Dear Sir:
I realize the many demands that are now being made
upon you with respect to the myriad of Federal appoint-
ments awaiting your decision.
May I, nonetheless, call to your attention one situ-
ation which may seem of relatively low priority but which
I believe to be of singular importance. This is the matter
of an up-grading of the International Scientific Affairs
activities of the Department of State.
I am convinced, as are a number of my colleagues here
in Congress, that the potential of science and technology
as a tool of diplomacy has never quite been grasped hereto-
fore by any administration. Although the State Department's
international science program has gradually been developing,
it has not, in my view, and through no fault of its present
personnel, been adequately staffed or programmed to produce
optimum results.
I shall not attempt to amplify the point now. But I
do urge you to give consideration to placing this program at
the Assistant Secretary level and to emphasize its importance
by securing the highest possible professional competence to
implement it.
It is my hope that this request will not appear pre-
sumptuous. It is not my intention to publicize the matter

or regard this communication in any way other than pri-
vate. My sole objective is improved mechanisms for
dealing with the international community.

As the representative of a Texas district which borders a wide
section of Mexico, I hope that you will continue to strengthen our very
good relations with our neighbor to the south.
If there is any way that I can assist in this effort, I will
consider it an honor to do SO. While our nation in the last five years
has made remarkable strides in extending and strengthening these rela-
tionships, the border area is not entirely satisfied that the methods
used are the most effective.

McArtor Award.
As you know, this award was established in June of 1967 by official action
of the Executive Board to be presented annually to the individual who is
nominated by a member of the Rehabilitation Association of Nebraska and
elected from the nominees by ballot by the Executive Board.

the Rehabilitation Association of Nebraska to be held in Lincoln, Nebraska,

Melvin R. McArtor was born at Pickrell, Nebraska, on August 28, 2920. An illness at the age
of ten resulted in total blindness. He attendr I and was araduated from the Nebraska School
for the Blind where he learned the trade of piano tuning and repair. He became a highly
skilled technician in this field, and earned his living for many years in this trade. In
December of 1954, Mr. McArtor accepted employment with the Nebraska State Services for the
Blind as a vocational rehabilitation counselor. Here, he served with distinction and honor
until his death in October of 1966 while attending the Annual Convention of the National
Rehabilitation Association in Denver, Colorado.
No greater honor can be awarded any citizen of Nebraska by the Rehabilitation Association of
Nebraska than that of being the recipient of the Melvin R. McArtor Memorial Award in recogni-
tion of leadership and service to the cause of vocational rehabilitation.

After a conversation with Robert McCune here in Washington and
Mr. Charles Stuart of your staff, it is apparent that President-Elect
Nixon's staff is unaware of the importance, significance and effective-
ness of the traditional nationality dinner held in conjunction with the
inaugural period.
Enclosed you will find a copy of the 1957 inaugural committee
letterhead and dinner program. In addition, a brief history of this
traditional event should assist you in evaluating its integral role.
In both Eisenhower inaugurals nationality dinners were held at
the Statler-Hilton, with attendance in excess of 1,500 people. The
late Senator Robert Taft was the featured speaker at the 1953 dinner
and Senators Knowland and Dirksen addressed the 1957 dinner.
Both these dinners were artistic and political successes and in
addition, produced a net profit. Hopefully, the overall success will
be repeated again in 1969.
On the assumption that the 1969 program would include a nationality
dinner, a committee headed by Mr. Phil Guarino has commenced the organiza-
tional efforts.
The dinner would be held tentatively on Sunday evening, January 19,
at the Sheraton Park hotel, with an expected attendance of over 2,000
people at $25 per ticket. The program would hope to feature Vice President-
Elect Agnew, Governor John Volpe of Massachusetts and Republican Members
of Congress who are of ethnic origin.

Please keep in mind that the nationality vote has been
traditionally locked into the Democrat Party camp and, therefore,
has constituted a base of power for that Party. In recent national
elections there has been obvious growth of Republican strength which
constitutes a significant breakthrough for all of our candidates.
This year the battle for the nationality vote was accentuated by the
fact that Vice President-Elect Agnew was born of Greek immigrants
and Senator Muskie is a son of Polish immigrants.
The purpose of the nationality dinner would be to dramatize
the respect and appreciation with which the Republicans hold the
various nationality groups of the country. Over 50 million Americans
maintain a very conscientious and spirited interest in their national
origin and thus this event would receive extensive coverage by
foreign language press and radio. Politically, this dinner would
emphasize the fact that we Republicans recognize the breakthrough
that we have achieved in this heretofore solid Democrat voting group.
I would appreciate your giving this your immediate attention.

Dear Mr. President-Elect:
As you know, the first order of business in the 91st Congress will
be the swearing-in of Members. As you know further any Member may
ask another to step aside and challenge his seating, putting the
matter to a vote by the House.
You will recall that in the 90th Congress the seating of Adam Clayton
Powell as representative from the Eighteenth District of New York was
challenged and upheld. A special election was ordered in the district,
and Congressman Powell was re-elected handily but did not present
himself to the House to be seated.
On November 5 of this year Mr. Powell was again re-elected by over
80 per cent of his constituency, and I am assured that he will present
himself to be seated in the 91st Congress.
I am writing to solicit your support and influence among the Republican
Members of the House to cast their votes in favor of seating Adam Clayton
Powell in the event the matter comes before them.
It is my firm belief that the fundamental factor on which the decision
to seat him should be made is the vote of his constituency to return
him to Congress with full knowledge of the problems he has faced.
I have communicated with the majority and minority leaders of the House,
the majority and minority whips, Joe Waggonner of Louisiana, the un-
official leader of the Southern bloc, and the chairman of the Democratic
Study Group, Jim O'Hara, and I have not received any negative response.
However, this does not totally eliminate the possibility of a challenge.

Before addressing myself to this matter, I have checked on the current
status of the several legal cases in which Congressman Powell was
involved. I am advised that he has paid all monies due as a result
of court action. A criminal contempt conviction is pending for failure
to appear in court and is now under appeal before the New York Court of
Appeals where a ruling is expected before the first of the year. If
the conviction is upheld, the case may go back to Federal Court.
There has been no action by the Federal Grand Jury, and its term is
due to expire on December 1, 1968.
If there is any additional background material on this case that you
may wish, please let me know, and I will endeavor to secure it. I hope
you will give this matter your favorable consideration.

vigorous protest against continuance of Veterans Administrator
Driver.
The Senator asserts that Driver has been very troublesome in Chicago
-- noncooperative with Senator Dirksen's people -- and, Dirksen tells
me, he fronted for Driver years ago, when he was first nominated, but
since he has demonstrated a lack of desire to cooperate, he will not
be acceptable in Dirksen's judgment for continuance as Veterans'
Administrator.
I'm trying to get this matter straightened out. As you know, RN has
a commitment to Driver about this.
