TALKING POINTS FOR MEETING OF THE
URBAN AFFAIRS COUNCIL
MONDAY, FEBRUARY 3, 1969
1. Future of the Poverty Program and the Office of Economic
Opportunity.
The report of your subcommittee (attached) recommends
that certain OEO programs (such as Head Start) be "spun off"
to the Departments; that OEO's planning and evaluation functions
be temporarily moved to the White House; and that a reorganized
OEO (eventually under another name), with streamlined operating
and auditing procedures, have as its focus the development of
community action, community economic entrepreneurship, and
voluntary action programs.
This reorganization should restore confidence that a program
with these goals will be maintained, that abuses and ineffective
components will be eliminated, and that it will be under con-
siderably tighter management. In months ahead we will be in a
position to draw up a long-range proposal for submission as legis-
lation when the House begins hearings on the subject in mid-April.
The present legislation does not expire until June 1970, although the
funding authorization expires this June.
A key consideration will be that of obtaining a strong,
business-trained Director for the existing operation.
