Receiving the views of 35, 000 Ohioans, Sen. Saxbe
learned that 38% are most concerned about inflation;
26% about VN and 18%, crime. Other findings: 62%
support RN's program in VN; 10% want a definite with-
drawal date; 19% want immediate withdrawal; 8% support
Victory. 69% favor a SALT agreement; 30% are opposed.
54% support national health insurance; 45% no. Asked
for the greatest causes of inflation, Ohioans responded:
runaway wage demands, 50%; excessive Gov't spending,
28%; price hikes, 9%. Asked what to do about welfare
reform, 31% said adopt FAP but 61% said 11 cut benefits
and tighten requirements. 11
A poll sent out by Griffin in July shows that 38% support -
ed publication of the McNamara papers; 50% said it was
not justified. Asked about increases in grocery prices,
56% blamed labor, 18% blamed businessmen; 13% blamed
Congress; 10% blamed RN. 75% support RN's legislation
to eliminate nat'l emergency strikes. 70% support a ban
on phosphates in all detergents. 63% support RN's VN
policy; 18% supported a Dec. 31 deadline, 11% immediate
withdrawal.
CBS AM News had a report on the Michigan branch of
"Frontlash, 11 the national coalition aimed at registering
new voters. In Mich. they are zeroing in on the non-
student and find themselves caught up in apathy and ignor-
metions
ance. On film, several youths indicated they didn't know
they have to register in advance of voting. One union
leader said that labor has to support this group because
"RN has been able to pack the Sup. Court.

of the group says the organization is non-political indicat-
ing that groups opposed to RN are told the only way to de-
feat him is to register; groups favoring RN are told that

19-year-
old David Passman has become Florida's first elected
teenage city official easily defeating a 45-year-old incum-
bent in a city council runoff. He says he won because he's
a "conservative. 11
James Edmondson died at 46 of an apparent heart attack.
He was the Nation's youngest Gov. when elected in
Oklahoma 13 years ago. Cong. Ed Edmondson is the
former Senator's brother.

SUBJECT: City of San Diego - 1972 Republican National Convention
This Agency has had numerous contacts with the City of San Diego
and Deputy Sheriff of San Diego County in regard to the above function.
We have not yet received any type of formal request for funding
assistance to the city and county, we have received a request for
planning support on the part of the county. It was returned to them
with advice that they must coordinate their functions with the city.
As a direct result of numerous meetings with the Chief of Police and
Sheriff and other meetings with the Commissioner of the California
Highway Patrol and Mr. Edwin Meese, Executive Secretary to
Governor Reagan, a number of possible problem areas have been
identified.
1. It is apparent that there is a need for clarity in determining
the responsible official for the provision of security during the course
of the Convention. A number of statements have been made by the
Sheriff that he would support the Chief of Police and subsequently, the
Sheriff has modified the statements, indicating that he felt his role
should be the predominate one. These matters have been brought to
the attention of Mr. Edwin Meese of the Governor's office.

2. Current plans for the utilization of the state resources of the
California Highway Patrol are minimum. Our inputs would suggest
that a major commitment of highway patrol manpower be made by the
state in support of the city's operation. To date, this has not been
accomplished.
3. The Chief of Police is in the preliminary steps of planning
for the Convention. One important aspect of his plan calls for his
security to be only on the outside perimeter of the Convention site.
He has stated on a number of occasions that all security within the
fence of the Convention site and within the Convention Hall would be
the responsibility of the Republican National Committee and must be
secured by private contractors. This is not the manner in which it
is being handled in the Miami Beach area and is strongly suggested
that inputs be provided that would have the Chief of Police re-evaluate
his posture in regards to this matter. The use of police resources
within the Convention facility and within the Convention grounds will
minimize direct cost to the Republican National Committee.
4. The initiation of planning and submission of grant-fund
requests has been slow emanating from the City of San Diego, every
effort must be made to encourage their early implementation of
planning and preparation for the forthcoming Convention, and for
the application of funds from this Agency to support the Convention
activities.
5. There have been persistent statements that the current
City Manager is resigning, this has lead to some confusion on the
part of city department heads and some delay in implementing
effective planning and coordination. A Mr. Lockwood, Deputy City
Manager, has been assigned coordination responsibility for security
functions, but further inputs are that he aspires to the City Manager's
job and is not dedicating the greatest amount of available time to this
effort.
We have undertaken a number of meetings with San Diego city
officials to ensure coordination of effort and the highest degree of
effectiveness during the time of the Convention. Numerous

through this office for any greater detail you may desire.

SUBJECT: Status Report - Republican National Convention
San Diego, 1972
My Agency's contacts with the City of San Diego in regard to the
above Convention, were initiated August 6, 1971. At that time,
arrangements were made for Mr. Coster, Associate Administrator,
to meet with San Diego officials and members of the Republican
National Committee in San Diego on August 14 and 15. The purpose
of this meeting was to briefly survey the facilities, provide an
opportunity for the San Diego officials to meet with representatives
of this Agency, and discuss the possibility of funding support for the
law enforcement function during the time of the Convention.
As a result of this meeting, Mr. Coster held private meetings with
Chief Ray Hoobler of the San Diego Police Department and
Sheriff John Duffy, San Diego County Sheriff's office. He reported
to me that his meeting with the two individuals generated a number
of questions pertaining to coordination of effort, mutual support and
most critically, a delegation as to who would be the official most
responsible for the conduct of the Convention. The Chief of Police
feels strongly that the Convention is within the city and it should be
his responsibility. The Sheriff acknowledges this point, but states
that under California statute when a law enforcement problem
exceeds the capability of the local agency it then becomes a respons-
ibility of the Sheriff of the County.

As a result of the above conflicts, a meeting was arranged in the
offices of this Agency on September 10. The purpose of the meeting
was to bring together all law enforcement officials involved in the
San Diego and Miami Beach Conventions. Miami Beach officials were
included to demonstrate to the San Diego officials how effective
coordination and delegation of responsibility and authority could be
accomplished. All participants of the meeting stated that it was
extremely beneficial, exposing general problems and methods through
which coordination could be effected.
Further individual and private meetings with Sheriff Duffy and
Chief Hoobler indicated that problem of delegation although reduced
in nature still exists in the San Diego area. This matter has been
brought to the attention of Mr. Ed Meese, Executive Secretary to
Governor Ronald Reagan. A direct request has been made that he
make every effort to ensure that the matter of authority and
responsibility be clearly defined and not allowed to generate any
type of problems in the conduct of the Convention.
During the course of contacts with Chief Hoobler, he has briefly
outlined his concept for the security of the Convention. He stated
most emphatically that responsibility for security on the part of the
city will end at the perameter fence of the Convention site. He has
further stated that all other security accomplished within the Con-
vention site and within the perameter of the fence would be the
responsibility of the Republican National Committee and would be
accomplished through the Committee's hiring of private security forces.
It is my opinion that this is a critical determination and will prove
unnecessarily costly to the Republican National Convention. This is
not the case in the City of Miami Beach where the Chief's plans for
the 72 Convention and his operations during the 68 Convention encom-
passed providing security throughout the Convention site at no cost
to the party holding the Convention. I believe that this matter should
be critically examined and brought to the attention of city officials
to ensure that unnecessary costs are not generated and charged to
the National Convention.
Planning for security functions during the time of the Convention by
the City of San Diego include the use of forces on loan from the San
Diego Sheriffs Department and other local jurisdictions. We have
brought to the attention of Governor Reagan's office desirability for
the commitment of a large number of personnel from the 6,200-man

California Highway Patrol to support of the San Diego police and the
Convention activities. To date, we have not received affirmative
word that high utilization is being made of California Highway Patrol.
Sheriff Duffy has, on a number of occasions, pledged up to 500 men
in support of the city police department and then on other occasions
has retracted that pledge stating he would require his own personnel.
Summary
The major problems as seen from this Agency's operations and
interest in and around San Diego in conjunction with the Convention,
lie in the areas of coordination of effort, minimizing the possibility
of any question as to who are the responsible officials and ensuring
that all possible resources within the ability of the state, county and
city are fully utilized.
