Culpepper Reaction Plan
Attached is a copy of Operation Plan 1-71 (Culpepper Reaction
Plan) issued by the Marine Corps Development and Education
Command at Qantico. This plan supports the Federal Reserve
Plan providing security for the Communications and Records
Center of the Federal Reserve Bank of Richmond located at
Culpepper, Virginia, which is already on file in the Situation
Room, and should be filed with it.
As you may recall, the basic plan was filed in the Situation
Room because, in the event of a criminal attack on the facility,
the Governor of Virginia is authorized to request of the President
the deployment of federal troops to protect the large amount of
currency stored there. Additional copies of both the basic plan
and Operation Plan 1-71 are on file in my office.

SUBJECT: Federal Reserve Plan for Defense of the
Federal Reserve System Facility at
Culpeper, Virginia
When Mr. Baird of my staff visited you on
September 29, 1970, he left copies of the
Federal Reserve Plan for Defense of the Culpeper
Facility. I understand that you retained one
copy of the plan on file in your office and that,
in accordance with your instructions, a copy is
on file in the White House Situation Room.
On March 26, 1971, the Marine Corps Development
and Education Command at Quantico issued Operation
Plan 1-71 (Culpeper Reaction Plan) which is a sup-
porting plan to the Federal REserve Plan mentioned
above. Two copies of Operation Plan 1-71 are en-
closed, and I suggest you may wish to file one copy
with the basic plan in your possession and have
the other copy filed in the Situation Room.

1. SITUATION. Due to the large amount of Emergency Funds stored there,
the Culpeper Facility of the Federal Reserve Bank of Richmond requires
a comprehensive plan for defense against criminal attack. It is antici-
pated in the preparation of this plan that local and state law enforce-
ment agencies may require and request augmentation from the Federal govern-
ment should a large-scale criminal attack against the Facility occur.
Reference (a) tasks this Command to be prepared to provide this augmenta-
tion in the form of a Federal military support force to be known locally
as the Culpeper Reaction Force. This operation plan is prepared to facil-
itate accomplishment of the missions assigned this Command by reference (a).
a. Criminal Forces. As identified by local and/or state law enforce-
ment agencies.
b. Friendly Forces
(1) Culpeper Facility Guard Force attempts to repel initial attack
and implements alert procedures.
(2) Culpeper County Sheriff's Office deploys available law enforce-
ment personnel to the Facility and attempts to control the situation.
(3) Division 2 of the Virginia State Police, located four miles east
of Culpeper on Highway #29, provides and controls state police forces in re-
sponse to the situation and issues advisory alerts to state headquarters of the
Virginia State Police and Commanding General, Marine Corps Development and
Education Command as the situation dictates.

(4) Virginia National Guard reacts to the situation on order
of the Governor of Virginia.
C. Attachments and Detachments. None.
d. Assumptions
(1) That the order to employ the Culpeper Reaction Force will
authorize reasonable use of force as necessary to assist state and
local law enforcement officials in curtailing described criminal
activities and in bringing into custody of state and/or local law
enforcement officials the persons who perpetrated those activities.
(2) That employment of the Culpeper Reaction Force will be
of short duration and will be terminated at the earliest practical
time that it can be replaced by state controlled forces.
2. MISSION. When directed, Marine Corps Development and Education
Command employs a reinforced rifle platoon, by surface or helicopter,
to the vicinity of Culpeper to assist and augment local and state
authorities in reacting to a criminal attack launched against the
Federal Reserve Bank Facility at Culpeper, Virginia.
3. EXECUTION
a. Concept of Operations
(1) Commanding General, Marine Corps Development and Education
Command will receive initial notification of possible employment of the
Culpeper Reaction Force from the Commanding Officer, Division 2 of the
Virginia State Police. Upon receipt of this notification, Commanding
General, Marine Corps Development and Education Command will order
Commanding General, Marine Corps Base to dispatch the Marine Corps
Liaison Officer to Headquarters, Division 2 of the Virginia State
Police and cause the Culpeper Reaction Force and supporting units to
be alerted for possible employment. See Annex A (Instructions for
the Marine Corps Liaison Officer) and Annex B (Alert Procedures).
(2) Upon receipt of the order from the Marine Corps Command
Center to execute reference (a), Commanding General, Marine Corps
Development and Education Command will order Commanding General,
Marine Corps Base to dispatch the Culpeper Reaction Force by either
surface or helicopter means to the vicinity of Culpeper, Virginia
to augment and assist civil authorities in curtailing criminal
activities directed against the Culpeper Federal Reserve Bank
Facility. See Annex C (Assembly Areas and Landing Zones)

(3) Upon termination of operations in the Culpeper area, the
Culpeper Reaction Force and accompanying elements of supporting units will
return to Marine Corps Development and Education Command and revert to
operational control of the parent commands.
b. Commanding General, Marine Corps Base. On order, dispatch one
field grade officer to the vicinity of Culpeper to act as Marine Corps
Liaison Officer (Annex A). This officer is designated by billet as the
Assistant G-3.
C. Schools Demonstration Troops
(1) Be prepared to employ a rifle platoon reinforced with a 106mm
RR squad, an assault squad, a machine gun squad. and a demolition team (with
four satchel charges) in the defense of the Culpeper Federal Reserve Bank
Facility at Culpeper Virginia within three hours of receipt of notification
of possible employment.
(2) Prepare plans for the movement of the Culpeper Reaction Force to
the vicinity of the Federal Reserve Bank Facility by truck convoy or helicopter
or a combination of both.
(3) On order, direct the Commander, Culpeper Reaction Force to execute
a designated movement plan and report for operational control to the Marine
Corps Liaison Officer for operations in the Culpeper area.
d. Marine Corps Air Station
(1) Be prepared to provide a detachment capable of transporting the
Culpeper Reaction Force by helicopter to the vicinity of the Culpeper Federal
Reserve Facility within three hours of receipt of notification of possible
employment of the Force.
(2) On order, direct the Officer in Charge of the Detachment to op-
erate in direct support of the Culpeper Reaction Force for movement to the
Culpeper area and under operational control of the Marine Corps Liaison
Officer for further operations.
(3) Be prepared to provide a helicopter for medical evacuation if
the Culpeper Reaction Force deploys by motorized convoy.
e. Marine Corps Base, Quantico Motor Transport Section
(1) Be prepared to provide a detachment capable of transporting the
Culpeper Reaction Force by motor vehicle to the vicinity of the Culpeper
Federal Reserve Bank Facility within three hours of receipt of notification
of possible employment of the Force.
(2) On order, direct the Officer in Charge of the Detachment to op-
erate in direct support of the Culpeper Reaction Force for movement to the
Culpeper area and under operational control of the Marine Corps Liaison Officer
for further operations.
f. Coordinating Instructions

(1) No unit is required to maintain forces or supporting
elements in an alert status until notification of possible employment
of the Culpeper Reaction Force is received.
(2) See Annex A (Instructions for the Marine Corps Liaison
Officer).
(3) See Annex B (Alert Procedures).
(4) The initial movement of the Culpeper Reaction Force from the
Marine Corps Development and Education Command will be to one of the as-
sembly areas or landing zones depicted in Annex C (Assembly Areas and
Landing Zones).
(5) The name and location of the Marine Corps Liaison Officer
will be furnished the Force prior to its departure from the Marine Corps
Development and Education Command.
(6) Spot reports will be submitted by the Culpeper Reaction
Force to the Marine Corps Liaison Officer on each occasion of other
than routine activity when the Force is operating under his control.
(7) All personnel participating in the execution of this Plan
will be guided in the application of force by the contents of reference
(b).
(8) Direct liaison between units is authorized for planning
and execution.
4. ADMINISTRATION AND LOGISTICS
a. General. The Culpeper Reaction Force will deploy equipped to
engage in combat for a period of one day.
b. Material and Services
(1) Supply. The Culpeper Reaction Force and supporting detachments
will deploy with the following supplies:
(a) Class I - One day.
(b) Class II - Minimum essential.
(c) Class III - Vehicles topped off plus one five gallon can
per vehicle.
(a) Class IV - Minimum essential.
(e) Class V - Basic allowance (to be drawn from GARDEN PLOT
protected stock).
(2) Transportation. Transportation for the Culpeper Reaction
Force will be provided by Detachment, Marine Corps Air Station and/or
Detachment, Marine Corps Base, Quantico Motor Transport Section.

C.
Medical
(1) Commanding Officer, Headquarters Battalion will provide three
Corpsmen to the Culpeper Reaction Platoon within three hours of receipt of
notification of possible employment of the Force.
(2) Casualties will be evacuated by the most expeditious means
available as determined by the Marine Corps Liaison Officer to one of the
following locations:
(a) Culpeper Memorial Hospital (located south of Culpeper
on Laurel Street off U. S. Route #29).
(b) Mary Washington Hospital (located at 2301 Washington
Avenue off U. S. Route #1 Bypass in Fredericksburg, Virginia).
(c) U. S. Naval Hospital, Quantico, Virginia.
d. Personnel
(1) The Culpeper Reaction Force will deploy at T/O strength.
(2) Personnel assigned to GARDEN PLOT forces may be assigned
to and employed with the Culpeper Reaction Force when GARDEN PLOT forces
are not employed and no CIDCON alert is in effect.
(3) All casualties occurring in the execution of this plan will
be reported to the Marine Corps Liaison Officer, who in turn, will sub-
mit casualty reports to Commanding General, Marine Corps Development and
Education Command as specified in Annex A.
e. Civil-Military Cooperation
(1) The Culpeper Reaction Force, under the operational control
of the Marine Corps Liaison Officer, will operate in coordination and
cooperation with local and state law enforcement officials as well as
Department of Justice representatives.
(2) No public announcement of the implementation of this plan
will be made. All inquiries will be directed to the Department of
Justice (Interdivision Information Unit).
f. Miscellaneous
(1) Should the Culpeper Reaction Force or any portion thereof
deploy from the Marine Corps Development and Education Command by motor
vehicle, Military Police escort for the convoy will be provided by the
Provost Marshal.
(2) No special allowance or funding is authorized in support
of this plan.

(3) Ammunition issued to the Culpeper Reaction Force will re-
main encased while the Force is enroute to the vicinity of Culpeper. No
weapons will be loaded until the specific order to do so has been re-
ceived from the Marine Corps Liaison Officer.
5. COMMAND AND SIGNAL
a. Communications - Electronics
(1) Initial notification of possible employment of the Culpeper
Reaction Force will normally be received by the Assistant Chief of Staff,
G-3 (or MCDEC Staff Duty Officer) by telephone call from Headquarters,
Division 2 of the Virginia State Police.
(2) Effective immediately, the Provost Marshal will continuously
monitor the radio net of Division 2 of the Virginia State Police as an
alternate means of receiving initial notification of possible employment
of the Culpeper Reaction Force.
(3) Immediately upon receipt of notification of possible employ-
ment of the Culpeper Reaction Force, Commanding Officer, Schools Demonstra-
tion Troops will provide the Assistant Chief of Staff, G-3 with the fol-
lowing items of communications equipment with operators:
(a) One AN/MRC-87 (For MCLO)
(b) One AN/MRC-109 (For MCLO)
(c) One AN/PRC-25 (For MCLO)
(d) One AN/TSC-15 (For ACofS, G-3)
(4) Communications between Commanding General, Marine Corps
Development and Education Command and the Marine Corps Liaison Officer
will be maintained over the Culpeper Reaction Command Net.
(5) Communications internal to the Culpeper Reaction Force will
be maintained over the Force Internal Net. Communications between the
Marine Corps Liaison Officer and the Culpeper Reaction Force Commander
will also be maintained over this net.
(6) In addition to those radios required to establish the Force
Internal Net, the Culpeper Reaction Force will deploy with communications
equipment necessary to establish four stations capable of monitoring the
radio net of Division 2 of the Virginia State Police.
(7) Radio frequencies and voice call signs are contained in
Annex D. The Marine Corps Base Communication-Electronics Officer will
provide changes to the Assistant Chief of Staff, G-3 as required.
b. Command Posts
(1) The Marine Corps Development and Education Command Command
Post will be located at Lejeune Hall, Building #3250, Marine Corps Base,
Quantico, Virginia.

(2) The Marine Corps Liaison Officer will report the location of
his Command Post as established.
(3) The Culpeper Facility Guard Force Command Post is located
two miles southeast of Culpeper in the vicinity of Mount Pony, grid
coordinates 403587 reference (c). Telephone 825-1261.
(4) The Culpeper County Sheriff's Office Command Post is located
at 132 West Davis Street in Culpeper, Virginia. Telephone 825-1232.
(5) The Command Post of Division 2 of the Virginia State Police
is located four miles east of Culpeper on Highway #29. Telephone 825-8315.
(6) The Virginia National Guard Command Post is located in the
9th Street Office Building in Richmond, Virginia. Telephone 770-2403
(Operations and Training).
C. Command Relations
(1) The Marine Corps Liaison Officer will assume operational con-
trol of the Culpeper Reaction Force and supporting detachments upon their
arrival at the assembly area designated by the Marine Corps Liaison Officer.
(2) Upon return of the Force and supporting detachments to Marine
Corps Base, Quantico, Virginia, they will revert to the operational control
of parent commands.

Annex A (Instructions for the Marine Corps Liaison Officer) to MCDEC
OPLAN 1-71 (CULPEPER REACTION PLAN)
1. Purpose. This Annex delineates the general and specific duties
and responsibilities of the Marine Corps Liaison Officer in execution
of the basic plan.
2. General. The Marine Corps Liaison Officer will act as the senior
Department of Defense representative present in the Culpeper area. As
such, he will be responsible for the following:

a. Establishing liaison with all civil law enforcement agencies
operating in defense of the Culpeper Facility including the Department
of Justice.
b. Exercising operational control of the Culpeper Reaction Force
and supporting detachments upon their departure from Marine Corps Base,
Quantico, Virginia.
C.
Employing the Culpeper Reaction Force in cooperation and co-
ordination with civil authorities against criminal elements threatening
the security of the Culpeper Federal Reserve Bank Facility.
d. Terminating the employment of the Force when it is determined
that assistance from Federal forces is no longer required.
3. Specific Duties and Responsibilities. On order, the Marine Corps
Liaison Officer will proceed to Headquarters, Division 2 of the Virginia
State Police and accomplish the following tasks:
a. Maintain communications with Commanding General, Marine Corps
Development and Education Command via the Culpeper Reaction Command Net.
b. Establish and maintain liaison with Commanding Officer, Divi-
sion 2 of the Virginia State Police.
c. Notify the Department of Justice (Inter-Divisional Information
Unit, Area Code 202, REpublic 7-8200, extension 2364/2365) that he has
arrived in the Culpeper area and liaison has been established.
d. Monitor the situation and notify the Department of Justice when
it is ascertained that the Governor of Virginia is considering requesting
Federal military support from the President of the United States. The
Marine Corps Liaison Officer may be asked by a representative of the
Department of Justice to express an opinion as to whether the employment

of Federal forces is justified. No predetermined criteria has been
established upon which this opinion should be based. The opinion should
be drawn from a logical estimate of the situation.
e. Notify Commanding General, Marine Corps Development and Education
Command of the intention of the Governor to request Federal military support.
f. When directed, assume and exercise operational control of the
Culpeper Reaction Force and supporting detachments to include the following:
(1) Assignment of missions to the Force and supporting de-
tachments.
(2) Issuance of instruction regarding the application of deadly
force. Instructions issued will be based on guidance received (see As-
sumption 1) and the contents of reference (b) to the basic plan.
(3) Coordination of activities of the Force with local and state
law enforcement officials.
(4) Termination of employment of the Force when advised by state
law enforcement officials that it is no longer required.
g. Submit Situation Reports to Commanding General, Marine Corps
Development and Education Command every four hours in the format pre-
scribed in Appendix 1.
h. Submit Casualty Reports to Commanding General, Marine Corps
Development and Education Command as casualties occur. Include infor-
mation as follows:
(1) Death Reports
(a) Grade, full name, service number, military occupational
specialty and branch of service.
(b) Parent unit.
(c) Duty status.
(d) Date and hour, place, cause and circumstances of death.
Give concise but ample explanation of the facts.
(e) Location and disposition of remains.
(f) Complete identifying data on other personnel injured in
the same incident.
(2) Reports of Injuries
(a) Grade, full name, service number and branch of service.
(b) Parent unit.

tation. Describe parts of the body affected.

Annex B (Alert Procedures) to MCDEC OPLAN 1-71 (CULPEPER REACTION PLAN)
1. Purpose. This Annex describes the alerting procedures to be followed
upon receipt of initial notification of possible employment of the
Culpeper Reaction Force.
2. Assistant Chief of Staff, G-3. During working hours, the Assistant
Chief of Staff, G-3 will normally receive initial notification of pos-
sible employment of the Culpeper Reaction Force by telephone call from
the Commanding Officer, Division 2 of the Virginia State Police. Upon
receipt of such notification, the Assistant Chief of Staff, G-3 will
take the action necessary to verify the call and alert appropriate
commanders and staff officers.
3. Marine Corps Development and Education Command Staff Duty Officer.
During other than normal working hours, the Marine Corps Development and
Education Command Staff Duty Officer will receive the first notification
that a situation has occurred which might require the employment of the
Culpeper Reaction Force. This notification will normally be received
by telephone from Division 2 of the Virginia State Police. Upon
receipt of such notification, the Staff Duty Officer will accomplish
the following:
a. Immediately verify the notification by calling Division 2 of
the Virginia State Police (Telephone 825-8315) regardless of the source
of notification. If the notification is verified, continue with sub-
paragraph b below. If the notification cannot be verified, contact
one of the following officers: Assistant Chief of Staff, G-3, Assistant

Annex A (Operations) of Federal Reserve Plañ for Defense
of Culpepper, Virginia Facility

1. Reference (a) tasks this Command to be prepared to react to a criminal
attack against the Federal Reserve Bank Facility at Culpepper, Virginia by
providing a liaison officer and a reinforced rifle platoon to assist and
augment local and state authorities.
2. You are directed to prepare plans to accomplish the missions assigned
in paragraph 3 of reference (a). You will execute these plans only when
the order to execute has been received from the Marine Corps Command
Center. In planning and execution, you will be governed by the pro-
visions of reference (a) and this letter.
3. The following guidance is applicable to the preparation of plans:
a. The plans will take the form of MCDEC OPLAN 2-70 (Culpepper
Reaction Plan).
b. Although you are authorized to utilize personnel and equipment
assigned to the MCDEC CD Battalion for planning and execution of the
Culpepper Reaction Plan, you must be prepared to reconstitute these as-
sets should employment of GARDEN PLOT forces be directed.
4. In execution of the Culpepper Reaction Plan, the following guidance
is applicable:
a. When employed, the Culpepper Reaction Force will operate under
the operational control of the Marine Corps Liaison Officer.
b. As the senior DOD representative, the Marine Corps Liaison
Officer will be responsible for the issuance of instructions pertaining
to the use of force by Marines. All missions assigned to the Culpepper
Reaction Force by the Marine Corps Liaison Officer will be accompanied
by instructions which restrict or authorize the use of deadly force as

appropriate. Only that amount of physical force necessary to accom-
plish assigned tasks will be authorized. The following extract from
reference (b) should be used as a guide when authorizing the use of
force:
"Deadly force (taking a life or inflicting grievous bodily
harm) is authorized only as a last resort when all lesser means
have failed or cannot reasonably be employed. The use of deadly
force should normally be limited to those instances where reasonably
necessary in self-defense (when in imminent danger of death or
grievous bodily harm) or defense of another person similarly
endangered, in preventing the commission of a serious offènse in-
volving violence and threatening death or serious bodily harm
(such as armed robbery, aggravated assault or rape) or in pre-
venting serious damage to vital Government property. "
C. Should it become necessary to authorize the use of deadly force,
the Marine Corps Liaison Officer will determine whether the employment
of fire power will be selective or massive in nature. The type of
fire to be utilized will be specified in as much detail as possible
in his instructions to the Force.
d. It is imperative that all members of the Culpepper Reaction
Force thoroughly understand that they are authorized to use deadly
force when confronted with a clear and imminent danger to human life.
They must possess, however, an equally thorough understanding of the
principle that only the minimum force necessary to accomplish the
mission will be used.
e. The fire power of the Culpepper Reaction Force may be used to
reinforce that of civil authorities on the scene. When such is the
case, Marines will not initiate the firing. They will fire only
after shooting has begun or in self-defense.
f. Marines employed as members of the Culpepper Reaction Force
will not possess authority to place in arrest or apprehend civilians.
However, they will be authorized to detain valid suspects until civil
authorities arrive on the scene.
g. Ammunition issued to the Culpepper Reaction Force will remain
encased while the Force is enroute to the vicinity of Culpepper. No
weapons will be loaded until the specific order to do SO has been
received from the Marine Corps Liaison Officer.

MEMORANDUM FOR DAVE McMANUS
Attached is a reaction plan for the deployment of Federal forces in
support of local authorities designated to protect the Communications
and Records Center of the Federal Reserve Bank of Richmond located
at Culpeper, Virginia.
In the event of an emergency, the Governor of Virginia is authorized
to request of the President the deployment of Federal troops. I believe
it would be appropriate to keep a copy of this plan on file in the Situation
Room. An additional copy is on file in the Office of the Counsel to the
President.
