R. HALDEMAN\nH\nSupplementing my memorandum on the Novak paper and\non the press generally, I think the best method for\ngetting the Novak paper out is to start a controversy\nabout it. The idea of having the Vice President\ndeliver it as a speech is one way, and, of course,\nanother way is to get something started on the floor,\nor even let the story get out that the White House is\ncirculating the article broadly.\nInsofar as circulation is concerned, it should be\nmassive. Our entire list including Congressmen and\nSenators, Administration personnel, editors, T.V.\nstation owners, etc. Also, it is important to get it\nto our general supporter list, because they will do a\nlot of talking if they know we think the article is\nworth reading.\nThe paper not only has the advantage of being brief,\nbut also the advantage of being written by one who is\nknown to be unfriendly to the Administration. It can\nhave a devastating effect - - more so than the Efron\nbook or Jim Keogh's book, although, of course, the\nlatter two should continue to get just as big a play\nas we can possibly give them. Incidentally, check\nwith Buchanan to make sure that we can use the paper\npublicly.\n2\nThe handling of the war news over the past four weeks\nis just a little taste of what is to follow between\nnow and election as far as the press is concerned.\nNaturally they have a vested interest in seeing the\nUnited States lose the war and they are doing their\ndesperate best to report all the bad news and to down-\nplay the good news. As far as the election is concerned,\nthey will be absolutely vicious and violent on this score\nand you can be sure that what they did in 1968 and in\n1960 will look pale by comparison because they know how\nhigh the stakes are and will want to avoid, at all cost,\nthe necessity of living with us for another four years.\nThe discrediting of the press must be our major objective\nover the next few months. You may find opposition to\nthis tactic among some of our people on the ground that\nit is \"counter-productive\" They are wrong. I talked to Peter Dominick about Senate candidates\nand Jack Calkins about the House. They have spread the word\nwherever we have Republican candidates opposing Democratic\nincumbent Senators and Congressmen. We will probably not\nsee the impact here but it can have an effect out in the states.\nWe have tried very hard to breathe life itso the Madame Binh\nissue but beyond the first two days we have gotten very little.\nScali was able to plant the Caldwell story last Friday night,\nhowever, which does have a similar thrust to it and it came\nacross very effectively on ABC."
