Mr. Chapin:

Mr. Travis Beeson called again today
and I told him it was definitely impossible
for him to see the President this week, next
week or the week after that. I infor med him
of our juggling appointments which were
scheduled prior to the ABM decision and for
that reason the rest of the President's time
for the next few weeks was completely booked.
Mr. Beeson replied, "I wonder if the
President would like me to tell' '2 million
people that it is impossible for him (Mr. Beeson)
to see him after being his State Chairman in
Arkansas. "
He has received calls from a number of
leading Democrats and he could very easily
listen to them.
He has talked with all of the people
mentioned on my previous note to you and
he veels that at this point it seems the President
is the only one who could handle the problem.
He wonders if he should just come and
sit here until the President sees him.

MR. Chapin:
Regarding Travis Beeson, I talked with
Judy Cole in John Sears' office. Mr. Sears
has seen Mr. Beeson as has Harry Dent,
Harry Flemming AND the Attorney General!! !
Judy stated the Atorney General had to talk
with him for 45 minutes and finally told
Mr. Beeson he had an appointment in order
to get him out of the Attorney General's office.
Once Mr. Beeson gets in the White House,
or the EOB, he calls everyone and goes to
see everyone.
Shall I call him next week and tell him
definitely that an appointment with the
President is impossible. I will do my best
to end his calling right there, but if he has
talked with all of the above, he may not
take a "no" from me.

We have a patronage squabble in Arkansas. It features Governor
Rockefeller, Congressman Hammerschmidt, the State Chairman, and
the State Executive Committee versus the Nixon man at the
convention, Travis Beeson. Beeson is dissatisfied and wants
to get to the President. LaRue and Sears say we must go with
Rockefeller. The Attorney General is concerned about our need
to be loyal to those who were loyal to us. There is no middle
ground here, so as a practical matter it appears we have to go
with the Governor.
Thus, you should not let Beeson trouble the President with
this problem.
I have proposed that we try to find a .job for Beeson. We are
trying to see if anything can be done, but it looks bleak.
