Committee on key 1970 House races.
II. BACKGROUND
A. The lineup of the House is presently 245
Democrats, 186 Republicans and 4 vacancies.
One vacancy is the 6th District of Illinois
(Ronan's seat), two are the 24th and 35th of
California (Lipscomb and Utt), and the other
is the 6th District of New Jersey (Cahill).
Attachment "A" is a map prepared by the NAM
showing the distribution of House seats by
parties as of December 1969 with a listing
of all House Members on the back.
B. This is our first meeting with Bob Wilson and

Following are my thoughts on the questions raised in Bob
Haldeman's recent memorandum.
I.
Analysis of the President's Election Efforts
The schedule of Presidential participation was particu-
larly good as the President was able to cover a great
deal of ground without appearing to devote a signifi-
cantly lesser amount of time to governing.
Considering the odds, there is no question in my mind
that the President's participation was the major factor
in the GOP winning any seats in the Senate and holding
losses in the House to a minimum. Gubernatorial races
were not a part of the plan and therefore not a factor
for evaluation.
We appear through the public media to have done poorly
because either we got prematurely carried away (Sept.)
with favorable public predictions or the press set us
up. (We made this possible because of a high degree
of campaign activity).
I view the total campaign as an off-year return to the
center. Hence, wins in the Northeast, losses in the
Senate and West.

We ran a negative campaign - against Democrats, not for
Republicans and I frankly think not for the President.
Therefore, where we could credibly paint our opposition
as a "radic-lib" or bad guy - we won. Where we couldn't
we lost. Our success wasn't based on short-term communi-
cations ability, but rather rested with the opposition
candidate himself. If overtime he had built the kind of
record we were claiming for him, the public believed us
and recognized it was time for a change. (Gore, Tydings,
Goodell) Where we tried to paint the opposition as
something the public couldn't credibly perceive we lost.

I've asked that the President autograph a picture
of the President's residence in San Clemente for
Tom's uncle and it will be sent to you under separate
