W., Washington, D.C. 20036 (202) 234-15 - 3 - Comments (A) The eight states each awaiting final $2,000 - $2,500 are covered by commitments from The Honorable Guilford Dudley and Pier Talenti. I have checked with these states and this hold-up has evidently not caused any problems. (B) Florida -- owe 12.8 -- due to limitation on size of individual contributions. Most of present commitment will have to be made by Mr. Green. (C) Maine - G -- owe 13.5 -- due to reporting requirements, no funds may go to this effort from Agent account. Ned Harding has covered our commitment and there is no problem in either Maine or Florida. (D) Over-runs result from contributors who have been led to believe or who choose to believe that they may select which candidates they support. As an example, Tom Pappas committed to us for 25 and was given a list of candidates who required immediate support. Unfortunately, a representative of the Republican National Finance Committee met with Pappas prior to the delivery of his checks with the result that instead of the promised 25, we received only 13, of which only 8,500 was payable to candidates for whom we had specifically requested support. jack gleason 1310 Nineteenth Street, N.W., Washington, D.C. 20036 (202) 234-15 Report #16 Through November 6, 1970 DELIVERED DELIVERED BALANCE STATE ALLOCATION THRU 10/31 THRU 11/6 OUTSTANDING Alaska 10 10 10 -- California 2.5 2.5 2.5 -- (Special) Connecticut - S 65 65 65 -- Connecticut - G 85 85 85 -- Delaware 2.5 2.5 2.5 -- Florida 200 187.2 197.5 2.5 Georgia - G 50 47.5 50 -- Indiana 167.5 167.5 168 -- Maine - S 25 22.5 22.5 2.5 Maine - G 25 11.5 11.5 13.5 Maryland 250 250.5 250.5 -- Massachusetts - S 20 17.5 17.5 2.5 Massachusetts - #1 9 9 9 -- Massachusetts - C 5 5 5 -- Minnesota 110 107.5 110 -- Missouri 60 60 60 -- Montana 25 25 25 -- New Hampshire - G 10 10 10 -- New Jersey - S 75 77.5 77.5 -- New Mexico - S 125 122.5 125 --- New Mexico - G 45 45 45 1 Nevada - S 200 201 201 -- jack gleason 1310 Nineteenth Street, N. HALDEMAN FROM: L. HIGBY SUBJECT: YR Program in Utah and North Dakota and New Mexico Jack Gleason has talked to Blackwell of the YR's and reports the following: The program is set and is going in Utah - no financing needed. North Dakota is 90% set but needs $1000 New Mexico is just getting underway and there is a need for $5,000 and assistance here. They are having some money problems. Gleason reports that we don't need to take our own money to get this job done. It can be done by instructing the RNC to give Blackwell's people the money. For example, he has just received $10,000 from Kendall, $5,000 of which was to go to our operation and $5,000 to the RNC. Gleason indicates that he can have the $5,000 that was originally directed to go to the RNC be committed by the RNC to the New Mexico situation. APPROVE H DISAPPROVE , He will also tell the RNC that the first $1000 that is sent to North Dakota during the upcoming weeks is to be marked for the YR movement. APPROVE H DISAPPROVE H.R. Haldeman -2- September 9, 1970 We discussed briefly yesterday the Kevin Phillips' proposal that this operation also be set up in Nevada. Would you also like me to have Gleason call and get in touch with Blackwell Have Gleason call re Nevada and do some N funding work there or forget it. NO I will report the decisions you make above to Gleason. For It political feb. MEMORANDUM July 23, 1970 Following are the conclusions of the meeting 7/22/70. 35 states elect a Senator in 1970. States which undoubtedly should not receive dollar assistance -- 13: Arizona Illinois New York West Virginia California Michigan Pennsylvania Delaware Mississippi Virginia Hawaii Nebraska Washington States to watch -- possible dollar assistance -- need more information -- 9: Connecticut Maryland Texas Florida Missouri Wisconsin Indiana Ohio Wyoming States to assist -- 13 -- We agree that: 1. No state will receive more than the total outside need of that state as assessed by our group. 2. Timing will be geared to avoid the problem of candidates' financial committees becoming lazy. Big money shouldn't go before September -- Emphasize media. 3. Money may be allocated whether or not the primaries have been completed, if necessary. I've shown mailing addresses and the suggested salutations. The enclosed list will match up with the list I sent to you on the 6th. Certain people on the list should not receive thank you letters from the President (e.g., Perot, Shaheen, Wyly, etc.) ; the decision on which people should not be thanked should be based largely on the foot- note sheet attached to the November 6th mailing. Probably he would want most of these people on his Christmas card list. Regards, Hur Herbert W. Kalmbach HWK/ah Encl. Roster of Participants Mr. Robert H.
