Comments
(A) The eight states each awaiting final
$2,000 - $2,500 are covered by commitments from The
Honorable Guilford Dudley and Pier Talenti. I have
checked with these states and this hold-up has evidently
not caused any problems.
(B) Florida -- owe 12.8 -- due to limitation on
size of individual contributions. Most of present
commitment will have to be made by Mr. Green.
(C) Maine - G -- owe 13.5 -- due to reporting
requirements, no funds may go to this effort from Agent
account. Ned Harding has covered our commitment and
there is no problem in either Maine or Florida.
(D) Over-runs result from contributors who have
been led to believe or who choose to believe that they
may select which candidates they support. As an example,
Tom Pappas committed to us for 25 and was given a list of
candidates who required immediate support. Unfortunately,
a representative of the Republican National Finance
Committee met with Pappas prior to the delivery of his
checks with the result that instead of the promised 25,
we received only 13, of which only 8,500 was payable to
candidates for whom we had specifically requested support.

YR Program in Utah and North Dakota
and New Mexico
Jack Gleason has talked to Blackwell of the YR's and reports
the following:
The program is set and is going in Utah - no financing needed.
North Dakota is 90% set but needs $1000
New Mexico is just getting underway and there is a need for
$5,000 and assistance here. They are having some money problems.
Gleason reports that we don't need to take our own money to get
this job done. It can be done by instructing the RNC to give
Blackwell's people the money. For example, he has just received
$10,000 from Kendall, $5,000 of which was to go to our operation
and $5,000 to the RNC. Gleason indicates that he can have the
$5,000 that was originally directed to go to the RNC be committed
by the RNC to the New Mexico situation.
