SUBJECT:
Security of Presidential Papers
In accordance with your request, we have reviewed the handling
procedures for all Presidential papers. This material falls into
two basic groupings: Kissinger papers and all others. The
volume and sensitive nature of the Kissinger papers presents
some special problems which I wish to look into in more detail
and will submit my comments on those papers separately.
All non-Kissinger papers can be broken down into the following
categories:
A. Domestic Memoranda - All items pertaining to domestic
policy which contain Presidential handwriting or approval are
sent directly to Ken Cole. They are reviewed by Ken and
John Ehrlichman who initiate the necessary action to follow
through with any Presidential requests. There are no xerox
copies made of these papers and they are returned to my
secretary for filing in the separate combination lock file
which is located in Room 68 EOB (Office of the Chief of
Files).
B.
Personal Items - All items which are of a particularly
personal nature, to include notes which the President makes
on yellow notebook paper and interim drafts of major speeches
and messages, go to Rose who maintains a separate key lock
file in her office.
C. Miscellaneous Memoranda - Items which do not fall under
the domestic or personal categories but which contain
Presidential handwriting (this would include the President's
News Summary) are paraphrased by me and then secured by
my secretary in the combination file in Room 68 EOB.
