MEMORANDUM High Priority THE WHITE HOUSE WASHINGTON August 2, 1971 MEMORANDUM FOR: STEVE BULL FROM: DWIGHT L. CHAPIN A I want you to take this project on on a crash basis. Check to see what patterns of Presidential travel into the country were followed by FDR, Truman, JFK and Eisenhower. FDR basically visited military base installations. You are going to have to get someone to go through and research the various trips made into the country by these Presidents; then try to draw some conclusions as to what patterns they followed and what they did when they went out. CHAPIN FROM: STEPHEN BULL tts RE: Patterns of Presidential Travel - Presidents Truman, Kennedy and Johnson In accordance with your memorandum dated August 2 and subsequent verbal modifications to those instructions, a brief study of travel patterns for the subject Presidents was undertaken. The emphasis in the analysis was on individual events in which the President participated. For the purpose of this analysis events were divided into 12 categories as follows: Universities and High Schools - e.g., Commencement addresses and convocations - military academies included in this category. Professional Groups or Associations - This is essentially special interest type groups such as milk producers, VFW, labor organizations, as well as civic organizations including Governors and Mayors. Dedications - Dedication ceremonies, ground breakings. Political Events - Includes all political activities including fund-raisers, rallies, and other activities related directly to a political event. There are many other activities that had political overtones, but are carried other than as a political event. Pleasure/Working Vacations - Runs the gamut from Camp David to the Ranch. Military Bases - Includes all military installations from Bases to ships. - 2 - Special Events and Days - Includes testimonials, eulogies delivered at funerals, speeches on special days (Thanksgiving, St. Patrick's Day). Airport/Railroad Terminals - Includes whistle stops which, although political during the Harry S. Truman days, are unique and are carried separately. An entry was registered only when the President spoke. General Events - This is somewhat of a miscellaneous category that includes such activities as a Jennings County plaque unveiling. Foreign Travel - All foreign travel including Canada and Mexico. Only the trip was registered, not the individual stops. Out-of-Town News Conferences - Self-explanatory. Funerals - Where the President attended but did not speak. In each year there is an entry for total trips. A single trip obviously includes numerous individual events. Following are some highlights of travel patterns and events by the three subject Presidents: Harry S. Truman (Tab A) General observation: The information available on President Truman's travel is rather sketchy, particularly that relating to vacation time. It is recalled by Jiggs Fauver and others who were here during the Truman Administration that President Truman spent extended periods of time in Key West. Three weeks during the months of March and October were announced as vacation. Additionally, President Truman would spend short periods in Kansas City for working vacations. 1. News Conferences - Virtually all of the news conferences were held in Key West, Fla. in conjunction with a vacation. This factor tends to obscure a clear definition of whether a trip to Key West was for a vacation or for working purposes. 2. Better than 50% of his travel was by rail. The 201 airport/railroad terminal events shown in 1948 were almost exclusively by rail. - 3 - 3. President Truman's activities covered the entire spectrum of those things which Presidents tend to do (dedications, speeches to groups) but he did fewer of them. However, the proportions of his activities are comparable to those of the other two Presidents. President Kennedy (Tab B) 1. With President Kennedy, relatively detailed records were started in the Travel Office. Included in the statistics kept were figures for mileage and total days away. Of President Kennedy's approxi- mately 1, 000 days in office, 405 days were spent away. 2. An extraordinary number of working vacations and week-ends away from the White House were taken. The total for the 2-1/2 year period is 110, but these were generally 2-3 day trips. 3. As opposed to Presidents Johnson and Truman, President Kennedy had no out-of-town news conferences. 4. Outside of pleasure/working vacations, the other activity in which he participated the most was political events in 1962. 5. In 1963 speeches at universities and high schools and dedications (11 of each) were popular events. 6. The general events included activities such as an overnight at the Grand Tetons, review of spacecraft exhibits at MacDonnell Aircraft, attendance at the Army-Navy football game and an address to the UN General Assembly. 7. President Kennedy did very little speaking at airports. 8. 1963 was the heaviest year of travel with the largest number of different events. - 4 - President Johnson (Tab C) 1. It is interesting to note that in 1964 President Johnson spoke at 16 universities or high schools. This number decreased rapidly in the non-election years but, despite the campus unrest in 1968, he still visited 4 campuses in that year. 2. After 1964 there was very little participation in political events. 3. Most of the pleasure/working vacations were at the Ranch. 4. Note the avoidance of visits to military installations in the first two years plus of the LBJ Administration, and then the relatively heavy engagement in military activities in 1968. 5. The out-of-town news conferences were held at the Ranch. 6. According to sources here at the White House, and as is borne out by the figures, LBJ just loved funerals and averaged better than one per quarter. General Comments 1. All three Presidents apparently engaged in the same type of activities, both substantive and non-substantive. The totals may vary from one to another, but the proportions are fairly constant. 2. The matter of proportions, i.e., the ratio of one event to another is interesting in itself because it is pretty constant for all three Presidents, with a few minor exceptions such as funerals. 3. There does not seem to have been any tendency on the part of Presidents Truman and Kennedy to disguise a vacation trip as anything but a vacation. 4. Based upon my personal knowledge of what President Nixon is doing on his trips, I see very little difference in the types of events in which these three subject Presidents engaged. A detailed appendix for each of the three Presidents is attached as indicated. HARRY S.
