Election Night Plan
I. Presidential Participation -- Chapin has forwarded a plan
on this. A lot will depend on when or if McGovern concedes.
The precedence of a candidate who has lost but refuses to
concede is being researched. Dwight will be dealing directly
with you on the President's schedule.
II Programming Surrogates and Influencing the Vote from the
Shoreham -- Dwight Chapin claims that he "has covered all of this
with you" and that the only thing that will be coming over is
a rough schedule of surrogate appearances. Just to double check,
the following is my understanding from Dwight on how that portion
of the program will be handled:
Dick Moore and Chapin, located in Chapin's
office will be directing the Shoreham pro-
ceedings via a direct line to Carruthers
based on input from you, the President, and
data collected here. Bruce Herschensohn
will control the Eidaphor screen in the
Main Ballroom, and Mark Goode will be
working with the surrogates and network
people.
Because of the uncertainty of an election,
the program will not be as structured as
that produced in Miami, however, there will
be a rough scenario.
III. Data Collection at the White House -- The collection system
at the White House is based on the following assumptions:
The networks will have the best and quickest
system for collecting actual results -- we
should not try to duplicate them.
We can, however, check their results against
our contacts in specific areas.
