MEMORANDUM FOR THE PRESIDENT
SUBJECT: Action Memorandum P145
Preliminary contacts have been made with persons in two informal
advisory groups to establish a monitoring apparatus to monitor the big
local TV news shows in ten major cities. First, Herb Klein has been
meeting over the past six months with 15 PR people from throughout
the nation, and some of these men will assist in the effort. Charlie
McWhorter has begun to set up his "political PR" operation in 15 or 20
key states, and the persons involved with this will also be able to help.
The problem we want to avoid here is public exposure of such an
apparatus. If it became known that the Administration had played a
hand in this operation, the reaction from the broadcast media would
be far worse than that which followed the Vice President's speech.
Consequently, we want to proceed very cautiously.
