Subject: Safeguard Campaign
This Book #1 status report updates that of May 1 which Bob
Haldeman took with him to Key Biscayne Wednesday evening.
Jim Keogh was inadvertently excluded from the organization
chart last week, but is now shown as a member of the Support
Group (opposite). He will sit as a participating member of
both the Planning Committee (raising that membership total
to 19) and the Steering Committee (raising that membership
total to 6).
(My wife and children will be arriving from Canberra Saturday
afternoon - and although, with Bob Haldeman's "okay, " I will
not be working normal hours Monday-Wednesday, I will be
seeing to it that Safeguard campaign actions are reviewed
and coordinated by the Steering Committee
and that
reports due are timely submitted.)

Defense
1.
Jack Stempler, Sec Def's Assistant for Legislative Affairs,
appeared on the John Mafre WNBC-TV News program in
support of Safeguard (May 6).
2. On May 6, Dr. John Foster held press conference in the
Pentagon to provide the press with material in rebuttal of
the anti-Safeguard report issued by Sen. Kennedy.
3. Sec Laird and Gen McConnell testified before the House
Armed Services Committee in support of the FY 70 Budget;
May 6; placing particular emphasis on the national security
requirements which will be met with the Safeguard System.
4. Dr. John Foster had interview for UPI Audio with UPI
staffer Pye Chamberlane and Donald May re Safeguard.
5. Congressman Bolling filmed in Safeguard endorsement
interview with Mr. Fryklund of DoD. Interview to be
used on Kansas City Educational TV station.
6. Safeguard briefing given to Army Secretariat Alumni Confer-
ence at the Pentagon.
7. Cong. Hansen given numerous packets of Safeguard Informa-
tion for use in replying to constituents; Cong. Zablocki given
special Safeguard material for use in speech in Milwaukee;
and many other Congressmen given such assistance in their
own area campaigns to gain support of the President's deci-
sion.
8. Commander Doyle of the American Legion sent excellent pro-
Safeguard letters to all Dept. Commanders and Adjutants
urging prompt action. These same Dept. Commanders and
Adjutants were sent sample speeches as well.
9. Every week the American Legion News Service is releasing
to all news media statements supporting the President's
Safeguard decision.
10. The Air Force Assn. (over 100, 000 strong) passed a resolu-
tion at its Houston Convention supporting the President's
Safeguard decision.

The American Security Council printed its study on "The ABM
and the Changed Strategic Balance. " Over fifteen thousand
copies were sent out -- including one to every member of
Congress and one to every daily U.S. newspaper.
12. Numerous very favorable articles published in reserve officer
organization magazines as well as Army, Navy, Air Force and
Marine Corps magazines.
13. Reserve Officers Assn. passed a resolution at National Confer-
ence in support of Safeguard; sent same to all members of
Congress.
14. The Navy League sent copies of excellent ARMY magazine
article on Safeguard (plus fact sheets and montages) to all
Navy League members nationwide.
15. VFW approved support of Safeguard and asked all posts
to work diligently on private sector groups in order to gain
maximum citizen backing.

1. Deputy Postmaster General Ted Klassen plugged the Safe-
guard effectively at National Chamber of Commerce Meeting.
2. Sec Finch encouraged support of Safeguard in talk to Rocky
Mountain political leaders in Denver (Apr 30).
3. Sec Shultz spoke at meeting of the B'Nai B'rith in New
York City on April 30th. Mentioned wisdom of the
President's Safeguard decision.
4. Deputy Postmaster General Ted Klassen plugged Safeguard
at National Direct Mail Assn. meeting in Chicago.
Political
1. Friends of Congressman Rivers contacted by Dent have
encouraged him (Rivers) to move first in the House.

Sears called 25-30 State Chairmen and encouraged them to
mount a strenuous letter-writing campaign to Capitol Hill.
3. Rivers, Thurmond, Hollings and Watson were all much
impressed with their VIP treatment during the President's
visit to South Carolina. They were particularly impressed
with the discussion on Safeguard and the undermining
processes that are attacking our military establishment.
4. Dent has been in close contact with Clark Mollenhoff, who
is assisting on ABM with writings and advice. This advice
is being passed on to BeLieu.
5. Dent contacted former Governor Kennon of Louisiana to
urge reversal of Sen. Ellender's position
or a walk
for Ellender. Kennon wanted a favor done, so this was
asked in return. Kennon has already made contact.
Will follow-up on results.
6. Dent convinced Southern newsmen who cover several of
the Southern states to push Safeguard and military pre-
paredness in their Sunday columns.
7. Dent addressed S. C. GOP Executive Committee and
other leaders last weekend stressing Safeguard and
military preparedness, including generation of mail
to other U. S. Senators.
8. Dent recommended strongly the immediate utilization
of J. Fred Buzhardt, Jr., to assist BeLieu on a tempo-
rary loan basis from DoD. Dent also recommended some
utilization of Tony Jurich in the Treasury Department.
Both of these men are experts on Safeguard, especially
Buzhardt, who has worked on the Senate Armed Services
Committee and who has the full confidence of many
Senators, especially Russell and Stennis.

1. Vice President Agnew's pro-Safeguard comments received
excellent news coverage in all areas he visited during the
past week.

2. Under Secretary of the Treasury Walker received excellent
news coverage in Houston when he supported the President's
Safeguard decision in a May 5 address to The Texas Banker's
Assn.

Senator Jackson did an outstanding job in presenting the
Administration's position re Safeguard on Metromedia's
Evans and Novak Report.
4. Karl Byoir and Associates distributed to key business
leaders nationwide the Congressional Record Reprint of
the pro-Safeguard remarks by Professor Eugene Wigner,
Nobel Laureate of Princeton University.
5. Assurances of further editorial support received as result
of telephone calls to Vermont, New Hampshire, Delaware,
California, Kentucky and Ohio.
6. Herb Klein held press conference May 9 in San Diego,
California. Major emphasis was on the need for Safeguard
and the wisdom of the President's decision re the modified
program.

Secretary of Treasury Kennedy gave support to Safeguard
in the course of his remarks May 7 at the Savings Bond
Rally at the Pentagon. Sec Kennedy also spoke for Safe-
guard at a private Brookings Institution meeting.

Tenneco Inc. management meeting, Williamsburg, Va., will hit
hard on Safeguard.
2. Civilian Aides to the Secretary of the Army is a group of prominent
citizens representing all regions and areas of the country. They
are dedicated to working in behalf of the Secretary of the Army on
key issues. This group will hold a conference at West Point, New
York, May 11-13. During the conference Sec Army Stanley Resor
and senior Army staff members will brief the Civilian Aides on
Safeguard and encourage the immediate organization of pro-Safeguard
activities and committees within their locales.
3. Gen Starbird will make a presentation on Safeguard at the Civilian
Aides Conference at West Point, May 11-13.

Systems, DDR&E, will brief the Acorn Club in the office
of Cong. Kyl of Iowa. (Approximately 20 Republican mem-
bers of the House to be in attendance.)
3. General Starbird will make another presentation on Safe-
guard at the Civilian Aides Conference at West Point.
4. Dr. John Foster, DDR&E, to address Aviation/Space
Writers Assn. annual meeting, Dayton, Ohio. He will
come out strong on Safeguard. 350 newsmen and public
affairs officers from all states will be in attendance.

5. Lt General W. B. Kieffer, USAF, will address luncheon
for distinguished civic leaders, Westover Air Force Base,

Chief of Staff for Personnel, Randolph Air Force Base,
Texas will address Red Cross National Convention,
Atlanta, Georgia. He will give a strong pitch for the

6. General Reeves, USAF, Commander in Chief of the North
