On March 27, Chief Lawrence Quimby of the Executive Protective Service
will be honored at a luncheon prior to his retirement. It will be
held in the Monroe Room of the Washington-Hilton Hotel at 11:30 a.m.
You are cordially invited to join his many friends and associates in
the White House and the various Police Forces in the area to honor
this able police Chief who has served well and faithfully in the
Washington area.
Please indicate your possible attendance to the Executive Protective
Service in Room 89 in the EOB. Will you also kindly include a check
in the amount of $7.50 to the order of the EPS Retirement Fund.
We know that you will want to join us in honoring Chief Quimby prior
to his leaving us on March 31.

Attached herewith is a letter from Senator Jesse Helms
about a mutual friend of ours, Mr. A. J. Fletcher, at
Raleigh, North Carolina, who is to receive a significant
award in Raleigh on March 5.
I have known Mr. Fletcher for some twenty years. He is
truly a tremendous individual. He is president of the
Capitol Broadcasting Company. He has been a very strong
supporter of Richard Nixon, and before him of Dwight
Eisenhower. He supported Richard Nixon when he was
Vice President.
You will note in the letter from Jesse Helms that the
President's letter should be mailed, unfolded, to
Mr. John Fischer at the address given in Raleigh.
Your cooperation in this will be much appreciated.

Airport Parking
We need to work out some arrangements so that the
airports around the country provide facilities for
White House parking. You are probably aware of the
fact that, at least at Washington National Airport,
someone, probably the FAA, makes space available for
Congressmen. This should be changed to include White
House as well, and expanded to include all major air-
ports in the country if possible.
I would make this request directly to the FAA, however,
after reading Shaffer's article last week in the STAR
I'm reluctant to send anything over for fear of reading
it the next day.
Please give me a call on this as soon as you receive
the memo.

Each person on the President's staff should be
specifically cautioned against making any comment
about Ron Ziegler's announcement this morning concerning
Vietnam or the negotiations.
Speculation, "background" comment, "White House mood",
etc. at this juncture cannot possibly help the progress of the
negotiations. The United States has agreed not to discuss
either the process or content of the negotiations at this
time. We are all bound by that undertaking.
Please immediately call each of your personnel to whom
this request should go, rather than making copies of this
note for circulation.

SUBJECT: Visit of ROC Vice President Yen - Request for Security
Vice President YEN Chia-kan will head the Republic of China's dele-
gation to the Memorial Service for former President Truman next
week. The Chinese Embassy has asked for appropriate security pro-
tection for their Vice-President while he is in the United States.
We strongly urge that this protection be provided. Yen is not only
the constitutional successor to the Presidency, but he was until
last May also the Premier. It will be recalled that in New York in
1968 there was an attempted assassination of Vice-Premier Chiang
Ching-kuo (now the Premier), and the books on that case are not yet
closed. In these circumstances it is most important to provide
Yen with adequate protection.
EA/ROC will assure that SY has the necessary information regarding
Yen's itinerary.
Your concurrence and appropriate forwarding of this request would
be appreciated.
We also request that Vice President Yen and Vice Foreign Minister
Tsai Wei-ping, who will be accompanying Yen, be designated as
"official guests" within the meaning of PL 92-539. Injury to Vice
President Yen or Vice Minister Tsai, or harassment, intimidation or

coercion, would adversely affect the foreign relations of the United
States.
