Congressman Dan Kuykendall of Tennessee came in to see me
Friday on the operation of the Congressional Campaign Committee,
of which he is a member. He says they are now $360,000 in debt,
and their newsletter is down 15,000 in subscriptions. Wilson
blames this on having a President in the White House. There is
presently much dissatisfaction with the leadership of that
Committee among Republican members of Congress. Kuykendall
thinks the staff operation is poor. However, he does make the
point that the Booster Club funds do go directly to helping
pick up new seats; however, in order to continue to operate
now, money is being borrowed from the Booster Club.
There is much more he tells me that I should not put in writing.
so, whenever you want to discuss this matter, I am available.
Kuykendall originally came to see me because Bob Wilson indicated
to the Committee that he did not believe the President would have
a picture taken with Wilson and the leadership of the Committee
with the idea of showing White House concern and interest in the
1972 Congressional campaign, particularly with regard to fund
raising efforts. Kuykendall said he thought this could be done
very easily and came to see me about getting this done. In the
end, I'm going to have to respond to this question.
Kuykendall is willing to take on any special assignments.

The President is concerned that the Congressional Campaign
Committee will again give too much assistance to re-electing
incumbents and too little to picking up new seats. He
asked that I talk with you about this and find some solution.
Dan Kuykendall is seeking to succeed Wilson when he gives
up the Committee chairmanship. Thus, he is assisting him.
Maybe Wilson could be persuaded to turn this part over to
Dan, and Dan could exert enough influence to get the
resources. There'll never be any ultimate solution to
this problem, but it does need special work and attention.
I'll talk to Dan or get him in to see you or do whatever
you suggest.
Dan thinks Wilson will serve through 1972 and then give way
to him--too late for our purposes.
Jerry Ford might be talked with, too. However, no one seems
anxious to bell this sacred cow--protection of the incumbencies.

Re: Current Democratic Strategy
As you know, there was a contest at last week's meeting of the
Democratic National Committee over the choice of a chairman of the
Credentials Committee for the 1972 Democratic National Convention. Most
of the media comments that I have seen or heard take the view that
Senator Muskie suffered a reversal in his unsuccessful attempts on behalf
of Senator Harold Hughes. These reports stress that organized labor
resented Muskie's entry into this situation and that Senator Jackson or
possibly Senator Humphrey was the real winner of this struggle for power.
I would like to offer a somewhat different analysis to the
effect that what Senator Muskie has done is to take a strategic position
which will bring him direct benefits from the liberal Democratic forces
and put him in a position where his nomination will be all that the lib-
erals can expect to achieve from the Democratic Convention. This would
leave Muskie in a position to choose Senator Jackson as his running mate
and result in the choice of probably the strongest Democratic ticket. If
a Muskie/Jackson ticket is not the strongest combination, then perhaps
the possible Muskie strategy referred to above would not prove effective.
Personally, I think that Muskie paid a very small price in order to get
into a position where he will be able to reject the choice of a more
liberal running mate in favor of Senator Jackson.

MEMORANDUM FOR THE ATTORNEY GENERAL
SUBJECT: OLDER VOTERS
We are currently in the process of recruiting the
Executive Director for campaign activities relating to
Older Voters. It will require a few more weeks to
complete that process.
In the meantime, it is important that progress
continue on developing detailed operating plans in that
area. We have identified a qualified individual, Mr.
Howard Weber of Florida, who can be of assistance in
that project. He successfully managed the Senior Citizens
Division of the State Republican Party in the 1970
elections.
Mr. Weber has expressed a willingness to assist in
the campaign at no salary, but we would have to pay
his travel and expenses in Washington. Estimated costs would
be less than $1000.00 per month.
RECOMMENDATION
That we engage Howard Weber on a temporary basis
to help develop campaign operating plans for Older Voters.
He would work in conjunction with Bernard Van Renssalaer
of the RNC and Bob Marik of our Committee.

MEMORANDUM FOR THE ATTORNEY GENERAL
SUBJECT: Potential Campaign Manager for California
Bob Volk stopped by to see me this afternoon and during the course
of our conversation he mentioned Jim Hall and recommended him as a
possible candidate for the position of Campaign Manager inCCalifornia.
Jim is 38 years old and is presently Secretary of Human Resources for
the State of California. He was Commissioner of Banks in California
prior to becoming Secretary of Human Resources, and practiced law in
Gordon Luce's brother's law film in San Diego. He is a graduate of
Bolt Hall Law School.
