Dr. Charles L. Anspatch

MEMORANDUM FOR
THE PRESIDENT
Recently, Senator Griffin recommended that Dr. Charles L. Anspatch,
former President of Central Michigan College, be considered for
a position relative to children and youth programs. Your initial
thought was that Dr. Anspatch could be assigned to oversee the
White House Conference on Children and Youth and Mr. Hess.
The Vice President has established a Cabinet Subcommittee chaired
by Secretary Shultz to review the operations of the White House
Conference on Children and Youth. Therefore, I don't think we
should attempt to use Dr. Anspatch in a capacity that would rival
this Cabinet Subcommittee.
I have asked Steve Hess to look into Dr. Anspatch's qualifications
and determine if he could be used in a suitable fashion.
