MEMORANDUM FOR:
H. R. HALDEMAN
FROM:
WILLIAM E. TIMMONS
BT(LN)
SUBJECT:
Convention Recognition
Herewith are my recommendations for the formal recognition of those
individuals and organizations involved in the Convention. The recipients
fall into several categories.
In Category 1 are those who will receive personal letters only. This
includes the Cabinet and Clergy. Roland Elliott is drafting these letters.
All Delegates and Alternates to the Convention should receive a letter
from the President. Tab A is a copy of a proposed standard delegate/
alternate letter.

COMMENT
In Category 2 are 25 names (see Tab B) of those individuals who had a
prominent role in the Convention. These individuals should receive
Presidential letters and watches. You have approved a letter and watch
to Governor Rockefeller and the eleven Seconders. The additional 13
persons on the list are of approximately equal stature.

COMMENT
In Category 3 are those who deserve Presidential letters and a per-
sonalized Convention photo (see Tab C.) This category includes parti-
cipants in the convention program and officials who made an outstanding
contribution to the convention's success such as those who sang the
National Anthem and gave the Pledge of Allegiance. The first photo
is one Ollie Atkins selected for world-wide distribution. The second
photo at Tab C is the best of the handshaking event. Other photos showing
the President and delegates are taken from behind, or at too great a
distance to adequately show the President.

In Category 4 are those who will receive only the personalized
Convention photo selected above. This includes local volunteers,
White House Staff, Republican National Committee Staff and Committee
to Re-Elect the President Staff who were active in the Convention.
In Category 5 are those individuals who were involved in the Young
Voters for the President Rally at Marine Stadium. This includes
each entertainer on that program and the leadership cadre of the
YVP group. The personalized photo at Tab D will be given these
individuals. Efforts are being made to obtain a color photo similar
to the Black and White shown in Tab D. A special photo of the President
with Sammy Davis, Jr. is being obtained for presentation to Mr. Davis.
Rose Mary Woods will determine if the President wishes to write a
special note to Mr. Davis. I recommend the use of this black and white
or a similar color photo.

In Category 6 are those who will receive a printed Presidential
certificate (Tab E). This includes:
Members of Ray Bloch's Band
Color Guards
Drivers at the Doral
Doorkeepers
Sergeants at Arms

Florida Volunteers
Delegate Aides
Other Convention Hall Personnel
Hostesses

COMMENTS
Lists of individuals deserving recognition have been obtained from the
White House Staff, the Committee to Re-Elect the President and the
Republican National Committee. Note should be made that press personnel
have not been included on any of the lists.
The cost of the personalized color photos will be approximately $3.00
each and 400 may be used. The cost of the Presidential certificates
will be approximately $0.60 and 500 may be used.
If quick approval of this proposal is obtained, it is estimated that every-
thing can be printed, signed and mailed by September 11, 1972.
Dear ////////:
Few people in American political life have been privileged
to know the great sense of achievement we were able to share
as participants in the Republican National Convention. What
was accomplished in those few days reenforced our common
devotion to the principles of our Party, set a positive course
for the campaign, and reached out to citizens across the land
to help form what I have termed "a new majority. 11
For these successes we are all deeply grateful, and I want
to express my own heartfelt thanks to you for your special
contributions as a Delegate to the 1972 Convention. Of
course, the real task is still ahead of us. We must work as
never before to carry our message to the voters, and it is good
to know that we can count on the leadership you provided in
August to help bring us to victory in November.
With my appreciation and best wishes,
Sincerely,
RN

COMMENTS
Lists of individuals deserving recognition have been obtained from the
White House Staff, the Committee to Re-Elect the President and the
Republican National Committee. Note should be made that press personnel
have not been included on any of the lists.
The cost of the personalized color photos will be approximately $3.00
each -- and 400 may be used. The cost of the Presidential certificates
will be approximately $0. 60 and 500 may be used.
With my appreciation and best wishes,
Sincerely,
RN

MEMORANDUM FOR:

FROM:
GORDON STRACHAN
SUBJECT:
Presidential Letters and
Watches for Rockefeller
and Seconders
The Presidential letters to Governor Rockefeller and the
Seconders are in the courier departing Washington today
at 2:00 p.m. Price reviewed the revised texts with Roland
Elliott this morning. Three versions for the Republican
democrats and escorts were approved. Price personally
made some changes to the Rockefeller letter. The watches
to accompany the letters are also in the courier. The
President's signature has been affixed to 9 of the letters.
A review of the files indicates that the President usually
initials letter to Rockefeller, Buckley and Hickel. The
others bear the President's standard signature. Marje Acker
has been alerted that this package of materials will arrive
today. After her final review, the letters and watches will
be sent out today from San Clemente.
The delay in the dispatch of the lettersand watches to
Rockefeller and the Seconders is MV fault. I had been working
with Bill Timmons and Stan Anderson preparing an overall
Convention thank-you proposal covering Volunteers, Pages,
YVP's, Presidential certificates, etc. This proposal is in
today's courier. I did not separate and expedite the letters
and watches to Rockefeller and the Seconders as I should have
in lichtsof your explicit instructions last Saturday. I
sincerely regret not explaining these facts to you last night.
Concerning your direction that I call all recipients by
10:00 a.m. PDT, to advise them that the letters and watches
were signed and sent from San Clemente, calls have been placed
by the White House operators. If I cannot reach the principal,
I will advise his office or assistant. The pretext of the
call is to check addresses for the material that is being
sent today.

Dear Nelson:
Your role at the 1972 Republican National Convention
in placing my name in nomination held special meaning
for me, but more than that, it reflected a strength in
our Party that we have not seen in a number of years.
I hope you share my view that a united Republican
Party, working to attract Democrate and Independents,
can build a new majority that will provide the kind of
leadership the nation so vitally needs in the last third
of this century.

your kind words and loyal support, and with it comes
the heartfelt thanks of all the Nixons.

Attached are the lists of people suggested by staff heads
at 1701 to receive thank you's from the White House for
their work during the convention.
You will note many of the people suggested are paid full time
members of the 1701 staff. Relatively few of the recommendations
are volunteers, etc. You may wish to keep this in mind when
reviewing the lists. It might be hard on morale to "reward"
only a few 1701 people when many not listed were working
shoulder to shoulder with those who are.

With respect to your memorandum on suggested thank you's to Con-

go to members of my staff who I believe from the reports that I've
heard did an excellent job in Miami:
1. Stephen B. King, Director of Security, Committee for the Re--
election of the President. As you know, Steve was responsible
for the security of the Doral Hotel and from what I have heard
turned in a top performance.
2. G. Andrew Lawrence, Deputy Director of Administration, Commit-
tee for the Re-election of the President. Andy ran the "store" in
Miami and served as a sort of office manager for the Committee and
White House offices at the Doral. I have heard a number of fine
comments on the job he did as well.

were to receive Presidential letters. Should they receive

SUBJECT:
NOTES OF APPRECIATION
FOR CONVENTION ARRANGEMENTS
With the convention concluded, I believe it appropriate that
recognition and thanks be accorded those who assisted in plan-
ning and carrying out the many phases of its operation. Clearly,
not everyone participated to the same degree and accordingly I
would propose that categories of acknowledgement be established
such as the following:
Category 1 -- A letter from the President with a watch.
Category 2 -- A letter from the President with a certificate.
Category 3 -- A certificate.
Those included within each category would be a matter of judge-
ment and subject to your concurrence will be submitted by
separate memorandum.
With regard to the Certificate, I believe Lee Huebner has
prepared a short expression of thanks which I would propose be
superimposed upon a color photo of the President at the conven-
tion, and signed by the President. As to the letter, I am sure
that Lee can provide an appropriate message.

RECOGNITION OF CONVENTION SUPPORT
Now at the conclusion of a successful convention, Bill
would like to send letters acknowledging the support of
the many many people who in some way contributed to the
overall effort. His proposal is to provide three levels
of recognition as a function of each persons degree of
involvment. They are:
1. Category I A personal letter from the President
and a watch.
Category II A personal letter from the President
and a Certificate.
Category III A certificate
To coordinate the above several actions are required.
1. A list of addressees As Bill's deputy, Stan Anderson
(ext 2246) has been asked to prepare a list broken
down by categories of all people who worked with Bill
in planning and executing the convention. Some additions
to the list will be made by Gordon Strachan (Bob Haldeman's
Assistant ext 2892). Finally Ron Walker will provide
a list of the advance team personnel who should get
letters and/or certificates. Stan and Gordon have
already been contacted and will provide their list by
noon Wednesday. Ron Walker has not been contacted but
should be today. He is most likely in San Clemente.
2. A CERTIFICATE Bill suggested that we contact the photo
office (West Basement) and look through the convention
photos and find one of the President on the Podium that
would be suitable as a background for the certificate.
This should be taken to Sandy Fox (2nd Floor East Wing)
who is the White House Caligrapher who will provide
advice on how to letter the certificate message over or
on the photo as he thinks best. He already has the
text which was given him yesterday by Lee Huebner (ext 2214)
who is a sppech writer and works with Ray Price.
3. THE LETTER FROM THE PRESIDENT An appropriate letter
from the President should be drafted today for use
with category I and II people. Roland Elliott can do
this for you (ext 2276). He has already been contacted
by Ron Walker to do a letter for him. Call him (Elliott)
after talking to Walker to insure that we can incorporate
Walker's list into our own so as to only send one
letter.
On Wednesday, when the list of addressees is available, the
draft certificate in hand and the letter from the President
drafted, put them all together and call Bill Timmons in
Florida. Go over the list with him. He will have some
re-ordering probably. After getting his chop, give Sandy
Fox the list of names for certificates and ask him to get
them out as quickly as he can. Give Elouise Frayer the list
of addressees for letters and have her get them prepared by
Thursdav noon (singed bv auto-
.hen all the letters and
certificates are finished, give them to Elouise to hold
until you get the watches. See Gordon Strachan about the watches.
When all the components are available, send them out as per
the list of addressees.

SUBJECT:
Thank You Letters and
Certificates for the Campaign
On Saturday, August 26, Ray Price and I discussed the
request for thank you letters described in the August 25
memorandum attached. He asked that copies be forwarded
to Roland Elliott and Lee Huebner, who is taking Gergen's
place for one week. Huebner will do the staff work and
Elliott will supervise the drafting.
The celebrities list prepared by Ray Caldiero has been
delivered to Ray Price in California. Copies will be
used here in Washington by Roland Elliott and Lee Huebner
to prepare the appropriate letters as quickly as possible.
Discussion with Ray Price on Saturday, August 25 regarding
the Presidential certificate to be sent to participants
at the Convention resulted in the delegation of the project
to Lee Huebner. He met this morning with Sandy Fox's
office (Dill Gemmell) to review the language. Only the
name of the individual will be hand lettered to assure
quick production. A mockup will be sent to you for approval,
hopefully on the August 29 comrier.
Magruder, Chapin, Malek, Moore, and Rietz have been asked
for suggested lists of recipients. Bill Timmons is unavailable
until September 5, but Stan Anderson is compiling lists from
Jon Foust and Bill Henkel and will review the final proposed
GS/jb
list on Wednesday, August 30.

The President wants to send letters to all of the seconders
at the Convention; also other individuals at the Convention
who played a key role. Would you talk with Dick Moore, who
will be in California, to develop a list of those who should
receive these letters as well as notations from Dick regarding
their role so that the letters can be appropriately worded.
In addition, the President wants to send a "Presidential watch" #
to the seconders and Rockefeller with the note from the Presi-
dent. Stove Bull can acquire the "Presidential watches" for
you.
Would you advise me of the status of thes project on Monday,

You should also know that the President will be sending

and supported him. Ray Caldiero ower at 1701 with Jeb Magruder

MEMORANDUM FOR:
MR. H. R. HALDEMAN
FROM:
ALEXANDER P. BUTTERFIELD
SUBJECT:
Presidential Expressions
of Appreciation
The attached note to you was in the President's out box Saturday
afternoon. I have alerted Ray Price to the President's desires
with regard to certificates of appreciation and know that he and
Timmons are working out a plan. As you see, the last paragraph
indicates the President's willingness to call "5 or 6 who worked on
arrangements" before and during the Convention. That being the
case, you may want to reconsider Bill Timmons' strong appeal for
the President to call Dick Herman in Miami Beach today. He suggests
either of two approaches -- (1) a personal call to Herman in his office
(Room 223) or his room (Penthouse #4) this afternoon at the Seasons
during which he might express a simple "thank you" and a birthday
greeting to Dick's wife. (Her birthday is today.) (2) A less personal
call, but still to Herman, in the Champagne Room of the Fontainbleau
Hotel at 4:45 p.m. PDT (7:45 p.m. EDT). At that time Herman and
others will be hosting all of the state and local leaders who contributed
in various ways to the success of our Convention. In attendance will be
Miami Beach Mayor Chuck Hall, Mayor David Kennedy, Dade County
Metro-Mayor Dave Clark, Governor Askew, Hank Meyer, newspaper
editors, city managers, city councilmen, and many others -- all with
their wives. If the President were to make this call, he would not have
to speak to anyone other than Herman, but he would want to tell Dick
to pass on his thanks to the guests.
(You should know that meanwhile we have proceeded with the "telegram
to Herman" plan. Ray Price has reviewed the text with Timmons via
telephone, and will be sending it out prior to noon today. Timmons
just feels that the phone call -- despite the telegram -- is important
because so many Democrats will be at the Fontainbleau gathering.
- 2 -
He reminded me, too, that Herman spent the better part of the
past 18 months working on Convention arrangements.)
Ok, prepare recommended telephone call

Regarding the celebrities party, the President wants
to make sure, as we have already said, that he has a
picture taken with each one of the celebrities. He
wants, however, to make sure that it is done very
quickly, without Oilie asking him to turn this way and
that and ask for just "one more picture".
After the pictures are taken, he wants them to be
immediately developed and have them authgraphed,
"To
with appreciation. Richard Nixon" and
be sent out, of course, immediately.
This doesn't mean our usual two or three week delay,
it means immediately.

use the women's watches that you have. Ray Price has been asked to pre-
pare the letters.
Could you please coordinate with his office and give him the appropriate
number of men and women's watches so that they can be sent out with the
letters he is doing.
Along this line, you can see that we are exhausting our supply of
Presidential watches, and I think we should get 50 more of the men's
watches.
Thank you.

Letter to Delcgates (Info)
Dear ///////:
Few people in American political life have been
privileged to know the great sense of achievement we
shared as participants in the Republican National
Convention. What we accomplished in those few days
re-enforced our common devotion to the principles of
our Party, set a positive course for the campaign,
and reached out to citizens across the land to help
form what I have termed "a new majority."
For these success we are all deeply grateful, and
I want to express my own heartfelt thanks to you for
your special contributions as a Delegate to the 1972
Convention. Of course, the real task is still ahead
of us. We must work as never before to carry our
message to the voters, and it is good to know that
we may count on the leadership you provided in August
to bring us to victory in November.
With my appreciation and best wishes,
Sincerely,
RN

SUBJECT:
T.V. Rating Comparison of
Democrat and Republican
Conventions
The attached pages compare the T.V. Ratings of the
Democrat and Republican Convention. All obtainable
information is presented.
There are three pages for each session. The first contains
the New York Overnights by the quarter-hour segments for
the three networks and independent stations with the
Democrats on the top half and Republicans on the bottom
half of the page. The second contains the Los Angeles
Overnights by half-hour segments with the same format.
The New York Overnights are only available in quarter-
hour segments, and the Los Angeles Overnights are only
available in half-hour segments. The third page will be the
national projection from a seventy city summary. It will show
the average rating for each network during common coverage.
National projections are not available on a half-hour or
quarter-hour lasis.
The pages include all the information on New York and
Los Angeles Overnights for the Democrats, and the New York
Overnights for the Republicans. The Los Angeles Overnights
for the Republicans will be available by 10 a.m. PDT on
Monday. Also included are the national projections for
the Republican Convention. The Los Angeles Overnights for
the Republican Convention will be obtained from a
Metromedia Vice President in Los Angeles hopefully at
10 a.m. PDT. Similarly the national projections for the
Democrats Convention will be obtained from ABC in New York,
hopefully at 7 a.m. PDT. These figures will be added to the
attached pages.
2
The actual Neilsen ratings should be available the week
of August 28 through September 1. They will be available
in quarter-hour and half hour segments, but the average will
be very close to the attached 70 city National projections.

manned by operators and an elevator "starter" will be on duty on the
lobby floor to direct service.
SHUTTLE BUS SERVICE
Shuttle bus service will be provided on a regular basis from the lower
level of the Doral Hotel to the Convention Center beginning at 11:30 and
running through the Convention sessions. The pick-up point at the
Center will be Gate 3 at the Northeast Corner of North Hall.
AUTOMOBILE SERVICE ON MONDAY
Because of a number of state caucuses which various surrogate and other
Administration spokesmen must address during the morning, automobile
service will be limited. Staff members are urged:
1. To double-up and share cars with others whenever possible
2. To be on time to meet a vehicle which has been requested.
Utmost co-operation among all staff members using automobiles is
necessary if good service is to be provided.

SUBJECT:
Demonstrations - RNC Convention
The best available information from John Dean regarding demonstrators'
activities tonight includes:
1) 2,000-2,500 are currently massed in Flamingo Park;
total available demonstrators 3,000;
2) Demonstrators' reconnaissance teams (2-10) are sur-
veying Convention Center and access routes;
3) The demonstrators' plan (subject to quick revision) is
to concentrate on key intersections and to try to block entrances;
4) Some "trashing" by Attica Brigade and Zippies is expected;
5) There are "plenty of police" in area and the cooperation
with local officials is now very good;
6) The local Judge upheld the order directing police to
"enforce the law" arrests will be made as needed);
7) Total arrests until 4 p.m. is 230, with $250 bond imposed;
8) Washington Avenue has been conceded to the demonstrators.
They would have to move against that fence to get within the Convention
perimeter;
9) Meridian Avenue (rear access to the Convention) will be
lined with buses from 17th to Dade. This should prevent demonstrators
from delaying vehicular access to the Center;
10) Rain is expected.

MEMORANDUM FOR:
H. R. HALDEMAN
FROM:
JOHN DEAN
8
SUBJECT:
Demonstrations at the Republican Convention
Although the outlook for potential demonstrations during the
Republican Convention is still not entirely clear, the most
significant fact to date is the number of demonstrators in
town. Camped at Flamingo Park are approximately 2, 000
protestors from all groups. The total number in town expected
to participate in protest activities is between 3, 000 and 3, 500
persons. This small number significantly limits the capability
of the demonstrators to disrupt the Convention.
The participants are generally younger than found in normal
Washington demonstrations, but more serious than at the Demo-
cratic Convention. The leadership is fragmented and no single
group seems to be in command. The Miami Conventions Coalition
(MCC) - led by Rennie Davis and composed primarily of the Youth
International Party (YIP) and the Peoples Coalition for Peach and
Justice (PCPJ) - originally was the leading organization. It was
the MCC which published the Tactical Manuel for the Convention.
However, the Vietnam Veterans Against the War (VVAW), which
has some 600 members present, has emerged as the dominant
group due to the inability of the MCC to control its followers.
Other groups such as the ZIPPIES, the Students for a Democratic
Society (SDS) and the Attica Brigade act totally independently
and formulate their own plans.
- 2 -
ADMINISTRATIVELY CONFIDENTIAL
The real potential for violence rests with approximately
400-500 individuals from the SDS, Attica Brigade, ZIPPIES,
and certain members of the VVAW. These are the same
persons who demonstrated at the Fontainebleau last night
and showed no fear of the police. Some "trashing" and other
"May Day" type activity can be expected from these militants,
most of whom will probably be arrested before the Convention
adjourns.
Due to the small number of demonstrators in Miami Beach,
the plans of most groups have been changed to conserve their
forces and concentrate on creating the most trouble Wednesday
night. The protest activities during Monday, Tuesday and
Wednesday are all located principally on Washington Avenue
in front of the Convention Hall starting at late afternoon. In
this manner, the demonstrators should be able to receive max-
imum media coverage. Their main goal is to be able to
embarrass the Republicans during prime time by forcing the
calling of the National Guard. Depending on the success or
failure of their activities, all plans can be expected to be
modified daily. A tentative schedule is attached.
ADMINISTRATIVELY CONFIDEN TIAL
MONDAY, AUGUST 21
Starting at approximately 4:00 pm, a series of demonstrations by
substantially all the protestors including MCC, VVAW, Yippies
and SDS will be held in front of the Convention Center. A Cuban
rally will be conducted during the same time at this location
creating a potential for a serious confrontation. Following is a
list of the principal events today:
9 - 4 pm
Senior Citizens Forum to investigate the
Nixon Administration at the Jewish Cultural
Center.
4 - 5 pm
Women's march from Flamingo Park to
Convention Center with rally in front of the
Center. A sculpture of the symbols of
oppression of women will be built there.
SDS and VVAW will join the MCC in this
event. Jane Fonda and Ericka Higgins are
expected to address the rally.
6 - 7 pm
Cubans parade in front of the Convention
Center. 1,500 persons are expected to
participate. Police will attempt to keep
the Cubans and non-delegate demonstrators
separated during these two events as was
successfully done during the Democratic
National Convention.
7 pm
Vietnamese cultural event sponsored by MCC
which is rescheduled from Sunday night.
8 pm
George Jackson Memorial Day Service in front
of the Convention Center sponsored by MCC.
Bobby Seale and William Kunsler are scheduled
to address the rally.
TUESDAY, AUGUST 22
9: 30 - 4: 00 pm
Senior Citizens Trial sponsored by MCC
continued at the Jewish Cultural Center.
10:00 am
SDS to demonstrate at "Women at Achievement
Brunch" against Romano Banuelos, U.S.
Treasurer at the Fontainbleau Hotel.
6:30 - midnight
MCC sponsored "Street Without Joy" will
form a Gauntlet of Shame on Meridian Street
and Washington Avenue near the Convention
Hall with demonstrators holding up pictures,
posters and other displays. At the same time
on Collins Avenue across from the Eden Roc
and Fontainbleau Hotels a sham naval and air
invasion of a Vietnamese village will be staged.
Between 7:30 and 8:00 pm all demonstrators will con-
verge on Convention Hall for a "March Against
Murder. " At 8:30 pm a rally will be held on
Washington Avenue in front of the Convention
Center. Jane Fonda, Rennie Davis, David
Dellinger and other anti-war leaders will
address the rally.
WEDNESDAY, AUGUST 23
Day of Unacceptance
5:00 am
VVAW plan to demonstrate at Key Biscayne. No
details available.
11:00 am
A delegation from the Senior Citizens Panel will
present the findings of their investigation at the
Doral Hotel. Demands will include acceptance
of the Viet-Cong Seven-Point Peace Proposal and
the Poor Peoples' Platform. Failure of the
Republicans to accept these demands will trigger
civil disobedience at the "Day of Unacceptance. 11
1:00 pm
SDS may demonstrate at the Deauville Hotel against
Gov. Rockefeller.
2:00 pm
SDS may demonstrate at the GOP Reception of
National Federation of Republican Women.
4:00 pm
Rally at Flamingo Park by all non-delegate groups
followed by a march to the Convention Center for
the major demonstration of the Convention. Through-
out the day a large dike will be built in front of
the Convention Center along Washington Avenue.
Demonstrators will attempt to encircle the Convention
Hall and close down the Convention by blocking access
to the Convention Hall. Sit-ins will be staged along
Washington Avenue, 17th Street and Meridian Avenue
surrounding the Convention site. Mobile civil
disturbances will be created in four areas blocking
key intersections: along Collins Avenue between
24th and 29th Streets; at 23rd Street and Dade Boule-
vard; along Dade Boulevard between North Meridian
and Prairie Drive; and along Dade Avenue between
Alton Road and Michigan Avenue.
