R. HALDEMAN FROM: BRUCE KEHRLI SUBJECT: Tricia & Julie Travel Arrangements You wanted to make sure that Julie and Tricia have their travel arrangements set up so that any travel they do in this country that's personal is billed to the President for payment by him. I spoke to Rose Woods about this request and she has worked out a system with the Military Aide's Office whereby bills for personal travel are for- warded to her and she in turn sends them to Herb Kalmbach to be paid out of the President's private funds. This is the same system that was set up be- fore we switched to having the Committee pick up all travel for the girls. Rose again raised the point about how expensive this will be if Julie and Tricia and Ed continue to travel as extensively as they did earlier this year. Rose agreed to raise this point with the. President pointing out what the cost will be and encouraging him to talk to the girls about travelling less. chron THE WHITE HOUSE WASHINGTON November 1, 1972 ADMINISTRATIVELY CONFIDENTIAL MEMORANDUM FOR: H. R. HALDEMAN FROM: BRUCE KEHRLI BOIL SUBJECT: Election Night Plan I. Presidential Participation - - Chapin has forwarded a plan on this. A lot will depend on when or if McGovern concedes. The precedence of a candidate who has lost but refuses to concede is being researched. Dwight will be dealing directly with you on the President's schedule. II. Programming Surrogates and Influencing the Vote from the Shoreham -- Dwight Chapin claims that he "has covered all of this with you" and that the only thing that will be coming over is a rough schedule of surrogate appearances. Just to double check, the following is my understanding from Dwight on how that portion of the program will be handled: Dick Moore and Chapin, located in Chapin's office will be directing the Shoreham pro- ceedings via a direct line to Carruthers based on input from you, the President, and data collected here. Bruce Herschensohn will control the Eidaphor screen in the Main Ballroom, and Mark Goode will be working with the surrogates and network people. Because of the uncertainty of an election, the program will not be as structured as that produced in Miami, however, there will be a rough scenario. III. Data Collection at the White House -- The collection system at the White House is based on the following assumptions: The networks will have the best and quickest system for collecting actual results -- we should not try to duplicate them. We can, however, check their results against our contacts in specific areas. -2- We can obtain soft data on "opinions" from our political contacts as well as answers to specific questions from the President. We can get "subjective" opinions on turn- out early in the day from selected precincts and counties as well as early results from precincts or counties of special interest to the President because of their location (e.g. Philadelphia) or because of their particular demographics. Note: Because of redistricting, there is almost no comparable data at the precinct level and in the few cases where it is available it will be shown. Keep as few people as possible here at the White House without sacrificing speed in obtaining information. The system will be set up much like our follow-up operation to speeches -- with people phoning information directly to secretaries here who can transcribe it. The Control Center will be in Bill Timmons' office where desks with typewriters will be set up to receive the information. Also, this is where all information will be collected and checked before forwarding to you through Gordon Strachan. These people would be contacted by a small group of area liaison people in Timmons', Finch's, and Rumsfeld's offices. -4- Each would be responsible for a specific area: Teeter -- Midwest Dent -- South DeBolt -- East We are looking for someone to cover the West and Rocky Mountain states. Do you have any thoughts? The lists are being compiled and will be checked for duplications before cob, Saturday. Other information to be gathered at the Shoreham and forwarded to the White House by computer terminal. Reports on district totals for 50 selected target Congressional districts. Special area analyses which may in- clude state offices, mayorial races, and state legislative reports not available on network TV. A source for answers to questions on vote turnout, demographics, '68 Presi- dential totals, facts on previous elections. Specific contact by CRP for Presidential totals from 300 major counties with CRP headquarters. Current state reports on Senate, Governor, selected House races. Report Formats 1. Prior to Election Day a. COB Monday -- a final report on polls from Teeter. b. A book on all of the states including poll closing times, registration, poll results, previous voting patterns. This above information and information on demographics will be provided from all selected precincts and counties. -5- 2. Election Day a. Opinion reports (Tab A) -- these will be given to the girls receiving the information by phone. The analysis portion is for any comments from the person at the White House responsible for the state or area. b. Precinct report (Tab B) -- note: no previous data. C. County report (Tab C) . d. State report (Tab D). e. Presidential results report (Tab E) . f. Senate, selected House, Governors reports (Tab F) - again, copies xeroxed from master at 15 minute intervals or your request. Each report would have space for 10-15 results if done on legal paper sideways. Putting all 50 on- 4-5 sheets we could xerox copy from master kept by man in charge of TV group. A complete telephone plan will follow as well reports on other details as they are finalized.
