Meeting with Senator Robert Byrd (W. Va.)
August 7, 1970
9:30 a.m. (30 minutes)
I. PURPOSE
Bob Byrd has been invited down as per his request to have pictures
taken with the President and your desire to discuss the upcoming
Safeguard vote.
II. PARTICIPANTS AND BACKGROUND
A.
Participants: Bryce Harlow and Ken BeLieu will accompany
Bob Byrd into your office Bob trusts and admires both Bryee
and
Ken.
No one will sit in.
In addition
The photographer will be available to take pictures.
B.
Background: Two or three weeks ago, Byrd requested an
opportunity to have his picture taken with the President. Sub-
sequent to that time, he told Harry Dent that he was concerned
about the "apparent shift to the left" by the Administration. He
expressed his concern on the tax-exempt status of private schools,
marshals going south, etc. Harry Dent's original memorandum
on his conversations is attached in Tab A.
He also informed Ken BeLieu and Senator Stennis that he had
some doubts about his vote on ABM this year.
Since July 27 BeLieu has met with him four times. When last
asked about ABM, he said, "Well, I may not be against you on
ABM, but I would like to see the President before the vote. 11
Today, he indicated that there are two basic things he would like
to discuss (1) where we are going on integration, and (2) appoint-
ments to the Court.
