H. R. HALDEMAN FROM: BRUCE KEHRLI BAK SUBJECT: McGovern Please note the attached comments from the June 12 Weekend News Review. Magruder and John Mitchell are aware of this comment from Lyn Nofziger and will reprimand him for it. CC: Alexander P. Butterfield Semple, in NY Times, writes that "the men who are running RN's re-election campaign seem to worry about the prospect of a McG candidacy the closer they get to McG himself". While nat' aides are confident they can pin 'radical' tag on George, Semple says others in primary states are cautious. One Calif. RN worker said: "Contrived or real, McG is projecting an impression of freshness, seriousness of purpose and candor, building himself for a direct confrontation with the old politics in Nov. 11 H. Itis good then seared but His stupid to put out their line Semple, in earlier piecel says "the suspicion is that RN is richly enjoying the commotion" caused by his refusal to specify VP. He adds that new Connally mission, tho, has prompted some to ask if they aren't being conned "by a Pres whose taste for little surprises and grand theatre is beginning to make even the great Lyndon look like an amateur. Semple says WH staff feel VP Agnew will be on the ticket, but writers feels that the VP's ambiguity about whether he really wants the top job may affect RN's choice. Furguson writes that primary results "say clearly that moods and personalities matter far more to the voter in 1972 than issues and events". Thus RN, whose doing all he can to influence issues and events, may still face problems. RN "will be open to just the same kind of damaging contrast with McG" as HHH was in Calif. says Ernest. NY Times magazine has article by Rice on Sen. Smith of Maine. She faces a tough primary and/or reelection campaign, says author, as many feel she's old or hasn't done enough for Maine. C.S. Monitor's Strout writes that the "much-criticized US presidential primary system seems once more to have vindicated itself". Its cruel but effective ordeal by publicity has cut down the supposed front-runner, and brought another from obscurity into lead. And further, primaries have delineated the "major issue of the campaign -- the depth of the current of unrest and dissatisfaction running through US". "Many criticize Presidential primaries but it's hard to find an alternative", he concludes. HALDEMAN FROM: BRUCE KEHRLI BAK SUBJECT: Catholic Voting Attitude It was requested that you note the attached information on a recent Cambridge Marketing Poll. Agreement was indicated with the underlined portion and it was noted that much of Muskie's strength is due to his Catholic support. ADMINISTRATIVELY CONFIDENTIAL THE WHITE HOUSE WASHINGTON THE presilent H&S SMX Supplement to Agenda and Brief for Cardinal Cooke Meeting RE: Catholic Voting Attitudes The "Bailey memorandum" circulated at the 1956 Democratic Convention in support of Jack Kennedy's candidacy for the Vice Presidency had as a basic thesis that Catholics vote for Catholics and would for some years to come. 1960 proved the thesis, but many question whether or not it will be true in the future. Plesser of Cambridge Marketing has shown me the results of a just completed poll of 1500 likely voters. Shown below are the results broken down by all voters and by Catholic voters in a three-way race with both Muskie and Lindsay. All Voters Catholic Voters Nixon 38 34 Muskie 34 42 Wallace 10 6 Undecided 18 18 Nixon 42 43 Lindsay 30 29 Wallace 11 11 Undecided 17 17 I asked if Lindsay was not a special case, but Plesser assured me the same pattern pertained in the figures for the other non-Catholic Democratic candidates. Other data indicate that in objective reactions to Nixon, not related to other candidates, Catholics break down in the same proportion as "all voters". From the above, it appears clear that many Catholics who would not otherwise vote for a Democrat will do so if he is a Catholic. Because of this vulnerability, we should continue to give special emphasis in our campaign and legislative strategy to winning back these votes. HALDEMAN FROM: BRUCE KEHRLI BAK SUBJECT: New Hampshire The January 19th, 1972 News Summary contained the following paragraph: 'McCloskey predicts lagging support in New Hampshire will force RN to campaign there before the primary. McCloskey again said he wouldn't be surprised to see RN stop off in New Hampshire enroute home from Peking, but said, "I don't think he will win. 11 Pete said anti-RN sentiment is running strong in N.H. and that he doubted that RN would come even close to the 78% of '68. "The key issue is that people no longer believe their Pres., whether on the war, inflation, unemployment or pollution control, 11 said McCloskey. I It was requested that efforts be stepped up to reduce the estimate of 78% in New Hampshire. Gordon Strachan will relay this request to the appropriate staff member at the committee.
