I would like to take this occasion to report to the nation on
this Administration's economic strategy - - what we found when we
took office, what we did about it, what the results of our moves
were, and what we are doing now.
When we came into office 22 months ago, this was the situation:
-- 532, 000 Americans were fighting in Vietnam, with no diplo-
matic or military plan to bring them home, and no economic plan to
provide civilian futures for them when they did get home;
-- prices were rising, interest rates were rising, and
monetary and budget policies had produced a serious inflationary
crisis.
The challenge was clear: Never before had this nation been
able to end a war without severe economic hardship and never before had
