Resolutions (Platform) Committee Hearings
The Resolutions Committee is comprised of 54 delegations from the
states and trust territories. There are two members of each delegation.
The full Committee is thus comprised of 108 members. Congressman
Rhodes is Chairman of the Committee. The schedule of Committee
hearings is attached. This is the same schedule that was provided
you previously.
At the present time, it is planned that the full Committee will hear 14
to 20 witnesses. Each witness will be given approximately 30 minutes.
Subcommittees of the full Committee will hear some 200 witnesses.
At present, planners are discussing the timing of the Committee hear-
ings, It is proposed that the full Committee hold its hearings in the
morning, so that the news media - particularly television - will focus
on them. The Subcommittee hearings - where most of the protests
will take place - are scheduled for the afternoon, too late for network
television that day.
Chapin is the one encouraging discussion of the hearings - technique,
witnesses, issues, etc. As I noted in a previous memo, there was so me
discussion of the hearings in last Friday's Planning Meeting. Dwight
would welcome your suggestions.
Most present felt that there should be some conflict at the hearings,
and that it was a bad idea to try and muffle protest or opposition to
the President's programs by scheduling all the Subcommittee meetings
for the afternoon. Safire, in particular, feels that we will be roundly
criticized by the media if we attempt this ploy.

According to Chapin, some consideration is being given to having the
President open the Platform Hearings. He wouldn't participate in any
Q. & A.'s with the full Committee. Rather, he would deliver a brief
"inspirational" message to the full Committee. Dwight proposes that
if he does this, it be on a special trip to Miami. He does not think
that the President ought to do it coming or going from Key Biscayne.
Ed Harper and Ken Cole are handling White House input to the Platform
Hearings. They are continuing their analysis of the Democrat's Platform
and assisting Administration witnesses in preparing testimony. Harper
will be happy to feed the analysis to us, on an issue by issue basis, as
we need it.

Platform - Strategy
In my previous memorandum on the Platform Committee, I indicated the
discussion going on at present regards how the hearings should be handled.
This discussion continued at the Planning Meeting today (7/19).
Control:
Congressman Rhodes is Chairman of the Platform Committee. We are
hopeful that the other 108 members of the Committee will be our friends.
There are sure to be a few renegades, but no one is too concerned about
them.
Cole and Harper are in charge of issues, witnesses and any other input
from the White House. Cole indicated that we are all squared away as
to what our position is - on any issue.
Rhodes, by telephone today, indicated to Ehrlichman that he did not like
the list of witnesses that the White House proposed. He considers it too
bland. This prompted a discussion at the Planning Meeting of the overall
strategy for the Platform Hearings.
Chapin bowed out on this one. He indicated that the Domestic Council is
to call the shots here. He suggested, though, that the final strategy for
the hearings be run by the President.
The basic question to be decided is how much of an uproar to permit at
the hearings. How much of a controversy do we want? How many protest
groups do we want to appear before the Committee or Subcommittee?

There is a wide split on this question. The Domestic Council goes along
with Rhodes' present schedule of having the main Committee meetings from
9:30 a.m. to 12:30 p.m., with the Subcommittee meetings in the afternoon.
Most of the protest groups would appear before the Subcommittees. Cole
feels that there should be as little protest, as little controversy as possible.
He would like to see a very bland hearings process.
Scali, Moore and others feel very definitely that we have to permit somewhat
of a show before the Committee and Subcommittees buy the protest groups.
They argue that after all we are the party of the Open Door.
Scali feels strongly that the networks will bend over backwards to give
balanced coverage to the Platform Hearings. He says that the Hearings
will set the tone for the whole Convention, and urges strongly that we not
close the door to everyone but our friends. He thinks that will poison the
press - for the entire Convention. No decision was made at the meeting
on a strategy for the Hearings. Ehrlichman promised to get together with
Rhodes. I'm sure the topic will come again on Friday. I'd like to sit down
and discuss it with you before then.
