DISAFFECTION AMONG THE ETHNICS
Attached is a copy of a communication addressed to the President
by the leadership of the National Confederation of American Ethnic
Groups. While this organization leaves a great deal to be desired as
a vehicle for our access to ethnics at the grassroots, it is an organiza-
tion that has been friendly and could be of some assistance. Its
complaints are not without justification and its evaluation of the threat
of a Democratic flanking attack is exactly on target.
To the extent we ignore the substance of these complaints, we will
find ourselves in 1972 with precious little support among ethnics. Our
present efforts in this arca are totally inadequate; if we are serious
about reaching the ethnics, we had better get off our fannies
and soon!

address to you, on behalf of our Confedenntion and its many affiliated
organizations, the memoranden hereattached.

of the more than 40 milli ethm Americans, many of who are proud
to be counted among your loyal sur enters. But to no avail. The
"forgotten American" remains just that -- forgotton.
This continued is widespreed bitterness and disillusion-
ment among our comic groups who recall that The focal point of your

American.

Our leadership cannot Verlook the fact that while the problems of
other minorities are given top pricrity Ly the Administration, ethnic
Americans consinue to Le ignored. Ethnic whites are denied purticipation
in the benefits of the President's USE on poverty, Model Cities and many
other benefits and programs made available to others.
No are also recinded that ethnic appointments to positions of respon-
sibility are procious far compared to the consideration given other
scaller, nore voccl ulcorities.
