This analysis by Ken Khachigian of the Harris Poll
and its possible slanting should probably be considered
by you rather than Bob Haldeman at this point.
Khachigian's argument is rather intriguing concerning
the drop in the black support of the President by
75 percent.
You just may want to raise this the next time you
meet with Lou Harris.

An interesting note on the Harris Poll of yesterday showing
the President leading EMK by 45% to 38%. I believe the poll is
suspect and that in reality the President's lead might be even
higher over Teddy.
Harris has the Black vote going 3% for the President and 93%
for Teddy. Because this sounded out of line, I checked back to a
RN/EMK trial heat Harris took this last June. In that one the
President led Teddy 44% to 36% and among Blacks it was RN - 13%,
EMK - 71%.
How, in a period of three months could Teddy's support among
Blacks jump thirty percent and the President's drop by 75%? My
conclusion: Harris slanted the poll somewhat (note that his inter-
pretation has EMK as the only Dem pulling up on RN while all others
drop back). And the slanting probably took place not only in the Black
precincts.
In any case, the data just struck me as interesting, and I feel
that the true reading would have RN scoring as high over EMK as he
does over Muskie.

Dear Carlos and Shahla:
It's been awhile since we have exchanged letters and I have news that
shouldn't wait until Christmas - Kristine and I are now parents - a
girl, Lauren Rose. Mother and daughter are doing very well. She
arrived on her "due date" which was typical of the entire perfect
experience.
As for other news - I am still working at the White House and enjoying
it more every day. My job for the last eight months - working for
Bob Haldeman, Chief of Staff, is incredibly exciting and satisfying.
Kristine has taken a leave of absence from the Legal Adviser's Office
at the State Department. She hasn't decided when she may go back to
work. She may teach law part-time at a law school here in Washington.
My parents are fine, they will be in Mexico for the holidays, but
unfortunately we will not be able to join them. They send their best.
How is Rio? I thought you had arranged to stay in Caracas. What
happened?
Is Gustabo still in New York? Did I hear that Ricardo recently married?
Shahla - how is your family? Did you get back to Persia for the Shah's
party?

Presidential Papers and Estate Plan
Richard Ritzel called with the list of questions you requested
from John Alexander on Tuesday, November 23.
1.
Are there to be any general legacies or specific bequests
in either will?
2.
It is considered vital by the husband that the family
assets should all be placed in trust for the benefit
of the wife if she survives?
3.
If the answer is yes, then a study of the restructuring
of ownership of all property, real and personal, as well
as bank accounts, will have to be made since a major
portion of the family assets are now in joint names
and would not pass toaany trust created under the will
for the wife's benefit. (Comment: The reason this is
such a problem is that John Dean gave us a $250,000
evaluation for the memorabilia. We have been working
with a $1,000,000 figure. Any trust would require
using some of the joint property because the $250,000
is so low.)
3.
After the death of both husband and wife, if any children
survive, should family assets pass to surviving family
or children out right or be placed in trust for the
benefit of the children. If trusts for children are
to be created, should they continue for life or terminate
at a certain age (e.g. 35 or 40). Should a portion of
principal be paid out to any child prior to the date
of termination.

If no children survive, but more remote issue do, how long
should trusts continue, that is, until 21 or until a later
age.
5.
If the issue survive is all property to go to public
purposes or should collatoral relations or friends be
brought in?
6.
Any special provisions for wife's will, e.g., items of
jewelry to children?
7.
How should insurance policies on husband's life owned by
wife be disposed of is wife dies first? They should not
revert to the husband, but perhaps should be left to the
children or in trust for the children.
8.
Who ought to be the executors for both wills?
9.
If trusts are created for either wife or children sho
should be the trustees.

10.
Consideration should now be given as to who will act as
literary trustees.
11.
Is it of vital importance that husband have all rights
with respect to papers during joint lives of husband
and wife.
12.
Should wife be precluded from receiving any papers
even those of a non-sensitive nature?
Should you wish to discuss these questions with Mr. Ritzel, he
will be at his residence from Thursday, November 25, until
Sunday, November 28. The White House Switchboard and Signal
