Major Issues Being Discussed in the 1970
Senatorial Campaigns
ALASKA
The prior report still still stands, i.e.
Peace without dishonor in Vietnam.
Law and Order.
Jobs for Alaskans.
More Money for Education.
ARIZONA
The prior report still stands, i.e.
Lawlessness and Violence.
Increase in the high cost of living.
Improvement of American life.
CALIFORNIA
Tunney voted against the D.C. crime bill.
Tunney voted against the President's proposal to
empower the FBI to investigate bombings on institutions
(colleges and universities) that operate with federal funds.
This proposal was part of the crime bill that was recently
passed.

Tunney said the Chicago 7 should have been tried for
a misdemeanor.
They are talking up Murphy's anti-smog bill that he
co-sponsored.
Murphy supports the President's new peace plan. He
has supported the President all along on Vietnam, including
his Vietnamization program and the action he took in Cambodia.
Tunney was against both of these programs.
It is because of what the President did with the Vietnamiz-
ation program and Cambodia that he has made his new peace
plan possible. Tunney is saying he supports the President's
new peace plan, but he is now being an opportunist as he never
supported the President before.
They are also using what was previously reported, to wit:
Murphy's record of achievement as against Tunney's
record of having done nothing.
The need to meet the employment requirements.
Environment and the stress on what Murphy has done in
that area.
The President has done a great job in Vietnam. Murphy
will talk about the Mid-East and the need to help Israel and to
stop Communist aggression in the Mid-East.
CONNECTICUT
The prior report still stands, to wit:
Social Issues
Pollution.
Enforcement of existing laws without favor.
Increased funding and development of secondary sewage plants.

Health
Increased disease research.
Improved health care, including increased hospital
construction.
Narcotics
Extension of Federal research facilities.
Increased funding of Federal and State rehabilitations
programs.
Cutting off foreign aid to governments that do not work
effectively to prevent export of drugs into the U.S.
Against the legalization of marijuana and for increased
penalties for drug pushers.
Transportation
The Federal Government should buy and maintain rail-
road beds like they do for highways and airports.
Employment
Protect Connecticut by restricting imports that affect
local manufacturers.
Private and Federal loans to make housing available
(for low income) to meet the shortage in Connecticut
and to create job opportunities.
Federal Spending
Priorities should be placed on current spending to deal
with the commonly needed programs.
Vietnam -- continued withdrawal of American troops.
He essential supports the President's withdrawal
plans from Vietnam.
Weicker is stressing his legislative experience. His campaign
theme is "Put Your Confidence In A Man With Guts. 11
He is stressing working within the system and working against
the dividers. "Keep Duffy in left field; and Dodd in right field;
SO we can walk down the middle. 11

Meskill, in the Governor's race, is using:
State finances, the inefficiency of the present State
government, and the lack of action on the part of
the State agencies.
Fight against organized crime in the State and the
need for wire tapping legislation.
Fight against drugs.
Pollution.
Meskill has spoken out against campus disorders. He takes
a "hard line" on this issue.
DELAWARE
The prior report still stands, i.e.:
International Peace.
Economy in Government.
Restructuring of government to make it more
responsive to national and human needs.
Education.
Environment.
HAWAII
The prior report still stands, ie.
Environment and pollution.
National priorities such as Vietnam and Defense
Spending -- allocation of resources for domestic
needs.
Housing.
Crime.
5.
ILLINOIS
Vote fraud. The Justice Department has filed a law
suit asking for an injunction against the Chicago Board of
Election Commissioners, They are presently operating
under a ten-day restraining order. The suit claims the
Board of Election Commissioners violated 15 or 16 statutory
provisions of the Illinois State Election Code.
The prior report still stands, to wit:
Law and order, including drugs, crimes of violence
and campus unrest.
Foreign policy areas -- Vietnam.
The basic thrust of the campaign is that they are with President
Nixon.
INDIANA
Roudebush has a good record on Social Security and
is compassionate to the elderly.
Hartke is now saying he supports the President, mainly
because this has become popular to do SO. The
President is liked in Indiana. Hartke is trying to
get on the bandwagon.
Previously, it was reported:
Hartke is not supporting the President. He voted
against all the President's key measures such
as ABM, Supreme Court, etc.
Hartke is a "big spender. 11 This causes inflation.
Riots and Civil Disorders.
6.
Hartke showed weakness by voting against the HEW
bill to cut off aid to students who were convicted
of inciting riots and crime.
There are special interests outside the state that
support Hartke from Chicago, New York and
Washington.
Hartke received $30,000 from Spiegel.
There is an FCC investigation over $4,000 worth of
free radio time given to Hartke in the 1964
campaign by a local station.
Roudebush is strong on national issues in support of
President Nixon.
Under the Omnibus U.S. Judge Bill passed two months
ago, two new Federal Judgeships would have been created for
Indiana. Andrew Jacobs, Democratic Congressman from Indiana,
joined with Hartke and cut the two judgeships from Indiana for
political reasons. Consequently, the crime problem remains the
same with fewer judges to cope with the situation and to do the job
needed.
MAINE
The prior report still stands, to wit:
Opposed to gun controls.
For Orderly Marketing Act to protect industry and jobs.
Opposed to the Machias Port Oil Refinery, which
Muskie has used only for political gains.
Supports the President on Cambodia and Vietnam.
Muskie talks on both sides of the question of pollution.
Says one thing but does another.
Opposed to Dickey-Lincoln Hydroelectric project in
Northern Maine, which is another political boon-
doggle that Muskie is using.
7.
Hitting hard on "Muskie is a part-time Senator. IT
Anti drugs.
MASSACHUSETTS
The prior report from the Spaulding committee stands, to wit:
Pollution.
Population control.
Economy. Supports the President's position
and program on this issue.
MICHIGAN
The prior report still stands, to wit:
Crime law and order.
Inflation -- Mrs. Romney blames the Johnson Adminis-
tration for our present economic situation and
Senator Hart as the prime architects of inflation.
Student unrest -- get rid of the administrators who
cannot and do not control their colleges or uni-
versities and expel students who incite riots.
Students should be subject to the laws like any-
one else. "College is to learn, and not to burn. "
MINNESOTA
The overall question of the old politics; Government;
Reform and Reorganization. The unresponsiveness
of the Federal Government.
Major reason for the problem of law and order is Congress
has not been responsive to the problem. It is the "old
politics" of Humphrey.
8.
MISSOURI
Crime, student unrest and violence.
Symington's record of not deal ing with domestic
problems as much as he has concentrated on
military and foreign relations and his recent
(September and October) record of absenteeism
from the Senate.
Symington's claim that every dollar spent by the
Federal Gov ernment in Missouri he is taking
credit for is a false statement.
Symington is a super liberal, big spender, obstructionist.
The Danforth Campaign theme is "It is better to have
a man who will work with the President and the
Administration, and can do more for Missouri
than to have Symington who is working against
the President. "
The need for a two-party system in Missouri and
cooperation with the Administration.
Gun control is a big issue. Symington voted for the 1968
gun control act, which is not a popular stand in
Missouri.
Economy and inflation. President Nixon has the un-
fortunate job of bringing our economy into balance
and stabilizing it.
Symington's record. Danforth will hit hard at the in-
effectiveness of the Senator and his inability to cope
with and represent the problems of our time, both for
Missouri and the Nation.
Symington is 69 and Danforth only 34. Who will represent
the people of Missouri in the seventies a new fresh
face with new ideas, or stay with the old policies.

MONTANA
Voluntary prayer in the schools.
Gun registration.
Mansfield's position on Vietnam.
Imports and exports (beef products and timber products).
Communist issues.
Wallace will talk against Mansfield's record. He has published
a booklet showing Mansfield's voting record covering 91 issues.
NEBRASKA
Vietnam. Senator Hruska supports the President's
position.
Crime and law enforcement.
Agriculture. Senator Hruska is a bit distressed over
Secretary Hardin's opposition to the Senate Farm
Bill.
Campus Unrest.
Drugs.
Inflation.
NEW MEXICO
New Mexico's economy and lack of jobs.
Need for new leadership in the Senate for the 70's.
Need to support the President on Vietnam and inflation.
Montoya's ineffectiveness.

OHIO
The President has a responsible withdrawal plan of
troops from Vietnam.
The Democrats are blocking effective action on crime
control.
Taft has introduced a bill requiring States and the uni-
versities to handle student unrest by a cutoff of
funds if no plan for controlling the disorders is
put into effect.
The Taft bill giving a tax credit for pollution control.
Inflation and cost of living. Blame is on Kennedy/Johnson
Administrations.
NORTH DAKOTA
Law and Order.
Crime.
Bombings.
Success on Vietnam policy.
Narcotics -- hard line on drugs. Kleppe is against
legalizing marijuana.
"We should get rid of the bad guys in the Senate" who
make it possible for students to riot, criminals
to run wild."
Congressman Kleppe wants the President to say something about
rural America and the farmer.
11.
PENNSYLVANIA
The economy. In Pennsylvania, under Republican
Governors Shafer and Scranton, unemployment has been
kept consistently below the national level. For example,
unemployment nationally is above 5% at the present time,
but is only around 3% in Pennsylvania. The economic situa-
tion in the State has consistently been better than nationally.
The President's new peace plan has been accepted
very well in Pennsylvania. Senator Scott backs the President's
policy on Vietnam.
Crime and Law Enforcement, and bombings.
Environment and pollution control.
The steel industry and the ill effects of foreign imports.
The Bicentennial for 1976.
Broderick backs and supports the President's policy
on Federal Revenue Sharing.
Broderick backs and supports the President's plan for
Federalization of the welfare system.
Broderick's opponent, Milton Shapp, stated in 1968
at the Democratic National Convention in Chicago, that our
country is a fascist state. Law has been Broderick's life.
He was President of the Constitutional Convention of 1967.
His running mate, Judge Scalera, for Lieut. Governor, is
also a man of the law.
RHODE ISLAND
Senator Pastore's record of non-achievement for the State.
A positive program for senior citizens.

A positive program for young industrial (blue
collar) workers.
Pastore has extended this country militarily in
opposition to the Guam Doctrine, and has neglected the
human and social needs of the people of the State and the
Nation.
We should concentrate on ethnic groups and the
middle American who are burdened with taxes, fearful
of job security and concerned with the prohibitive cost of
college for their children.
The whole group of Middle-America should be
brought into the mainstream of political life as they are
"sitting ducks" for people like Wallace.
We should be concerned with the senior citizens
who have been neglected.
UTAH
Moss, during the October Moratorium, sent a
telegram to the demonstrators with the message "Your
cause is just. If
The prior report stands, to wit:
Senator Moss' obstructive tactics against the President's
attempt to bring a balance to the Supreme Court on two occasions.
The Spend, Spend, Spend tactics of the Democratic con-
trolled Senate in the past Democratic Administrations and the
attempts to embarrass, harrass and impede the President's
program to stabilize the economy and halt inflation.
13.
Sen. Moss' flip-flop stand on Vietnam. He supported
President Johnson's handling of the war, but is now "dovish"
towards the war in the Nixon Administration, which is evidenced
by his vote against ABM and his dovish stand on the anti-war
amendments.
The general permissiveness which was fostered during
the Democratic years, as evidenced by the total disregard for
law and order, riots, student unrest, coddling of the criminal,
etc.
Narcotics -- more stringent and larger enforcement tools
be placed in the hands of U. S. Customs to stop the inflow of
drugs across our international borders.
VERMONT
Prouty's opponent, former Gov. Hoff, is trying to duck
Vietnam. Prouty talks about Vietnam and supports the
President's program. He is stressing the President's latest
peace initiative for Indochina. The President is popular on
Vietnam in Vermont. People are for him and his program
Prouty supports the President on ABM. The people of
Vermont think ABM is a good thing, and is helping the SALT
talks.
Bring Go vernment back to the people through reform.
Welfare is the biggest and hottest issue although the
people of Vermont do not understand the President's program.
The President should stress the work aspect of his welfare
program and against the "hand out" welfare.
Prouty is ducking inflation. 44% of the people believe
the President is doing a good job on inflation, but 66% believe
he is doing a good job on Vietnam.
The President's overall popularity in Vermont is around
70%.

The Senator is talking about the good job he (Prouty)
is doing on job training, education, health care for the
elderly and transportation (Prouty steered the National
Inter-City Rail Passenger Corporation Bill through the
Senate and is for the Federal Rail Safety Act).
WISCONSIN
Erickson supports the President on the war in Indo-
China and is stressing this stronger than before in view of
the President's new peace plan.
College Campus Unrest. The college and educational
institutions must save themselves from within or the change
must come from outside.
We must have a strong defense for this Nation. Erickson
is using the statement "we regret that Proxmire does not
agree with this. IT This is being emphasized in view of the
Russian activity in the Mid-East.
Social issues: Drugs, Pollution, War on Crime.
The economy comes into the category of social issues
and is important, but the three things named under social
issues are more important.
Erickson supports the President.
WYOMING
Inflation. We inherited this from the Democrats and
their big spending programs. Senator McGee in particular
is responsible for the inflation problem. He voted for $23
billion worth of inflationary spending in the past five years.
McGee engineered the Congressional pay raise to help himself.
15.
Crime and Student unrest.
Vietnam. Wold supports the President's program in
Vietnam. McGee made the statement that we should stay in
Vietnam indefinitely if it took 25, 50 or 100 years. Wold and
the President do not feel this way. We should get out of Viet-
nam on an honorable basis, as soon as possible.
McGee said the voters of his State need a man of higher
mentality to represent them in the U. S. Senate. Wold is
using this against McGee labelling him a man of "arrogance. 11
Wold is for voluntary prayer in the schools. McGee
voted against the Dirksen amendment.
Wold has sent out more questionnaires and newsletters
to his constituents than anyone in the history of Wyoming. Wold
feels it is essential to get the views of the voters and to apprise
them of what is happening.
