Is there any substance to these reports and, if so, do you intend to relax school guidelines? ANSWER: The newspaper accounts are accurate insofar as they report that there have been continuing discussions at the Cabinet level on this subject. However, we have come to no conclusions. There is a very significant, landmark lawsuit presently before the court in South Carolina. We consider the decision in this case to be of great importance. It is the first case in which HEW educators, acting as friends of the court, assisted the court in developing a plan to eliminate school segregation. Depending on the outcome of the case both the Department of Justice and the Department of Health, Education and Welfare feel that this court action may provide brand new avenues for activities toward the elimination of school segregation.
