HALDEMAN FROM: FRED MALEK 70m SUBJECT: Cabinet Meeting I thought John Scali's comments at the Cabinet Meeting today were remarkably effective and especially apropos. It would seem to me that it would be worthwhile for Scali to follow up individually with each Cabinet Member and perhaps each Sub- Cabinet officer for in-depth counselling sessions on how they can personally be more effective. A follow up of this type in 3 - 4 weeks would help to ensure that they each get the message and start to implement some of the sound thoughts that Scali expressed. I feel all the more strongly about the above in view of the closing remarks by Rogers and Romney. I felt their responses were evi- dence of how bad the group really is in this regard. Rogers certainly succeeded in taking the bloom off a stirring glow that Scali had built for the Cabinet.
