MEMORANDUM FOR THE PRESIDENT
Subject: August Housing Starts
Housing starts fell 6 percent from July to August
on a seasonally adjusted basis. The annual rate of
private starts in August -- 2,045,000 units -- was the
lowest since September 1971.
The housing decline SO far this summer is about in
line with our projections and has been of moderate pro-
portions. Our projections do not involve the annual rate
of starts falling below 1.8 million in any quarter of
1974. We believe the action announced in the Housing
Message, especially the commitments by the Federal Home
Loan Bank Board, will help to prevent starts from falling
below that level.
