MEMORANDUM

Inserts for Speech - Draft #5
Attached are two paragraphs suggested for insertion on
pages 1 and 5 of the latest draft.
The new lead paragraph is needed, I believe, to set the
scene for this speech -- the present lead would sound too muck like
a straight replay of April 26. This addition avoids the "most
important decision" line which you rejected earlier, but still tells
the audience "why another speech so soon. 11
The insert which would follow your statement of terms
for lifting the blockade I prepared at Dr. Kissinger's request. He
asked for a short, conciliatory pitch summing up the reasonableness
of our stand. I have provided this language to him by phone.
