MEMORANDUM FOR:
H. R. HALDEMAN
FROM:
CHARLES COLSON
SUBJECT:
One-Liners
Do we still have the business of one-liners? Two are very
much deserved this week.
First, Wally Johnson really came up with the idea of sand-
bagging McGovern; that is, letting the word out that we didn't
have the votes to defeat the Brooke End the War Amendment,
then pulling the votes in at the last minute. In fact, holding
one back so that there would be a tie and then having Brooke
go up to the galleries and blast McGovern. I helped with
Brooke, but 99% of this was Wally's idea, both in its concep-
tion and in its execution. I think it was a master-stroke and a
one-liner would certainly be appropriate. It wouldn't, obviously,
have to refer to the specifics.
On a second item, Ken Khachigian came up with the idea of putting
Shriver's own recording on the Re-election Committee's spotmaster.
That was a real inspired move. It had a hell of a good impact and
we're going to continue to exploit it. Ken is a very underrated guy.
I never thought much of him as a writer and still don't, but he is
very talented in coming up with clever thoughts. This is but one
of many that he has contributed to our 9:15 meetings and a little
pat onthe back from the President would really encourage him.
I wonder if it might not also be a good idea to have the President con-
gratulate some of the surrogates who do a particularly effective job
on the road. One this week was clearly Myles Ambrose.
