PURPOSE: To recognize Dick Scaife's financial contributions and encourage him to continue to give to Republican candidates and other good causes. II. PARTICIPANTS: The President Mr. Richard Scaife Rep. Jerry Ford (R-Mich) Rep. Jack Marsh (D-Va) Staff: Bill Timmons III. BACKGROUND: Jerry Ford requested the meeting which was initially turned down. Ford appealed personally to the President and an agreement was given to schedule the meeting before the elections. Scaife is an heir to the Mellon fortune and contri- buted heavily to the Nixon-Agnew campaign in 1968. (In the neighborhood of $250,000 from the family.) He has given about $100,000 to GOP candidates this year. Scaife also has been channelling Mellon foundation money into conservative non-profit, tax exempt research organizations and institutions. Rep. Jack Marsh is a conservative Democrat from Virginia. He is not running for re-election and will soon open a Washington, D.C. law office. Presumably, he will represent Scaife and the "non-political" research aspect of the Mellon fortune. 2 IV. TALKING POINTS: 1. Express your appreciation for Scaife's many contributions to worthwhile causes and candidates. 2. Ask which non-profit institutions Scaife is funding and the specific research programs that are being undertaken. 3. PURPOSE To launch Cramer's general election campaign and seek unity with Kirk. II. BACKGROUND, PARTICIPANTS, AND PRESS PLAN A. Background: Cramer won 2-1 over Carswell and will launch his general election campaign Thursday. He is very cocky. He has agreed to personally leave Kirk alone in the primary runoff September 29, but his forces are out to beat Kirk. Cramer feels he has Kirk on the ropes and wants to see him defeated. Len Hall is making Florida unity his first priority. (Cramer's pollster sees a close race with Bryant.) B. Participants: Cramer, Morton, Allison, and Dent. Morton and Allison are needed to help convince Cramer to stay out of the Kirk battle. C. Press Plan: Zeigler's office has been alerted to have full press coverage, especially Florida papers and photographers. Ollie Atkins will also take pictures, as will the Senatorial Campaign Committee for the usual film footage. III. ACTION SEQUENCE Cramer meets the President in the Roosevelt Room. The press comes in for pictures. The meeting is next, and then the silent film footage is taken in the Oval Office. IV. RECOMMENDED TALKING POINTS A. How can we get unity in Florida to win. (It is essential that Kirk win the runoff or he and his forces will undermine Cramer. At least there must be no anti-Kirk or anti-Eckerd stuff in the runoff.) B. What can we do to help? Speakers, projects, etc. ? (Cramer should be offered full help, including the Vice President.) Daram S. Det Harry S. Dent NOTE: The third man in Kirk's race, Sen. Bafalis, endorsed Kirk last night, making Kirk's survival more likely. LItem N-4] THE WHITE HOUSE WASHINGTON 4. 30 MEMORANDUM FOR: THE PRESIDENT SUBJECT: Meeting with Governor Bill Cahill I. PURPOSE To get Cahill moving to elect Gross in New Jersey. II. BACKGROUND, PARTICIPANTS, AND PRESS PLAN A. Background: Cahill in effect nominated Nelson Gross for the U. S. Senate. Gross is not a good candidate. Many party people are lukewarm. Case is doing nothing but posing for pictures. Joe Job could take away enough votes to make the difference. Cahill needs to go all out, and he says he will in the last 6 weeks. Len Hall is to take on the Joe Job assignment. B. Participants: Governor Cahill and Dent. C.
