Julie and Tricia Travel
It was requested that more of the burden of air travel costs
for Tricia and Julie be shifted from the President to other
sources.
At the present time, the President pays the equivalent of first
class air fare for all private trips, the Committee for the Re-
Election pays for "political" trips and the government pays for
"official" trips.
I talked to Rose Woods, who handles this for the President and
makes the decision as to who should pay. She stated that only
private trips are paid for by the President, showed me the
figures for 1971 ($6080.00) and 1972 ($1635.00) (Tab A), and
indicated that the only way to cut down on costs was to ask
Julie and Tricia not to fly so often.
I suggested that perhaps a more liberal definition of political
trips would help -- i.e., when the trips to Washington are the
first leg of a longer trip entailing an event; or when one of
the girls attends a reception, the Kennedy Center, etc. and
receives substantial publicity. I also made the point that a
visit by one of the girls was good therapy and that they (the
girls) acted as consultants.
Both suggestions were rejected out of hand.
Again, I suggested that more of the burden could be shifted to
the government because of the girls providing advice and counsel.
Rose rejected this emphatically (and I agree) saying that this
was a very weak reason for the government to pay these costs.
It would be open to criticism by the press. And finally, "if
you were a reporter, would you believe the story?"
At that point, Rose offered to "let me take over the whole thing
as she was not going to just do the typing for Haldeman and his
office".

Despite my arguments that it would be in the best interest of
the President to keep his personal matters in one shop (RMW)
to provide continuity, she insisted that it would be run as is
or completely turned over to me -- and she was going to ask
the President what he really wanted.
We left it that I was to get back to her with a final
recommendation.
The part that Rose handles involves indicating how trips are
to be billed and forwarding bills for payment. I could easily
handle this but still believe that these matters should stay
with Rose.
RECOMMENDATION:
That you sign the attached memo to Rose (Tab B) requesting
a policy change but leaving the project in her hands completely.
