Cahill Appointment
The attached memorandum to the President has been reviewed.
Referring to the note about Cahill wanting an appointment
with the President, it was noted that the President will
see Cahill if Bush recommends it. Of course, the President
shouldn't get into a primary fight, however, unless there
is a bad scandal -- Cahill is a much better candidate than
Sandman. Charlie is a good friend but it was noted that he
may be too far right for New Jersey statewide.
Dave, this information has been passed to George Bush with
the request that he contact you regarding the schedule
proposal.

SUBJECT: Random political comments, following state visits
NEW YORK: Met with top N.Y. officials at Governor's N.Y.C.
residence. I believe Governor Rockefeller wants to run for
President in '76. He did not say so, however. His people
all talk like he will run for Governor.
CALIFORNIA: Met with Reagan, Finch, Flournoy, Reinecke
The betting was that Reagan would sit out '74, travel and
speak extensively around the country.
Reinecke - a certainty to run for Governor.
Flournoy - would like to run for Governor, but by his own
self-admission not sure what he will do.
Finch - Governor or Senator with most recent polls showing
trial heat with Reinecke, Flournoy, or Younger in a primary.
I appointed Janet Johnston of California to take Anne Armstrong's
job as GOP Co-Chairman. She's 33 years old, single, success-
ful as an inventor and as a farm manager. She's neither left
nor right ideologically.
KANSAS: The question was who will Dole face. Some say
Docking, some say Rep. Roy. Dole thinks it probably would
be Docking. Most of the GOP types felt Dole could win it.

OHIO: The Rhodes-Taft feud continues. Rhodes is trying to get
clarification of a confusing statute to guarantee he can again
run for Governor.
I met with Cleveland Mayor and party people. They are not sure
whether Saxbe wants to run again. Rep. Keating, considered Taft's
man, would like to make a statewide race.
ILLINOIS: The big. race is the Senate race. Rep. Anderson would
like to run. Most expect Rumsfeld will run. All agree that Scott,
the Attorney General, would clearly make the best statewide race --
some went as far as to say he's the only one that could beat Adlai.
He appears to want to wait four years for a shot at Governor.
The State Chairman of Illinois, Vic Smith, is old and out of it.
If he can be put on the Canadian Border Commission, he'll resign.
I will work on that.
NEW JERSEY: Though I did not visit New Jersey, I have talked to
Governor Cahill. A Congressman Charles Sandman representative
has been in to RNC to tell us Sandman will run in the primary
against Cahill, citing more scandal against Cahill administration.
Cahill wants a isit with you. Cahill feels he is in much better
shape than he was
