DETERMINED TO BE AN ADMINISTRATIVE MARKING E.O. 12065, Section 6-102 CONFIDENTIAL By MH NARS, Date 9/1/81 January 21, 1971 STATE OF THE UNION Possible nightmare/dream opener (Substitute for pages 1 and 2) Mr. Speaker, Mr. President, my colleagues in the Congress, our distinguished guests and my fellow Americans: I take a very special pleasure this evening in welcoming the members of the 92nd Congress -- both those who are returning, and those newly elected. [Albert ad lib] This 92nd Congress has a. chance to be recorded as the greatest Congress in America's history. In these troubled years just past, America has been going through a long nightmare of war and division, of crime and inflation. Even more deeply, we have gone through a tortured nightmare of the American spirit. But now that nightmare is ending. Now we can let our spirits begin to soar again. Now we are ready again for the lift of a driving dream. The people of this nation are now eager to get on with the quest for new greatness which has always characterized Americans and which has kept this nation free. They see challenges throughout the land, and they are prepared to meet those challenges.
