Dr. Moynihan's general
comments on education
MEMORANDUM FOR THE PRESIDENT
Dr. Moynihan's memorandum (Tab A) to you of December 17
proposes:
A. That the FY 1971 budget should show a
significant increase in at least one education
item.
B. The need for an Education Message in 1970.
C. The establishment of a Department of Higher
Education and Research.
Our present plan calls for an Education Message in 1970.
The budgetary suggestion is being reviewed in light of Health,
Education and Welfare and Bureau of the Budget priorities. The
proposed Department of Higher Education and Research is a
long-term project and is being staffed accordingly. A commitment
on either should not be at this time.
RECOMMENDATION
That you read Dr. Moynihan's memorandum.
