They are con- juring up programs, allocating monies, calling shots on timing, etc., all pretty much in the dark in terms of how to maximize the benefits for 1972. Obviously, these cumu- lative decisions over the remaining months can have an enormous impact. The type of voter identification and analysis program that Dick Richards and the Republican National Committee are proposing might be the answer if workable. My only point is that the need for a pretty sophisticated analysis that would yield information like this would be very helpful now in an enlightened practice of the Presidency, as well as later when we court votes with conventional campaign methods. I hope we can come up with something like this; and the sooner the better. HD:PM:jc
