Butterfield ADMINISTRATIVELY CONFIDENTIAL THE WHITE HOUSE WASHINGTON ADMINISTRATIVELY CONFIDENTIAL January 19, 1972 MEMORANDUM FOR: THE STAFF SECRETARY FROM: CHARLES COLSON SUBJECT: Action Memorandum #P-1974 New Hampshire Primary Request It was requested in Presidential Action Memorandum P-1974, taken from the John Chamberlain article in Human Events, to get the line out discouraging comparisons with the 1968 campaign as all of the candidates except the President had withdrawn at the time of the New Hampshire primary. Response All of our spokesmen going into New Hampshire as surrogate candidates have been notified that we would be pleased if we receive 50% of the New Hampshire vote. Secretary Volpe used this figure when he opened the New Hampshire campaign headquarters on Thursday, January 13 and we will continue to use this figure (Volpe, in his typical irrepressible way, added some Italian superlatives which twisted the story somewhat). All spokesmen will also use the line that the reason this is our expectation is obviously because the President himself will not be campaigning in the state and it is clear that Ashbrook would certainly be expected to receive a significant percentage of the vote because of Loeb and McCloskey because of intense personal campaigning. We have asked these key spokesmen to refrain from making any compari- sons with the 1968 campaign except to note that the President was then unopposed.
