State of the Union
Attached is a possible insert along the lines you spelled
out this afternoon, on making this a year of action on the pend-
ing legislation.
I've done some work on an insert for technology, develop-
ing the foreign competition themes you spun out at Camp David,
but don't yet have it in a form I'm satisfied with. I'll keep at
it.
I've marked just a few minor suggested changes on the
attached copy of the 10th draft -- on pages 1, 2, 3, 4, 6, 7, 8,
9, 10, 15 and 18.
On the Connally matter, one possible way of handling it
- - which I haven't yet run by John Ehrlichman - - would be to
make it read, at the top of page 19:
"Under the leadership of the Secretary of the Treasury,
we have carefully reviewed the tax aspects; and I have this
week enlisted the Advisory Commission on Intergovernmental
Relations in addressing the intergovernmental relations aspects. 11
I'm not at all sure this works, however, since it may not be
possible to disentangle the tax and intergovernmental relations
aspects.
