MR. PRESIDENT
When I talked with (Walter Annenberg he told me that
Frank Rizzo had already told him just a few days ago that he would
be running as a Democrat for Mayor of Philadelphia -- and again
assured him that he would be for you in 1972.
In other words, we did not have to promise any hands
off - or assistance of any kind but I suppose he is looking for that in
any event.

IMPORTANT
"Frark Rizzo - probably the finest Commissioner of
Police in the United States. He wants to run for Mayor of Philadelphia.
He willwin in a walk. He is by all odds the most powerful figure in
Philadelphia. He has been serving under Tate, the Democratic Mayor,
talked
but my relationship is suchthat when I talk with him about this when I
returned from England, he said:" I have the greatest respect for the
President and I would never do anything that you would stax disapprove
of. I may run forthe Mayorality and I think I would be better off
running as a Democrat but I promise you that I will come out in support
of the President in 1972.
Selection of candidate - February 71 -- run Fall of 71
Rizzo is by all odds the most powerful figure In the whole area. He
not only has a bearing on Pennsylvania - but on the neighboring states.
I regard this as a key situation and I want to talk to somebody
because I think I could even persuade him to run as a Republican if
Hugh Scott and the Republicans would slate him. Spector who is the
DA might want to be slated. Rizzo is dedicated to supporting the
President and I have a promise from him that he will definitely come
out in support of the President for re-election in 1972. "
- 2-
This would be hepful because hs influence is felt in Southern Jersey
and the state of Delaware.
Over 10% of the people would back him for anything.
Remember I have a promise xxx that regardless of what party he
represents he will support the President in 1972. "
-
rmw sugested that ve hold this until after September 3rd and see
what the score is - then I will ask just exactly which man will be
handling this type of project and have them talk with Water Annenberg
about this matter.
