Prouty started late and is in a very tough battle with Hoff.
The Senator is talking about the good job he has done on job
training, education, health care for the elderly and transportation
(he steered the National Inter-City Rail Passenger Corporation Bill
through the Senate).
Vietnam is a good issue for Prouty. Among the people of
Vermont, 66% think the President is doing a good job on the war.
Prouty talks up the President's program, stresses the latest peace
initiative. He also speaks up in support of the President on ABM
-- using the argument that this helps in the SALT talks - and he
feels this is a good pitch for him.
Hoff - who has been an outspoken dove in the past is
trying to duck the war issue.
On domestic issues, Prouty is talking about bringing Govern-
ment back to the people through reform. Welfare is a hot issue,
but the people don't seem to understand the President's program.
Prouty's people are pushing the work aspect of the program because
they feel Vermonters are worried about too much "hand-out. "
Prouty is ducking the inflation issue. A poll shows that

44% of the people of Vermont believe the President is doing a good
job on inflation.
Overall, the President is very popular in Vermont. The
approval rating is around 70%.
Prouty's wife, Jennette, is considered a fine campaign
asset, is very popular.
Hoff is getting extensive help from outsiders -- Muskie,
Harris, Inouye, Gravel. A long-time favorite of the Kennedy
Democrats, he supported Bobby, then McCarthy, then McGovern
before finally coming around to Humphrey in 1968. Teddy is be-
lieved to be funneling substantial support in to him.
There is a liberal third party (Liberty Union) candidate on
the ballot who probably will take votes from Hoff.

Deane Davis is in a tough fight with State Senator Leo O"Brien.
Davis came into office two years ago, he took over a fiscal
mess from Hoff - the State had a seven million dollar deficit
and he has reduced this to one and one-half million. But, now
O'Brien is making taxes a big issue and this may be hurting Davis.
