COLSON\nThe President, last night, during our phone conversation\nindicated that he wanted a major speech attacking Muskie\nand a major speech attacking Humphrey, particularly\ntheir vacillation; how they have shifted from a hawk to a\ndove position, hitting them hardest on the point that they\ncan't be trusted that they lack consistency and can't be\ndepended upon. He thinks they both need at separate\ntimes to be taken on with very major speeches.\nObviously, this is a Dole project. I don't think we should\ntrust the drafting however to Nofziger because he is simply\ntoo busy these days. This might be a Khachigian project but\nonly if he does a thorough job. In other words, we should\nfind conflicting quotes, conflicting positions, conflicting\nstatements and weave it all into very coherent speeches. You\nshould then have a discussion with Nofziger to see if we can't\nprogram Bob Dole; I'll also talk to Lyn once the drafts are\nready. If we run into problems because of Senatorial courtesy\nthen we need to be thinking very hard about another speaker\nwho can do this, someone with stature, but not a Member of\nCongress.\nPlease start working something along these lines.\nEYES ONLY"
