The memo also outlines the type of programmatic activity\nwe anticipate and outlines the various logistic and support activities\nnecessary to carry out our plans.\nPURPOSE OF ELECTION DAY AND\nEVENING ACTIVITIES\nThe purpose of the proposed election day and evening activities at the\nShoreham\nare threefold: Toprovide a gathing pt pr P.s twops\na) The primary purpose of the day and evening is to get out the\nvote in all states and to influence the vote for the President\nin the West.\nBad Don't want this in NE\nb) An auxiliary purpose is to provide a mechanism and forum to\ncollect and display election results primarily for use in in-\nfluencing the vote in the West and providing the President\nand you with up-to-date election results and analysis.\nc) A third purpose is to provide a suitable public forum for the\nPresident's first public appearance after his reelection.\nIn essence there are three separate phases: 1) affecting the vote; 2)\ncollecting the results and 3) providing a suitable setting for the Presi-\ndent. Phases one and two will overlap in the early evening as the polls\nclose in the East and the results begin to pour in and while we still at-\ntempt to influence the vote in the West. Later in the evening phases two\nand three may also overlap.\nbec: Bruce Kehrli\n- 2 -\nOVER-VIEW OF ELECTION DAY ACTIVITIES\nShoreham. We anticipate making the Shoreham the Nixon Headquarters\nHotel. The Shoreham will serve as the focal point of activities\nthroughout the day and evening. The primary emphasis in all planning\nand preparation will be the need for an effective \"get out the vote\"\neffort on election day. This philosophy will permeate everything we\ndo in an effort to insure that the staff focuses on the important \"get\nout the vote\" activities of the last day and not on the celebration\naspects which may also occur.\nDisap conceuntrat.on our\nNogood unless can\nApprove\nc\nInvitations. It is our feeling activity\ngood that election states night -So. should not metn.\nbe a mammoth show but rather an opportunity for those people here in\nWashington who have worked long and hard on the campaign to get together\nto view election returns and to hopefully have a personal opportunity to\nsee the President in his first personal appearance after his reelection.\nIn this regard I recommend invitations to the following groups in the\nnumber indicated.\nCREP Staff - Approximately 700 (including spouses). This number\nincludes all campaign staff except those field people having\nelection day responsibilities who will remain in the field.\nApprove\n14\nDisapprove\nDiscuss\nC\nCREP Volunteers - 500 (including spouses). We anticipate selecting\nthe 250 volunteers who have worked the hardest in the past 18 months.\nApprove\nH\nDisapprove\nDiscuss\nC\nWhite House Staff - Approximately 1,200 (including spouses). This\nnumber would include all White House staff including administrative\npeople who have worked long and hard in the campaign.\nApprove\nH will Se hove\nDisapprove\nDiscuss\n\"Rose Mary Woods List\" - Approximately 200 (including spouses). This\nlist includes family members and close friends of the President who\nare normally invited to this type of event.\nApprove\nH\nDisapprove\nDiscuss\n- 3 -\nRepublican National Committee Approximately 400 (including\nspouses). We feel it is important that the RNC participate\nfully in election day activities to further exemplify the close\nworking relationship between our two organizations.\nApprove H.C Disapprove\nDiscuss\nCREP Finance Committee - Approximately 450 (including spouses).\nThis is the maximum number that Mr. Stans anticipates attending.\nApprove It Disapprove\nDiscuss\nSurrogates - Approximately 30 (including spouses). Surrogates\nnormally based in Washington will be invited, those who are\nGovernors, Senators and Congressmen will be encouraged to stay\nin their state.\nApprove Hjj Disapprove\nDiscuss\nAdministration Appointees - Approximately 500 (including spouses).\nThis list includes all the Agency Heads, Under Secretaries, and\nAssistant Secretaries.\nApprove H Disapprove\nDiscuss\nDemocrats for Nixon - Approximately 100 (including spouses). This\nlist will be supplied by Mr. Connally's office.\nApprove H Disapprove limit them if they Discus want more\nC\nYoung Voters for the President - Approximately 500 (including spouses-\nno dates). This number will liven-up the evening and provide an op-\nportunity for these young workers to be involved in an exiting event.\nApprove H Disapprove\nDiscuss\nVice President - Approximately 200 (including spouses). We are ad-\nvised that this is the approximate number of invitations that will be\nrequired by the Vice President's office.\nApprove He Disapprove\nDiscuss\n- 4 -\nMiscellaneous - Approximately 500 (including spouses). This\ngroup includes friends of senior CREP and White House staff\nand others who do not fit in any other category.\nApprove H U\nDisapprove\nDiscuss\nD.C. Committee - I recommend that we ask the D.C. Republican\nCommittee and the D.C. Re-election Committee to sponsor another\nelection night event at a different hotel in Washington. There\nare several reasons for this recommendation. First, if we in-\nvite both of these Committees to participate in our activities\nit would add approximately 2,000 more people to our event which\nwould severely over-tax our existing facilities. Secondly, the\nD.C. sponsored affair could be advertised locally as a public\nevent thus directing a major portion of the \"walk-in traffic\"\naway. from the Shoreham. We anticipate that this \"walk-in traffic\"\ncould be substantial. We plan to provide the D.C. event with\nvarious speakers throughout the evening.\nApprove\nH\nDisapprove\nDiscuss\n0\nSecurity. Some form of security must be undertaken at the Shoreham in\norder to provide proper protection for the President and in order to\ninsure that \"walk-in traffic\" will not overwhelm those guests we have\ninvited. The security will be \"soft\" and will not be readily apparent.\nThere will be no uniformed security people in evidence. All security\nwill be handled by Steve King's current staff and by volunteers from\nYVP.\nIt will be necessary for us to have some sort of security identification.\nWe recommend a security pin which will also serve as a momento of the\nevening.\nApprove H\nDisapprove\nDiscuss\nC\nOverall Budget. Attached at Tab A is the overall budget which was pre-\nsented to the Budget Committee last Monday, October 16, 1972. I recom-\nment that you approve this proposed budget.\nApprove\nDisapprove\nDiscuss\n5 -\nPROGRAM OFIVITIES\nInfluencing the Vote. All activities on election day at the Shoreham\nwill be aimed at influencing voters to come out and vote for the\nPresident The development of a detailed program will be undertaken\nTailo Via radio spot\nby Ed Failor. A schedule will be devised which will provide for you,\nand some of our major surrogates, a forum to hold press conferences and\nbriefings for the press assembled at the Shoreham. Mixed into these\nformal briefings will be press coverage of the President voting in\nCalifornia and you voting in D.C. We will provide special spot-masters,\nfeaturing various Administration spokesmen, aimed at key western states.\nWe will be forwarding to you shortly a detailed program to influence the\nvote.\nCollection of Election Results. We have concluded that it is unrealistic\nto try and compete with the networks on the collection and projection of\nelection results in the Presidential race. They have invested nearly two\nmillion dollars in their combined retrieval system and have developed a\nvery sophisticated computer system to instantly analyze the results as\nthey are received. We are informed that the networks will telecast re-\nsults as they are received.\nWe do plan however to develop a collection system which will amplify upon\nthe materiel collected by the networks. There are basically three types\nof data which in our view would be useful to the President and to you\nduring the day and early evening hours:\n1) Periodic information on voter turnout with comparison data\non voter turnout in similar areas in prior Presidential\nelections.\n2) Voting data from special target precincts in blue collar\nblack and Catholic areas selected by Bob Teeter.\n3) Collection of reports from political operatives across the\ncountry who will analyze early results in their areas.\nWe also plan to lease a UPI election night wire which, beginning at 7:00\np.m. will print out the complete vote count from each state for Presidential,\nSenate and House races. The cost for this service is $300. I have asked Ed\nDeBolt of the RNC to pull together a detailed plan for the election night col-\nlection operation. Ed will combine the resources of our Committee, the White\nHouse, the RNC and the Senate and House Campaign Committees in this project.\nThis plan will be forwarded to you shortly.\n- 6 -\nElection Night Entertainment. We feel that the entertainment aspects\nof election night should be simple and flexible enough to adapt to\nthe coverage of election results. I have asked Mike Viner, producer\nof the Miami Beach Marine Stadium program, to produce our election\nnight program. Mike has agreed to undertake this responsibility for\nno cost. He is in a position to arrange for entertainers who will\nblend easily into the evenings activities. The entertainment will be\nin individual modules interspersed around election results which will\nbe shown on the eidaphor screen behind the podium.\nHOTEL LAYOUT AND LOGISTICS\nHotel Selection and Proposal. As previously discussed, the Shoreham\nHotel has been selected as the most appropriate facility in which to hold\nthe Committee's election night activity. All necessary press facilities\nfor excellent nationwide media coverage throughout the evening can easily\nbe accommodated in the Ballroom and still leave sufficient space for our\ninvited guests. All meeting rooms in the hotel are being provided at\nno cost to the Committee. See Tab B for a proposed layout of the ground\nfloor rooms in the hotel.\nSleeping Rooms. We have reserved 400 sleeping rooms in the hotel. We\nhave also reserved 40 suites. All Finance Committee invitees will pay\nfor their own rooms or suites. Some senior staff at the White House and\nhere at the Committee will require either sleeping rooms or suites which\nshould be paid for by the Committee. We will determine these needs on an\nindividual basis in the next week.\nRegency Ballroom Layout. Attached at Tab C is a proposed layout of the\nRegency Ballroom. This layout is geared to the anticipated desires and\nneeds of the networks. We are working closely with the networks to\nmaximize media coverage. A detailed layout of the Ballroom will be for-\nwarded to you as soon as negotiations for final placement of the network\nfacilities are completed.\nWe will be required to install an audio system in the Ballroom to insure\nproper nationwide network coverage. We will also install an audio con-\ntrol panel with appropriate microphone inputs and speakers with the\nability to feed the PA system to the Empire Room where the working press\nwill be located.\nWe also plan an eidaphor screen behind the podium. The screen will serve\nas an electronic \"tote board\" throughout the evening. We will have the\ncapability to show the various network programing on the screen or show\nindependent results that we collect.\n- 7 -\nCash bars are to be set up in the Ambassador Room, which is immediately\nacross the hall from the Regency Ballroom. No food will be provided.\nThe Committee will not bear any costs associated with these bars. Soft\ndrinks will be provided at no cost.\nTransportation. We plan to have a shuttle bus system with two 51 pas-\nsenger busses operating from 5:00 p.m. until the evenings activities\nhave concluded. The busses will run a continuous loop between the White\nHouse, 1701 and the Shoreham. Pick-up and dispatch will occur every 15\nminutes at each location.\nTelephones. We plan to utilize the existing 90 unused three-digit branch\nlines at 1730 and extend the 1730 telephone system to the Shoreham. With\nthe addition of some seven-digit telephone numbers this will keep the\ntelephone expenses at a minimum level. This procedure will allow users\naccess to the WATS system at 1730 and 1701. A telephone directory will\nalso be developed.\nFood and Beverages. We have found it necessary to divide the invited\nguests into three separate categories, each receiving a varied degree of\nhospitality because of the wide range in the types of person invited to\nthe election night activities. The first group is the Finance people\nwho will be invited directly by Mr. Stans. In accordance with prior\ncustom the Finance people require a separate area and top quality food\nand beverages for their invitees.\nThe second group are the VIP's who don't fit into the Finance area. This\ngroup is composed of senior White House, CREP and Administration officials\nand friends of the President and other high officials. We plan to have\na separate area for the VIP's and provide them with good quality food and\nbeverages.\nThe third group is the remainder of the invited guests. This group will\nbe gathered in the main Ballroom and they will have cash bar facilities in\nthe Ambassador Room adjacent to the main Ballroom,\nConclusion. In 1968 the election night activities cost approximately\n$300,000 and planning for the event began in early September with full-\ntime commitment of time on the part of several staff people. This memorandum covers the\nproposed activities at the Shoreham during election day and during the\nhours from 6:00 p.m. to 11:00 p.m. when the polls in the Far West are\nstill open and the proposed schedule of activity for our surrogates and\nAdministration spokesmen. This memo also covers in a general manner\neach of the political activities we will be undertaking on election night.\nDetailed planning for each of these activities is now underway. The pre-\nvious memorandums have covered the general logistics requirements at the\nhotel, the retrieval of election results and the entertainment and program\naspects in the main ballroom.\nINTRODUCTION\nOur basic objectives for this day in terms of the above subject are:\n1. Increasing voter turnout.\n2. Influencing the vote in states where polls close after\n6:00 p.m. EST.\n3. Making the Shoreham Hotel the focal point for the media.\nIncreasing Voter Turnout\nWe intend to increase the voter turnout in targeted areas which we know\nhave a high percentage of Republican votes. These areas will be determined\nby our pollsters and political analysts. We intend to do this in the fol-\nlowing ways:\n- 2 -\n1. Through use of press conferences and briefings between\n10:00 a.m. and 5:00 p.m.\na) Night of November 6, 1972. We would prepare and send\nout \"get out and vote\" messages to be sent to radio\nstations in Republican areas for use on the East Coast\nduring morning drive time.\nb) 10:00 a.m. EST. Joint press conference with Clark\nMacGregor and Bob Dole. This event will draw the\nWashington press corps to the Shoreham and establish\nthis as the Nixon Election Day press headquarters. The\nlatest polling information, any late breaking news events\nand a 'bi-partisan' appeal for people to vote would be\nthe subject covered. Actualities would be made of the\nabove and targeted into radio stations in Republican\nareas.\nc) 2:00 p.m. EST. Herb Klein, would give a briefing on\nvoter turnout, early_results, issues and a \"bi-partisan\"\nappeal for people to vote. Actualities of these would\nbe made and pumped into targeted areas by the 20 re-\ncorders we 11 be using.\nd) 4:00 p.m. EST. A press conference with Dent (South),\nRumsfeld (Mid-West), Volpe (New England) and Finch (West).\nThey would review turnout, results, issues, and appeal to\npeople to vote. Actualities would be made and sent out\nas\ndescribed\nabove\nWe would hope there would be some\nnetwork pickup on this.\nIt is to be noted the TV networks will probably not cover the above news\nconferences and briefings. Thus, our primary news vehicle will be radio --\nthe pickup by the nets and what we send out by calling stations in the\ntargeted areas.\nRadio Talk Shows\nWe will program surrogates to do live radio talk shows during the day and\nwill brief them on our line. These talk shows also will be in areas strongly\nfor the President and our surrogates will stress the people's responsibility\nto vote.\nInfluencing the Vote 6:00 p.m. EST - 11:00 P.M. EST\nOur activities during election night will continue until the polls close in\nthe West (11:00 P.M. EST) and will consist of the following:\n- 3 -\n1. Continuing radio actualities that appeal to voter turn-\nout in selected areas particularly for drive time radio\nin the West.\n2. Obtaining early results on precincts which have various\nethnic groups, religious groups, etc. We will input the\npersons TV nets want to interview prior to the interview\nas to the best political things to be brought into the\ninterview.\n3. We will also input heavy hitters as to the latest data and\nmake up-to-the-minute radio actualities to be sent out to\nradio stations in appropriate targeted areas.\n4. We will establish contacts with the election night producers\nof the TV networks in New York, as well as the remote pro-\nducer for each network at the Shoreham. These producers will\nbe offered major surrogates and Administration spokesmen at\nappropriate times. Networks will have three to four TV cameras\neach in the Shoreham Ballroom and should be receptive to in-\nterviews. We will input these interviewees prior to the in-\nterview on the current situation.\n5. We will, from time to time during the evening, introduce heavy\nhitters on the stage in the ballroom, they will say a few\nwords and will walk around the room in the, vicinity of the in-\nterviewers of the nets. We hope some of these will be inter-\nviewed.\n6. The Eidaphor Screen will be controlled by the political coordi-\nnator and we will endeavor to put a net on the screen as ap-\npropriate, announce specific results in our own way, put at-\ntractive statements on the screen, etc. Hopefully, this will\nentice the nets to pick up our screen with our message.\n7. Having a large and enthusiastic crowd in the ballroom to make a\nvisually attractive scene for the nets.\n8. Once the results begin to become known we will program the\nsurrogates to talk in terms of a landslide and the mandate the\nPresident is receiving. This kind of reaction will help give\nthe President an added impetus as he moves into the second term.\nCONCLUSION\nWe think the above will be helpful in providing a larger turnout of voters\nfor the President and in convincing voters who are undecided to vote for\nthe President.\ncc: Mr. Dwight L. The basic purpose of election night in our view\nThis\nis twofold: first, to influence, insofar as possible, states\nin the West which are still voting as the networks are\nbeginning their evening coverage, and second, to provide\na proper setting where White House, RNC, and 1701 staff,\nplus the major contributors and VIPs, may gather to honor\nthe President's victory.\nThe most important purpose, of course, is to influence the\nvote in the West, and this can be done by having \"heavy\nhitters\" (e.g., our surrogates, celebrities, pollsters,\nstrategists, etc.) present at the election night headquarters\nViny\nand available to the networks so that they will choose in the\nearly hours to focus away from their studios to our election\nheadquarters. In other words, we'll attempt al ernate pro-\ngramming in much the same fashion we did at the convention.\nFor example:\nWe will have double systems for obcaining voting results\nahead of the networks for the Presidency, key Senate and\nCongressional races, and races for Governor.\nDorthes People wate out!!C on fathing shall Vote\nis\nWe will insure the presence of the TV nets at our hotel\nand develop a good relationship with them. We may need\nto secure the assistance of someone like Fred Rhinestei\nof Mark Goode in this connection.\nNBC'S\nCoverage\nJust\nSign\nWe will think through the proper approach to input \"heavy\nhitters\" who will be interviewed on TV in such a way to\ntranslate a Presidential landslide into votes for Senate\nheaveh\nCongress and Governorships.\nGrab\nWe will have present our campaign strategists, pollsters,\nand other campaign staff to \"help\" the TV people \"analyze\"\nthe early returns and to make available more up-to-date\ninformation than the nets have.\nleaster\nWriters will be present to write up cards as needed for those\nAt\ninterviewed so they 11 be properly inputed. Some cards will\nbe prepared ahead of time.\nIn conjunction with the finance people, we will use the\nVIP rooms to hold our \"heavy hitters.\n\"\nhave\nThe election night task force would be headed by Ed Failor as\nchairman and Rob Odle as project manager. Lang Washburn will\nrepresent the Finance Committee; Bart Porter will be responsible\nhe's\nthey\nfor surrogates, spokesmen, and celebrities; Mike Schrauth has\nbeen assigned by Ron Walker as White House liaison; Manyon\nMi Hillican will be responsible for the tracking of voting results;\nand Stan Anderson will head up the influencing the vote project.\nClater some key people such as Mark Goode and possibly Fred\nRhinestein can be asked to assist.\nSubject to approval, we have reserved the entire second and fourth\nfloors of the Statler Hilton Hotel in Washington for our use on\nelection night. We have also reserved all the major suites in\nthe hotel on a tentative basis. A second floor plan is attached.\nThe Presidential Ballroom, Congressional Room, and Senate Room\nwould be all used together as the main gathering room for invited\nguests. All the visuals and charts would be set up behind a stage\non the L Street side of the Presidential Ballroom. Network\ncameras would focus on the stage from the ballroom floor and\nperhaps pool comeras could be set up in the two projection rooms\noverlooking the ballroom. We propose that cash bars (to keep\ncosts and heavy drinking down) be set up in the Senate Room\n(out of the cameras' view). Soft drinks would be free.\nThe Continental Room would function as a television interview\nroom and be set up living room style The Exhibit Galleries\nwould be the press room.\ncon't\nGet\nthe\nstills\nthis\n-2-\nfee poor a band TV, armand it- of now. yup\nSitting\nGet with\nThe K Street side of the second floor would be secured for VIPs\nand key staff. The Federal Room, Foyer No. 2, and South American\nRoom would be set up club room style (groups of comfortable lounge\nchairs and cocktail tables, soft lamps instead of overhead lighting,\npotted plants and flowers, complimentary liquor and hot hors d'oeuvres.\nThe South American Room would be basically for the large contributors\nand the other two rooms for our surrogates, Cabinet, senior White\nHouse staff, prominent celebrities and athletes, etc.\nsmft\nWe would attempt to make these three rooms as comfortable and\nenjoyable as possible SO as to confine our heavy hitters in them\n(as opposed to private suites), thus making them instantly\navailable to be inputed and to go to the interview room, press\nroom, or ballroom floor for televised interviews. Closed circuit\ntelevision in the VIP rooms would allow the occupants to view what\nwas happening on the charts in the ballroom. Color televisions\nwould be located throughout the rooms for network viewing.\nThe Pan-American Room and the state rooms along K Street would be\nreserved for the Failor/Anderson/Millican tracking operation and\nfor 'staff offices as needed.\nThe floor above the second floor where these activities would take\nplace is the fourth floor (there is no third) and this floor,\nconsisting of suites, sleeping rooms, and hotel offices, would\nbe reserved for senior White House and Administration officials\nwho require private rooms, and for those contributors coming from\nout of town. In addition, rooms would be reserved for staff\nmembers who need to change clothes, wash, etc. Having virtually\nall of our activities on two contiguous floors avoids the problem\nof tied-up elevators and is of great assistance from a security\nstandpoint.\nAdmission would be by invitation only and enclosed with the invitation\nwould be a small pin to be worn in one's lapel or on one's dress\nwhich would be the only valid admission credential for that evening;\none color pin would entitle its wearer to admission to all parts\nof the second floor and another color would restrict the person\nto the main ballroom area.\nInvitations would be extended to the White House staff and their\nspouses, RNC staff and their spouses 1701/1730 staff and volunteers\nRight\nand spouses, and the top 25-50 D. C. Re-elect and GOP officials,\nplus, of course, our major contributors, spokesmen, surrogates,\ncelcbrities, athletes, etc. We would not invite Nixon state chairmen\nsince we would not want to encourage them to leave their states early\non election day to come to Washington. We can make up for that at\nthe Inaugural. We would make certain to invite leading Republican\nmembers of Congress and have a large percentage of young people\nand minorities present.\n-3-\nKeep\nit\ngoing\nIn terms of the program in the ballroom, we would break to some\ndegree with the tradition of everyone standing around waiting\nfor election results. For example, the program could consist\nof: work are\nSelected dignitaries speaking to the gathering on issues\nЛеть for Show New\nkey to the Vestern states and doing it within the context\nof Nixon record and the next four years.
