Kentucky Senate Race
Murray Chotiner is reminding you that tomorrow is the last
date for filing in the Kentucky Senate race. Louie Nunn
could win if he received White House support and money
according to Dent. However, Dent believes Mitchell is
probably planning on not intervening to get Nunn in theerace
because Lee Nunn has "poisoned" Mitchell against his
brother by calling him a "crook."
Cooper will not run according to Dent.
Dent has not been able to reach John Mitchell in Florida to
confirm their previous discussion.
If you want to confirm Dent's impression of Mitchell's thinking
you would have to place the call personally to Mitchell.

Dear Bob:
I am reliably informed that Louie Nunn is disappointed
he has not received oral encouragement from the President
to run for the Senate seat in Kentucky this year.
Apparently, the only two who can win the seat are Cooper
and Nunn.
I am advised that Senator Brooke has stated that Cooper
will run in spite of his statement that he will not run
if there is a draft for him to do SO. This is the situ-
ation in spite of his illness and age.
However, if Cooper or Nunn do not run, we lose the seat.

Dear Bob:
I am somewhat puzzled by the fact that Henry Berliner, who
apparently sees himself. as some kind of hatchetman for John Mitchell,
recently took occasion on WTOP-TV to imply strongly that President Nixon
was opposed to my re-election as Republican National Committeeman for the
District of Columbia in the May 2 primary.
To me, this is inconceivable, largely because there is nothing
to be gained by President Nixon in allowing himself to be drawn into local
primaries or used by competing factions in local party elections -- we are
all his friends and supporters, and unless November 1972 is different from
any other Presidential Election, he will need every friend and supporter
possible, including me, my opponent, as well as Independents and Democrats
and all other friends and supporters of every persuasion that can be gathered
together.
I will appreciate anything you can do in connection with the
letter I wrote John Mitchell, copy attached. Or, if President Nixon is
actively concerned with defeating me, I would appreciate knowing that --
anything can happen in politics.

I was not aware that President Nixon has alligned himself with
my opponent or was seeking to bring about my defeat for re-election as National
Committeeman for the District of Columbia in our May 2 primary. It was my
understanding that the President was not permitting his name to be involved
in primaries in terms of making choices between Republican Party officials
who have loyally supported him over the years.
However, as indicated in the attached two newspaper stories,
and as reported to me respecting some statements made on a TV show recently
by one of your people, an effort is being made to imply that President Nixon
is opposing my re-election and supporting someone else. I would very much
appreciate your clarification of this situation. I would think that re-election
of the President would best be served by joining all of the support we can and
not wasting our money and good will by letting President Nixon's name be used
by any local faction where they are seeking to win party office.
In any event, I want you to know that win, lose or draw, I am
supporting you and President Nixon, just as I have over the years.

Alphonzo Bell (R-California)
You asked Clark MacGregor to call Alphonzo Bell personally to
discuss the Congressman's request for a meeting with the
President on California politics. Although reluctant because of
the number of other similar requests from Congress, MacGregor
called Bell on March 22. Bell returned the call March 23, and
Mae Gregor indicated he would try to arrange a meeting between
Bell and John Mitchell to discuss California politics. MacGregor
reports that Congressman Bell seemed pleased with this alternative.

Jack Drown
You asked Jeb Magruder to arrange for a campaign role for
Jack Drown. Magruder asked Lyn Nofziger to determine a
role in the California campaign for Jack Drown. Nofziger
checked with Governor Reagan, and it was determined that
Jack Drown should serve on the Steering Committee of the
Committee for the Re-Election of the President. Nofziger
personally asked Drown to serve and he accepted.
The Steering Committee has not yet had a meeting. Bob Volk
recently told Magruder that Jack Drown was pleased with
his role in the Campaign.

1) DMI, one of Teeters vendors for the campaign surveys,
conducts a monthly poll in Los Angeles and Orange Counties.

Ehrlichman Versus Committee
for the Re-Election of the
President
A serious problem seems to be developing between John Ehrlichman
and the Committee for the Re-Election of the President.
Fred Malek and Jeb Magruder have attended meetings and seen indica-
tions of Mr. Ehrlichman's attempts to undercut the effectiveness of
the Campaign Committee. Three examples indicate their assessment
may be correct:
1) As Malek's new role in the Campaign was being defined last
month, most of the opposition came from Ehrlichman;
2) The Domestic Council slowed the production of "The Speakers
Manual" for Administration spokesmen to use during the promaries;
3) Ehrlichman, through Ed Harper, has informed Magruder that a
review committee -- John Ehrlichman, Ray Price and Bill Safire --
will begin analyzing the Campaign advertising. Magruder and
Peter Dailey are reacting protectively citing their own adver-
tising review group of Len Garment, Cliff Miller and Dick Moore.
Len Garment, who is familiar with the advertising suggestion by
Ehrlichman, told me this morning that some serious thought should
be given to Ehrlichman's real motives. Garment suggests Ehrlichman's
desire to become involved in the Campaign has been accentuated by
his alleged antipathy toward John Mitchell. The result is criticism
of the Committee.
Ken Cole confirms that the relationship between Ehrlichman and the
Committee is quite bad. Cole isn't sure why and has been meeting
with Magruder and Harper in attempting to ameliorate the problems.
Neither Cole nor I are prepared to recommend a solution for you yet.
We will continue working on eliminating problems at the staff level
to prevent involving you.

Returns
From Florida, Harry Dent will dictate a one page summary of
the results for the President tomorrow morning at 6:00 a.m.
I will pick up the memorandum at 7:00 a.m. and deliver the
original for the President to the Ushers at 7:80 a.m. You
will receive a copy of Dent's memorandum to the President
simultaneously.
Tonight, Jeb Magruder will have an election watch at 1701,
based on the Florida campaign individuals analysis of the
returns.
Some polls close at 7:00 p.m. and others at 8:00 p.m. Network
projections are expected between 9:00 and 9:30 p.m. CBS and
NBC have announced shows on the results beginning at 10:30 p.m.
ABC has not announced but Mort Allin expects them to begin a
few minutes before 10:30 p.m. I will be in touch with Magruder
from 7:30 p.m. on. I can be reached through the White House
Operator, either in Magruder's office or on pageboy. Should
you wish to talk to Jeb Magruder directly, he can be reached

John Mitchell is not expected to be at the Committee tonight, and

The question of whether to release the campaign expenditures
in New Hampshire and Florida was considered by Magruder and
Colson. The point would have been that less had been spent by
the President in winning decisively than the Democrats had spent
losing indecisively.
John Mitchell decided that in light of the Democrat's arguments
about disclosure of fund sources it would be best if nothing
were said about the expedditures for the President in either
New Hampshire or Florida.

Both Griffin polls tested only Muskie against the President.

Ehrlichman and Cole/Campaign Polling --
On February 10 you decided that Ken Cole should receive
the issue sections of the national and state polls
being conducted by Bob Teeter for the Campaign. On
March 9 John Ehrlichman wrote you asking when the results
will be available. Teeter has completed all the "First
Wave" surveys except Texas, Oregon, and Tennessee. These
are expected on March 10.
The issue sections from the vendors reports on Maryland,
Missouri, North Carolina, Virginia, Indiana, Ohio, Iowa,
New York, Pennsylvania, New Jersey and California have
been compiled in the attached binder. The issue infor-
mation from the surveys you have in your office (New
Hampshire, Florida, Kentucky, Wisconsin and the national
over-sample) can be added to the binder with the Texas,
Oregon and Tennessee results tomorrow. Ken Cole returns
to the office on March 13, at which time he can receive
the information. As with the Harris Domestic Issues Poll,
Cole should be the control point for whatever polling
information is distributed within the Domestic Council.
As I understand your agreement with John Mitchell and
Bob Teeter, you can unilaterally release any of the polling
information to members of the White House Staff or
Domestic Council. However, you may want to mention your
plan to give this information to Ken Cole in light of the
alleged friction between John Ehrlichman and John Mitchell.
Survey Summary Book --
On March 7 you asked me about the errors in the Survey
summary book in the California trial heat section. Discussion
with Bob Teeter produced the memorandum explaining the
errors and emphasizing the small percentage of variation.
Teeter mentioned the errors to John Mitchell last night.

He had neither noticed the errors nor read many of the
summaries according to Teeter.
All of the vendors reports are kept locked in my office.
I have read several. The most interesting are California,
New York, Pennsylvania, and Missouri. To give you an
opportunity to review these and the other vendors reports
I will change the three reports in your desk drawers
weekly.
Fred Malek Access to Polling Information --
Malek has asked to have access to the campaign polling
materials. His responsibility to you and John Mitchell
for the voting bloc areas seems to justify his complete
access. You may want to have Malek ask John Mitchell.
Magruder has complete access, Peter Dailey and Bob Marik
have access to everything but trial heats and popularity
figures.

Campaign Polling
Bob Teeter submitted the national results from the first
wave surveys. The ORC report, based on an over-sample plus
the individually surveyed states, is attached. The summary
materials have been placed in your campaign poll book. Only
Texas, Oregon, and Tennessee remain to be submitted by Bob
Teeter. He hopes to have these for you and John Mitchell on
March 9, 1972.
You met with John Mitchell and Bob Teeter on February 7, 1972
and established guidelines for access to the campaign survey
information on February 8. You told me that: 1) Peter Dailey
and Bob Marik were to receive all polling information except
trial heats, 2) Jeb Magruder was to have complete access to all
poll results; and 3) Teeter or his representative would explain
the general matters and conclusions to the Campaign Strategy
Group without the specific results or tables. In the one month
since that agreement certain developments have occurred that
you should be aware of. Harry Dent received authority from
the Attorney General to receive the North Carolina results
from Bob Teeter. Dent is also reputed to have access to all the
Southern state poll results from John Mitchell. Recent newspaper
stories disclosing the strong position of the President in
Southerw states are alleged to be from Dent. The Teeter
memorandum on "recommended appearances and issues" that you
received in Florida last weekend was the subject of discussion
at the Campaign Strategy Group last night. Copies were
distributed and later collected, though Peter Dailey and I
kept copies. In contrast with the Campaign Committee access,
Larry Higby and I went through three drafts of the Teeter
memorandum in order to give Dwight Chapin the benefit of the
polling suggestions for scheduling purposes without disclosing
the President's standing in the states.
I have not raised this continuing problem of access to polling
information with Magruder as he will probably rush to John
Mitchell to protect his Committee's access. You may want to
cover this personally with the Attorney General.
