Dear Herb:
I am enclosing my personal checks totaling $200, 000 in keeping with
our discussion when you visited San Diego recently. While this is
not the full amount of the commitment I gave you; nevertheless, I
am fulfilling it in the following manner:
Congressman Bob Wilson beat me over the head until I agreed to
buy $10, 000 worth of dinner tickets to the Congressional and Sena-
torial Dinner to be held in Washington next week, and to take four
full pages in the GOP Convention Program at $10,000 per page, so
there goes the other $50, 000!
I am also advancing sufficient funds to an advertising agency to secure
prime television time and billboard space for the President's campaign
in San Diego County. I am doing this since I am very concerned that
Gordon Luce has done the President's campaign a great disservice in
selecting a new face to handle the campaign. Why, in heaven's name,
he did not discuss his plan or his choice of chairman with the local
Central Committee and the other leaders of the Republican group in
San Diego, I will never know. This election year will require the uni-
fied support of everyone in this area in order to roll up a substantial
plurality in San Diego County, and we must give an extra push since
the 18 year old voter registration is running strongly in favor of the
Democratic Party.
Please remember - in 1968 San Diego County gave the President a
plurality of 93, 871 votes; Orange County - 166, 036; for a total of:
259, 907 votes to make up the President's State majority of: 223, 346
votes.

Frank Thornton, who handled the 1968 campaign, should, again, head
up a San Diego campaign. He has the wholehearted support of the pre-
cinct workers, the Central Committee leaders, the women's groups and
clubs; and, more importantly, the individuals upon whom we have relied
over the past 30 years to provide campaign funds for Republican candidates.
John McColl, Gordon Luce's nominee, is, no doubt, a very fine young
man, but has never handled a Presidential campaign and, in this crucial
year, his 'new face' is not going to command the support and respect that
Thornton can. It is also very questionable how much cash McColl would
be able to raise for this County's campaign requirements.
I realize this is a very touchy situation since the President has appointed
the Governor to head up his campaign in California and the Governor, in
turn, has given Luce authority to appoint his chairmans. Nevertheless,
we must keep in mind that Gordon Luce was not a Nixon man at the Miami
Convention since he acted as the Governor's floor manager for the Presi-
dential nomination.
Under these circumstances, I will go ahead and personally underwrite the
raising of adequate funds to carry on a strong and vigorous campaign for
the President under Frank Thornton's direction. This development is re-
grettable since it would have been much better if Frank Thornton had been
designated as the official campaign chairman of the San Diego County, but
we will provide the plurality for the President if we have to shanghai half
of the Democrats out of the County so they cannot vote, and push every
Republican voter into the polling booth to mark the ballot!
