MEMORANDUM TO THE PRESIDENT
FROM: PAT BUCHANAN
APRIL 11, 1969
Talked with Cardinal-Elect Cooke at length in New
York. He wants to be of assistance to the President. He
volunteered to serve as the President's eyes and ears with
the American Church or to convey the President's thoughts to
and from Rome.
On Vietnam, I said he might convey to the Pope the
President's appreciation over the moratorium of Pope, Church
press and American bishops on criticism of Vietnam, while the
President tries to work this difficult problem out. He agreed
that withholding criticism or pressure gave the President a
freer hand to work out a more just settlement guaranteeing a
better future for Vietnam. Cooke indicated his belief that we
have stakes there, and his view that a precipitate withdrawal
would bring about the loss of all Southeast Asia.
His main concern is the acute crisis in Catholic
Education. I told him I would find out the status of the
President's "Commission" and get back to him on that.
He is a good and useful prelate who wants to lend
this Administration a hand and if the President wishes to
communicate with him, he would be delighted to use Buchanan
as the go-between.
