THE PRESIDENT

JOHN EHRLICHMAN
In response to your memorandum of April 14 saying
"The April 12 News Summary carried an article
by Robert Roth of the Philadelphia Bulletin
wherein he stated that 'the critics also say that
if FAP and revenue sharing had been better
prepared they might now be enacted'. 11
I asked Mr. Roth to come in for a conversation. I told him
bur
that we were very concerned that the quality of our work be as
excellent as possible and that I would very much appreciate any
specifications which he might be able to give me to support his
thesis that these measures could have been "better prepared".
He then launched into a long explanation of how a columnist
with a byline simply gives general impressions and does not
necessarily have a specific and detailed fact to support his
impressions.
He then explained that this is one of those situations where he
simply had an impression that other people thought this about
our effort.
He was interested to hear about the preparation process and what
we are doing to maintain our quality control.
