MEMORANDUM TO RAY PRICE
FROM THE PRESIDENT
These are some very sketchy thoughts with regard
to material that could be considered for the conclusion. I don't
know whether it will fit or not but you might play with it and see
if you come up with anything worth considering.
The leadership of America is in this Chamber.
The Supreme Court, the Cabinet, The Senate, the House. All
are here. We hold the future the nation, the conscience of the
Nation in our hand. If we break up into a squabbling, disorganized
rabble because of the pressures of an election year in the-face-d--
the historic-ehallenges--- and fail to deal with the historic challenges
we face we will have failed America and the confidence of millions
of Americans in their government will have been seriously shaken.
That is why my call for you today is for high statesmanship.
Never has the Congress had a greater opportunity to leave a legacy
of profound and constructive reform for the Nation than this Congress.
This can truly be a great Congress, not only because of what it
does, but decause of when it did it -- during the high tensions of an
election year.
