG would be glad to talk to him about them.\nIncidentally, Jeb agrees that Nidecker got into it unintentionally\nand that Athey just contacted him to get his opinion on certain\nmatters, as they are old friends.\nThe only plan in the works is to keep Charlie Barr as far away from\nthe Committee (and Illinois) as possible. Tom Evans is attempting to\narrange a position for Barr whereby he will be working on ballot\nsecurity throughout the country; hopefully to be funded by his present\nemployer, Standard Oil Industries.\nBK:kb\nAdministratively Confidential\nAugust 24, 1971\nMEMORANDUM FOR:\nH.R. HALDEMAN\nFROM:\nBRUCE KEHRLI\nSUBJECT:\nPurchase of JFK Center Boxes\nYou requested some information on the possible purchase of the\nnumber two box at the Kennedy Center by the Bobst's for Mrs.\nEisenhower (Sr.) as outlined in the letter to the President\nat Tab A.\nThe price of boxes in the various theaters and the accompanying\nprivileges are as follows:\nOpera House -- $75,000 for boxes on either side of the\nPresident's. The rest are $30,000 to $50,000, depending\nupon location:\nAnyone who donates $30,000 or more has first call on tickets\nopening night for all performances. These tickets must be\nclaimed at least 72 hours before each performance;\nConcert Hall -- $75,000 for boxes on either side of the\nPresident's. The rest of the boxes go for $20,000 and\nup. There are no special ticket privileges included because\nof the short runs of most of the attractions;\nEisenhower Theater --- The sale of boxes has been handled by\nthe Advisory Committee. Boxes go for $50,000 and up with\nthe boxes adjacent to the President's box costing $100,000.\nAnyone who donates $25,000 or more receives first night\nticket privileges.\nAttached at Tab B are the endowments of all three theaters as of\nAugust 24. The Bobsts are not included although Phil Mullin of\nthe Center indicates that they have a verbal commitment from\nMr. Bobst to endow the box adjacent to the President's in the\nEisenhower Theater.\nFinally, a check with the Center shows that all ticket privileges\nare good for 25 years and the agreement can be structured, by\nthe party contributing the funds, to transfer these ticket rights\nat any time.\nBK:1m\n7/28/71\nMR.
