Taylor, Jr. President of the Senate PHILIP P. GODWIN Philip P. Godwin Speaker of the House of Representative Senate Bill 39 ? Administratively Confidential February 21, 1972 MEMORANDUM FOR: FRED MALEK FROM: GORDON STRACHAN SUBJECT: RNC Research Materials I talked with Bill Horton at some length last week regarding the volume and quality of the RNC research materials. I have attached the most recent package for your information. You may want to have Bill Horton look through these regularly for you. The crucial point is that there is plenty of research information -- the problem is the translation of this infor- mation into an effective attack against the Democrate. What formal system there is is haphasardly concentrated in Pat Buchanan's office under Ken Khachigian, as well as periodic ad hoc projects by Chuck Colson. At one point, there was discussion about having Bob Marik be the one man responsible for trans- lating the information into attack for the 1701 operation. He bacame inundated with other projects for Magruder. For a few weeks Bart Porter handled many of the attack operations. Now, Gordon Liddy, as General Counsel, supervises some activities. The problem is that there is no single, effective, one man responsible for this essential function. Pat Buchanan, Ken Khachigian and Mort Allin have some helpful ideas about how to implement such a system. I can give you a more complete description over the phone. In any event, I would appreciate your thoughts as to how such a system could be implemented. Thank you. GS:1m February 17, 1972 MEMORANDUM FOR: JEB MAGRUDER FROM: GORDON STRACHAN SUBJECT: Weekly Summary The weekly summary that you prepare regarding your campaign activities seems to have become unduely large again. The most recent edition was above 20 pages long. I realize that the volume of campaign activities is accelerating, but isn't it easier for both the Attorney General and Bob to have your descriptions of the truly significant aspects of the campaign presented in brief synopsis form? Just a thought. CO1 Fred Malek GS:1m February 9, 1972 MEMORANDUM FOR: JEB MAGRUDER FROM: GORDON STRACHAN SUBJECT: College Republican Campus Survey You may want to get together with Fred LaRue and Ken Rietz to determine whether it is best for the campaign to have the RNC conduct a poll among college Republicans. If you agree that this might be a good idea you may want to cover it with Ken Rietz since he may have some ideas as to the most effective way to get this particular line to youth. GS:1m February 8, 1972 MEMORANDUM FOR: JEB MAGRUDER KEN RIETZ FROM: GORDON STRACHAN As we discussed on the telephone this morning, Bob reviewed the February 3rd memorandum describing the mock elections you have scheduled in New Hampshire and Florida. His comment concerning the Dartmouth College mock election on February 28th was that "this is the only one that will matter -- what are we doing re it?" Would you please describe the activities you have planned to maximize the President's support during this mock election, which will probably receive nationwide publicity. Thank you. GS:1m February 7, 1972 MEMORANDUM FOR: JEB MAGRUDER FROM: GORDON STRACHAN SUBJECT: Dr. Anita de Lemos We have information that indicates Dr. Lemos is not the type of person that you might want to recruit into the ethnics operation. Her background is such that you might want to advise those who will be working in both the ethnic and spanish speaking areas. GS:1m SOURCE = NOBLE MELENCAMP THE SUNDAY STAR Washington, D. C., Februar 6, 1972 Latest 'Quickie' Divorce Dr. Anita de Lemos, a many talented woman well known in Washington's Spanish community, has opened a "quickle divorce" operation here and has already sent some 20 clients to the Dominican Re- public in the past three weeks. Dr. de Lemos, an M.D. who is not licensed to practice here, says that since she was trained as a physician, "I like to help people." Dr. de Lemos is trying to help President Nixon- - in a different area. She is creating a "D.C. Hispanic Republican Club" to help re-elect him, because she believes he has done "more than anyone else" for Spanish speaking Americans. In 1903, she says, she was active in Professional Women for Nixon. "But this time I want to get some Spanish votes for him." This could involve a presidential-type appoint- ment, she anticipates, through the D.C. Republican Committee. But White House sources say that she is "not connected in any way" and that no such an appointment is "in the works." As local representative of the Dominican Repub- lic law firm "Bufete Juridico Commercal," Dr. de Lemos has sent a batch of clients to that country. The main business of the firm, however, is in New York, she says, where "hundreds" have been taking advan- tage of the 21-hour, 3600 (approximately) "mutual consent" incompatibility deal. It involves one appearance in court, and the "package" includes court costs, taxes, two copies of the divorce papers, attorney fees and "authectication by the American consul," according to the law-firm's publicity announcements. As the law firms representative, Dr. de Lemos can also arrange transportation and hotels for clients, the Dominicon firm also sells real estate, Ten years ago, Dr. de Lenics opened a health spa in rural Maryland. Carlier she represented a phurma- ceutical company. February 7, 1972 MEMORANDUM FOR: JEB MAGRUDER FROM: GORDON STRACHAN SUBJECT: RNC Poll Pursuant to our discussion this morning, would you and Fred LaRue get together with J. Philip Reberger, the Executive Assistant to Deputy Chairman DeBolt, and determine if there is any advantage to the President in having an issues poll conducted at the 1972 Republican Nakional Leadership Conference on March 1-4. My recollection is that polls such as the one suggested are not usually conducted without an assurance that the results are exactly what we want. After you and LaRue review this matter would you please get back in touch with me so that we can determine whether or not it is desirable to have this poll conducted. I have attached Reberger's letter to me as background for you. GS:1m Republican National Committee. February 4, 1972 Mr. Gordon Strachan The White House Washington, D. C. Dear Gordon: As you know, the 1972 Republican National Leadership Conference will be held in Washington on March 1-4. It is expected that most of the Republican National Committee members and 1200 to 1500 Party leaders will be attending this conference. Present plans are to develop a questionnaire to be given to each conference registrant to be returned prior to their departure. An issue oriented questionnaire of this type could serve several purposes. For example, it could increase the conference partici- pants feeling of involvement in national political affairs by giving them an opportunity to comment on current issues of the day and Party programs. Of course, it would also serve as a valuable tool for conducting future conferences of a similar nature due to the critique portions of the questionnaire. A third possibility is that there could be considerable press mileage gained from such a questionnaire if, for example, we could report to the media that over 1500 Party leaders gathered in Washington, were polled at this Leadership Conference and results indicate that President Nixon received overwhelming support on issue A, B, C, D, E, and F, etc. Do you have any suggestions for the subject matter content of such a questionnaire Your extensive involvement in following national opinion survey trends and issue development will be an essential part in the formulation of such a questionnaire. Your comments and input, at your earliest convenience, will be appreciated. Sincerely, J. HALDEMAN CHARLES COLSON FROM: PAT BUCHANAN Have already mentioned this to the Attorney General, but Ashbrook's people are on the verge of filing in California -- and may run there regardless of what happens in N. H. and Florida. This would, of course, be the gravest move he could make -- in terms of November. If the UROC and CRA and Leland Kaiser and the rest go all-out for Ashbrook in the primary and run up any kind of vote -- they will likely "cut" the President in November of 1972 as they did in November of 1962. Unlike N.H. and Florida where the President is much stronger than California - - the Golden State is one that we have to have to guarantee a win in November; it is also a state where the Right is sophisticated and experienced in "cutting" Republicans they do not like. Removing Ashbrook from that primary should be Project A for any conservative friends we have. January 27, 1972 MEMORANDUM FOR: JEB MAGRUDER FROM: GORDON STRACHAN SUBJECT: Copley Film As I understand it, you and Ken Rietz were working on a Copley film regarding youth. I believe Dean Coffin conducted several interviews with Larry, Steve Bull, Dwight Chapin, ect. Apparently, there will be a film crew at the White House on February 2nd and 3rd, and the scheduled interviewees, on film, are Ron Ziegler (age 33) ; Ken Cole (age 33), John Dean (age 35); and Fred Malek (age 34). If the goal is to have young people (at least under 30) why not have film interviews with John Andrews, Doug Hallett, Dave Gergen, Steve Karalekas, Coleman Hicks, Mort Allin, Dave Parker, Bruce Kehrli, or even Higby. Please don't misunderstand -- I'm not trying to get in the middle of another one of your films -- but it just seems that Ken Rietz would want to capitalize on the very substantial number of very young people on the White House Staff, and Ziegler, Cole, Dean and Malek don't meet that test. I assume you will cover this with Ken Reitz, and when you submit a report (if that is planned) to the Attorney General I will rush the copy in to Mr. Haldeman. GS:1m Administratively Confidential February 1, 1972 MEMORANDUM FOR: DAVE PARKER FROM: GORDON STRACHAN SUBJECT: President's Meeting with Republican Senators I know that there are several projects floating around for the President to meet with certain Members of Congress, both before and after China. One of the matters which appeared in Mr. Haldeman's follow-up, for February 1, concerned the subject of the President possibly meeting with Republican Senators, divided on the basis of liberal and conservative. The reason for the delay in these meetings to February rather than back in November and December when the idea was suggested, was the problem of timing vis-a-vis the primaries. In November, the Attorney General was concerned that any Presidential meeting with Margaree Chase Smith or Hatfield, which would give an indication of the President's support prior to a primary, would be inappropriate. I think it is probably now time to raise this subject again and submit a schedule proposal. Would you check with the Attorney General, and probably MacGregor, to determine whether this proposal should be reactivated?
