Mr. Finn is a Staff Assistant to the President who reports directly to Mr. Edward L. Morgan on my staff, and does some work for Pay Moynihan, Counsellor to the President. Mr. Finn did a great deal of staff work on both of the President's Education Messages and has made valuable contributions in the field of education policy generally. We have found Mr. Finn extrem intelligent, witty, and personable. He follows through on everything assigned to him. His writing is excellent.
